Gun Owners of America (GOA) has exposed shocking evidence that the FBI coerced Americans into giving up their Second Amendment rights through its NICS Indices Self-Submission Form.
The findings come from a FOIA request by GOA’s legal team, revealing the FBI’s unconstitutional tactics.

What Did GOA Uncover?
GOA discovered that the FBI used a “Self-Submission Form” to pressure law-abiding citizens into waiving their gun rights. The form marked individuals as permanently prohibited from purchasing or possessing firearms, with no way to reclaim those rights once signed.

GOA’s Ben explained the coercive tactics used by FBI agents: “No one in their right mind would consider it voluntary when confronted by a pair of armed federal agents using coercion, threats, and intimidation to get them to sign on the dotted line.”
GOA even found evidence of the FBI using this form on a high schooler, raising serious concerns about abuse of power and constitutional violations.
A Pattern of Abuse and Coercion
The report reveals that FBI agents visited people’s homes and workplaces, presenting them with the form and pressuring them to declare themselves as:
- “A danger to themselves or others”
- “Lacking the mental capacity to adequately contract or manage their lives”
GOA’s Eric Pratt called out the FBI’s overreach, stating, “This is just the latest example of the FBI going rogue in abusing their authority to the detriment of Americans’ constitutionally guaranteed rights.”
Congress Demands Answers
GOA’s findings prompted Representative Marjorie Taylor Greene and 15 other members of Congress to demand that the FBI:
- Remove all records related to the NICS Indices Self-Submission Form.
- Confirm the discontinuation of this unlawful practice.
