NYPD Forced to Open Concealed Carry Permits to Non-Residents

Exciting news for gun owners who want to visit NYC!

On August 8, 2024, the New York City Police Department rolled out an emergency rule that now lets non-residents apply for concealed carry permits.

This change comes after Gun Owners of America (GOA) and the Gun Owners Foundation (GOF) took the city to court earlier this year.

The lawsuit included folks like Newsmax TV Host Carl Higbie, who had been completely shut out from getting a carry permit in New York, leaving them defenseless.

Erich Pratt, Senior VP of GOA, couldn’t be happier.

“This is great news for the untold millions of Americans who either work or visit New York every year,” he said. “It’s critical that everyone can exercise their inherent right to self-defense, but until now, anti-gunners in New York denied most Americans that basic right.”

Pratt also made it clear that GOA is keeping an eye on how things play out.

“We will continue to monitor local cases to ensure that NYPD indeed grants these permits to applicants in a timely and non-onerous manner,” he explained. “Otherwise, we will gladly file another lawsuit directed specifically at Mayor Adams and the NYPD.” 

Up until now, New York’s rules were draconian—only residents or people who work primarily in New York could apply for concealed carry permits. And forget about bringing in a permit from another state; New York didn’t recognize those at all.

That left 94% of Americans, who aren’t New York residents, without a way to legally carry a gun in the state.

New York has been one of the few places in the country where non-residents couldn’t exercise their 2A rights.

But with this new rule, that’s starting to change. Non-residents now have a shot at protecting themselves while they’re in the Empire State — a big win for gun rights and self-defense.

    The 2nd Amendment, as written, and the supporting Bruen decision, says, “We don’t need no stinking permits!|”
    NYC is a Communist Progressive Liberal Criminal cesspool, and everyone, resident or not, needs a protective firearm of their choice! 🧐

    So, if that was translated-what does it mean to residents of upstate NYS who already have a CC permit? Can we legally carry in NYC?

    Just wondering. If NYC is going to give carry permits to non residents will they have to do a blood test and take a 18 hour class like I did to get mine. I live here. And that’s after I jumped through all the hoops to get my target/hunting pistol license first. Plus there are so many places in the city you can’t bring a gun legally even if you have a permit. Why bother. I just did it to say I can.

    I read a description years ago of the actual process of getting a NYC carry permit. It involved something like a dozen steps, some with a required meeting with a named person at a specific room on a specific date and time (2:45PM on Tuesday). Nothing could be adjusted because you were doing brain surgery at that time (or something equally important in your real life) and if you failed to meet any one of the steps your application was denied, your application fee was forfeited and you were welcome to start over at the end of the line. If they still have that process in place it will be extraordinarily inconvenient and expensive for any nonresident who does not live within a few miles of NYC to get one of these permits.

    Just another ploy by NYC to try and stop being forced to comply with recent rulings by the courts. They will have a written plan in place to apply but the only ones getting approved will be the connected elite working in the city. They still won’t recognize upstate residents NYS pistol permits. Don’t think for a minute they will approve out of state residents for a permit. Heck NYC and I hear Albany’s DA won’t even recognize FOPA. Just a big dog and pony show to make it appear they are trying to comply.

    What about retired law enforcement officers who have a LEOSA permit thats says it is good in all 50 states

      Well, what about it? If you brought it up, it’s safe to assume you know it’s criteria.
      Ether you fall within the parimiter or you don’t.
      Leosa isn’t contingent on civilian permits. But you should already know this.
      If not, shame on you my friend.
      Carry a firearm legally in NYC is no joke.
      If & when, &( hopefully never).
      You survive a 100% justifiable shooting in Fear & Defense of yourself or 3rd party .
      Because of roving band of degenerates think your life is worth the lousy hundred bucks in your pockets or some POS wants to clock you over the head with already pipe while his buddy tries to shive & rape your girlfriend or wife in some dark part of town.
      Then you’ll have to answer to some far left Soros judge or prosecutor asking you why couldn’t you just have said “DON’T”. LIKE BRANDON said?
      OR BETTER YET shoot”em in the leg like they taught you in the academy? Like on TV, with magic TV bullets? Lol
      Jus can’t make this shit!
      Your final question to yourself would be, why did you even bother stepping foot into the confines of that city to begin with,unless you had to. Lol

        I used to live in NYC. It is lot safer than many other smaller cities I have lived in since then, including my current city of Albuquerque. The odds of being involved in a violent crime is measured by incidents per Capita. NYC beats a ton of other cities in the US.

        NYC is one of the safest cities in the country. It also has more to offer than any other place in the US. I feel sorry for anyone that is so afraid of their own shadow that they would miss out on everything my home has to offer. I have a permit to carry but would never think of bringing my gun to Manhattan. Aside from the fact it’s too uncomfortable its unnecessary. Yea there are some shit neighborhoods in my city but there are no reasons to go there unless you’re looking for trouble. True our mayor is a piece of shit along with his migrants but he will be a one term mayor. Come to the city and leave your gun home where you probably need it.

    California is another of those states. No issue to nonstate residents and no reciprocity. (And a nearly identical massive expansion of no carry zones after Bruen.) An action seeking to allow out of state permits has been filed. I hope it has as much success as this one, even though I assume the result here may be simply a temporary measure while the NY law suit is pending. I recall that NYC and NYSA had different carry laws, so I am surprised that both are now allowing out of state applications.
