Currently, you can take an 80% complete receiver and finish milling it yourself to make an unregistered firearm. However, the ATF may work to change the rules so that 80% receivers must be serialized. When that happens, you’ll have to create guns from scratch to keep them off the ATF’s radar, and Ghost Gunner can help.
