The only thing to really hate about shooting guns is that it’s a LOUD activity. A REALLY, REALLY LOUD ACTIVITY!
Thankfully we have suppressors, which greatly reduce the noise produced by putting lead down range. Sadly though, suppressors are regulated by the National Firearms Act, which means they are a pain in the butt to obtain (You can read all about how suppressors work and how to obtain them in those great GunsAmerican articles).
In a nutshell, under current law, one must fill out paperwork, submit fingerprints and a registration form, pass an ATF background check, obtain a signature from a chief law enforcement officer and pay a $200 tax before purchasing a suppressor.
Well, maybe, just maybe we are one step closer to removing suppressors also known as silencers from the NFA’s reach, and doing away with that arduous and time-consuming process.
On Thursday, Arizona Congressman Matt Salmon introduced a bill called the “Hearing Protection Act” that would free suppressors from the shackles of the NFA, and instead simply require prospective purchasers to pass a NICS background check.
The bill has the backing of both the National Rifle Association’s Institute of Legislative Action and the American Suppressor Association.
“Suppressors significantly reduce the chance of hearing loss for anyone who enjoys the shooting sports,” said Chris Cox, executive director of NRA-ILA “On behalf of the NRA and our 5 million members, I want to thank Rep. Salmon for his leadership on this important bill.”
“Suppressors benefit all involved in hunting and the shooting sports. It’s time to bring the law in line with modern technology,” added Cox.
As the ASA notes in its press release: suppressors are simply mufflers for firearms, which function by trapping the expanding gasses at the muzzle, allowing them to slowly cool in a controlled environment. On average, suppressors reduce the noise of a gunshot by 20 – 35 decibels (dB), roughly the same sound reduction as earplugs or earmuffs. In addition to hearing protection, suppressors also mitigate noise complaints from those who live near shooting ranges and hunting lands.
“The American Suppressor Association believes that citizens should not have to pay a tax to protect their hearing while exercising their Second Amendment rights,” said Knox Williams, President and Executive Director of the ASA.
“The removal of suppressors from the National Firearms Act has been our ultimate goal since day one. For months, we have worked alongside Rep. Salmon’s office and the National Rifle Association to craft this legislation,” continued Williams.
“Although we recognize that introducing this bill is the first step in what will be a lengthy process to change federal law, we look forward to working with Rep. Salmon and the NRA to advance and ultimately enact this common-sense legislation,” he concluded.
Yes, nothing happens over night, especially when we talk about turning a bill into a law. But I’d argue that the wind is at the back of the ASA and the NRA-ILA on this front. Removing suppressors from the NFA is, indeed, common sense. Hopefully, they make real progress on this in the coming months.

Of the hundreds of bills introduced in Congress,only a handful ever get passed. This bill is politically impossible and will not see the light of day. This is wishful thinking bordering on fantasy.
I have several times been to a gun show in Charleston SC and an individual has always been there not only selling silencers but putting them in some kind of trust that makes them legal to posess. I really should have paid more attention to him but his table was packed with person after person asking questions about the legality of the issue. Being one of those people that doesn’t handle crowds very wel I only held around briefly. The police presence at this gun show is incredible and I rather doubt you could get away with doing something totally illegal right out in the open, It all had something to do with putting the silencer into some kind of trust. Whether any of this is true or it is specific to South Carolina I have no idea just thought I would pass it along
It would be great. I have used some of the 1960-70 era suppressors and they helped, even though they were big and heavy. A local store has many in stock, and I was lucky to use one in .22 LR and one in .45 ACP. The new models are superb. Shooting a SIG P220 .45 without hearing protection is great fun. The paperwork delays at ATF-NFA can drag on. Anywhere from 5 weeks to 11 months. I’m dragging on at 6 weeks, and I have an FFL. Go figure.
I wish that “silencers” would have been available a long time ago- like “Doug” said, the ringing in my ears never stops. In part due to loud music but also to shooting without muffs when young. Ignorance? Yes, no one wore plugs or muffs then.. Im glad that thanks to friends, I wised up while I still had most of my hearing left.

Suppressors would benefit everyone. The shooter, associates who shoot near him, the surrounding neighborhood if the range is located within urban limits, nature (the environment) and the industry that would grow out of the demand for their inclusion in our EDCs and other firearms. This is such a win/win for all, it’s a wonder that the laws governing the use of suppressors haven’t been changed before 2015.
We shouldn’t need to even do the NICS check. Some of the Framers of the Constitution thought having the Bill of Rights would mean leaving it open to change or interpretation, which it did. Why would suppressors which just help save our hearing be open to discussion at all? How about scopes, adjustable trigger assemblies, bipods? etc? We’ve already wrongly let them regulate our firearms. Tipping a bad waitress gets everybody more bad service. Giving the liberates any room for nit picking is always a bad idea.
Since the entire law is based on the “plutt-plutt” “untraceable” sound effect in the movies, it’s about effing time.
One would hope this legislation passes, however I am doubtful. In this economy, I can’t afford an $800 + $200 suppressor anyway. Maybe prices will drop if passed. I have always thought they were way overpriced anyhow.
The best option would be to slip this in as a amendment on some Omnibus spending bill. Let it get lost in the clutter and signed without the chance of a veto.
I love the idea of getting Silencers of of the NFA, but the background check is a trojan horse. No other firearms accessory requires a background check, not even an upper receiver. Why would we want to set the precedent that firearms parts can require background checks. If I was the ILA, I would push back on this issue….hard – Its a dangerous line of thought.

A HUGE percentage of people who die from heart attacks (get this) were all taking medications from big pharma! Things like lipitor, or coudamin, or crestor, etc. Clearly the doctors are trying to cover this up, and blaming high cholesterol levels, and atherosclerosis, and high blood pressure for heart attacks, strokes, etc., when really it is the DRUGS that are causing these things!

This may not pass and a lot of poeple are really negative about it. However without trying it will never pass. Without continuing to show and educate our government officials and the public about safe gun use nothing will ever happen. As much as the media wants to shove the negative down our throats we need to do the same with the positive. Never give up fighting for our rights as gun owners.
If the law passes, the firearms manufacturers could design suppressors into their firearms, rather than us having to buy suppressors separately. Kind of like “standard equipment” for cars and trucks. Even with hearing protection it’s still loud. Guy was shooting close to me at the gun range with 308 with a can on it and it was still not a totally quiet gun but a whole lot better. I wish they had suppressors cheap when I was younger I wouldn’t have 20% hearing loss I have now. Never messed with ear muffs in younger days. Didn’t give it a thought.
This is a big step forward on obtaining a suppressor. NOW if you could buy one at a reasonable price. Can no one make and sell one for under $200.00. This would be an even bigger step forward.
I own 4 cans… Love them all. Ihad to pay 200 for the priveledge of owning each one. Why? As a means of government revenue, that’s why. I think class 3 is fine as long as you only had to go through the process one time. I have a drivers license that allows me to drive any car I want. How is this different? They stay on the books, we don’t change any laws that can be vetoed, and we can all have access to all available supressor. Don’t care what party you are on, this is the win, win in my book.

I recently moved to Maine from the People’s Republic of New Jersey where I can own Class 2’s. I bought one and got the paperwork to be filled out to send to the ATF by my Chief Law Enfircement Officer, which is the county Sheriff. They claimed they ‘don’t do that anymore, contact the state police’ which I did, and they told me they can’t do it for me my sheriff is just passing the buck. I contacted the store which is holding my suppressor in frustration and he told me to get an NFA Gun Trust with an attorney who does them and you can circumvent the entire dealing with your CLEO and then the gun store will be able to directly send your ATF Class 2 applications for the stamp to them. So for $199. you can do this paperwork and also choose to transfer these items to a relative, without specifying what you own as far as firearms. Look into this if you’re thinking about buying suppressors or anything related to the NFA
If this bill were to pass, what would be the procedure for legally obtaining a manufactured “suppressor”? Also, if you already own one of the “solvent trap cleaning systems” and wish to turn it into a “suppressor” what would be the procedure for doing so?

The bill stands ZERO chance of passing. Even assuming that conservatives are somehow able to put together enough votes to pass the bill in congress, the president will veto it, and there aren’t enough votes in congress to override his veto. It’s a nice thought, but I wouldn’t get too excited.

A suppressor is no more complicated than a muffler on an engine. In most cases if you operate a motor vehicle without a muffler, you will be ticketed.

I’ll tell you the liberties I lost lately here in NYC: A 7-shot Glenfield .22 bolt action rifle; a 10-shot .22 Norinco take-down semi-auto pack rifle; a 10-shot Puma 1892 lever action .357: Three rifles, none of them “assault weapons” because they can carry more than 5 rounds of ammunition. Gone. Oh, I did get to keep a bow and arrow – just can’t have broadhead arrows.

Every time you buy a gun (rifle or pistol) from a store and do they background check you “essentially” register it with the feds 9even if you state does not require registration).
When you fill out a 4473 form, the only thing that the FED knows is that you bought a firearm and what “type” it was handgun, long gun, or other. The dealer does not give the FED a serial number, make model of firearm, or caliber. That is why they are required to keep all of their records for 20 years in the case that a trace is required. It is really only the states that require registration that have specific knowledge of “what” you bought.

The ‘Feds’ would then know exactly what somebody purchased, now wouldn’t they, hahahhah! A registry named ‘Duck’ is still a Registered Duck, No matter which way it walks. And what else does your FFL require? Yup, you guessed it! You must turn in your purchase forms to the BATFE if you go out of business in say…three years. Which they’ll keep on file in a computer data base forever.
That’s why they want ‘universal instant background checks’ at all gunshows and even between private parties in recent proposed legislation. Law ‘enforcement’ will then know anybody and everybody who bought a gun. The so-called criminal element doesn’t care about ‘background checks’. they get their weapons the old fashioned way. But you definately WILL be ‘REGISTERED’.

The thing about the 4473 is that in most of the states it only applies to the original purchaser from the dealer. So you buy a Springfield XD from T&Z armory (for example) and they fill out the paperwork and they only tell the NICS people handgun or long gun. Now the feds know you have purchased a handgun, for at least the 3 days they have to destroy the records of the transaction. Let’s assume they are not deleting records and decide to visit your house because you bought a handgun. You can legally say “I sold it” and as a private citizen, not a gun dealer, if you live in one of the 40 or so states that does not have registration or universal background checks, you are in compliance with the law. You are NOT required to keep a record of the transaction or the name of the buyer, or any other records. You are only required to not have knowledge that you sold it to someone ineligible. Essentially the tracing of the chain of ownership goes cold at that point. This is a far cry from “registration”.
The reason this is VERY important to understand now is because with all the crying for “universal background checks” right now, it’s just a ruse to pass a “common sense” law and within 5 years, they will start with “we can’t enforce the universal background checks without a full registry” cry. This is because any firearm sold in the first 238 years of the constitution, could legally be pretty much anywhere in free states.
I live in Colorado. If some LEO asks where I got a firearm, for starters i do not have to answer if it would incriminate me. Secondly I could answer I bought it from a friend in 2010 before background checks were required, etc etc. There is no way they can know who has what without a full registry and the NICS check is not it. The push for full registry is coming soon. They are working it state by state right now in an effort to circumvent the whole population seeing it happen all at once. New York has done it. Connecticut has registered “assault weapons” Chicago and DC have done it and Colorado will be the next in line when the legislature goes all blue and they start crying “The Sheriffs can’t enforce the 2013 background check law because it lacks a registration component” and for the record, they can’t enforce it and have made no arrests to my knowledge under ANY of the laws passed in 2013.

I already lost a good portion of my hearing while serving in Vietnam. Hearing protection is something I don’t shoot without today. The hearing I have left is very precious. I hope this passes and I can leave the clunky headphones behind. They shouldn’t require a background check though. We already go through that to purchase the firearm that we would put a suppressor on.

I also lost much of my hearing in military service and in shooting without ear protection when I was younger. Now I use ear plugs AND muffs. The VA recently provided me with two very nice quality hearing aids, but I never understood the NFA’s reasons for suppressing “suppressors”. Gangsters in the 30s used them, but I guess they could afford to pay the taxes on them.
I read a book about an assassin who used .22 caliber pistols with noise suppressors. He would get very close and shoot the victim through the head with every cartridge in the gun’s magazine. If the gun’s serial number was removed and was
untraceable, he would drop it from his latex gloved hands at the scene of the killing. He always bought replacement guns and suppressors on the black market. The silencers were made in a machine shop, highly illegal but VERY profitable!
Want to “silence” the .22 caliber rimfire pistol or rifle? Go to a Lowes or Home Depot store and buy a six foot long foam rubber pipe insulator. You know, the kind of insulator material that is used on hot water pipes in your home. Cut a short piece off and push it over the barrel of the firearm. Oh, also buy the standard velocity ammunition so the bullet doesn’t break the sound barrier.
I witnessed another target shooter using a piece of this stuff on his .22 caliber rimfire rifle at a shooting range. I think he was a guest of another club member because I never saw him again. I couldn’t believe how quite the rifle was! It was quieter that those bogus “silencers” that the bad guys use on the TV shows. If a law enforcement type shows up you can say that the foam rubber protects the barrel from scratches and it occasionally slides forward from its normal position a bit. He might even believe you.
But if he don’t it’s 10 years and /or $10000 +a felony and no more gun ownership so I’ll stick with my 200 buck 11 month wait $500 silencerco sparrow

Also, not one of them said a single thing about being pro Israel, or defending Israeli foreign policy.
The only thing you said that was even close to a reasonable statement, was about how christians blindly support Israel because they will always choose judeo-christians over muslims any day of the week, and worse, because of their ridiculous adherence to their holy book, and their insane belief in biblical prophecy and the end times (it is quite disconcerting just how many christians seem so eager to see the destruction of the world come in their lifetime.)
The sad thing is though, you seem to put give just as much credence to the accuracy and relevancy of this ancient grouping of holy texts written by one particular sect of jews living in the middle east thousands of years ago as the people you are condemning. You just have a slightly different interpretation of these writings. This is why the world laughs at america. While they are debating the issues, us in america have to waste half of our time listening to crazy people who still believe in bronze age holy myths, discuss what their particular interpretation of their particular holy text has to say on the issue.
