The Delaware contingent of Moms Demand Action held a rally at the state capitol last week to urge legislators to pass a new permit-to-purchase requirement for handguns.

A variety of activists and supporters spoke at the event, according to WDEL, including a Moms Demand volunteer who insisted that guns purchased without permits are “going to whack a Walmart.”

“The same guns that they’re allowing people to buy without permits or without proper procedure to get a permit, that same gun’s going to do a school shooting,” said Timeless Thomas. “It’s going to whack a Walmart. They’re going to kill in bulk and wholesale. So, it’s going to affect your community as well as it affects mine. We have to get SB3 passed.”

The legislation being promoted, Senate Bill 3, would institute a permitting regime for all prospective handgun owners. The regime would require a “handgun qualified purchaser card” for all handgun owners, which would be obtained via an application to the Delaware Department of Safety and Homeland Security.

On the application, applicants would be required to state their name, residence, place of business, age, date of birth, sex, and a “physical description, including distinguishing physical characteristics, if any.” Applicants would be required to submit fingerprints and take an extensive firearm training course that includes at least 100 rounds of live-fire training.

The bill directs the Secretary of the Department of Safety to contact the applicant’s local law enforcement agencies to “inquire as to any facts and circumstances relevant to the person’s qualification for a handgun qualified purchaser card.”

Applicants must be legally allowed to own a handgun and be 21 years of age or older. In addition, applicants must not be “a person who poses a danger of causing physical injury to self or others by owning, purchasing, or possessing firearms.”

The handgun purchaser cards would expire after 180 days.

Moms Demand volunteers insisted at the rally that they are not against guns, only gun violence. But they did not explain how such a strict handgun purchasing regime would stop criminals from obtaining and using firearms to commit crimes. Instead, they insisted that “gun laws save lives.”

“We need three things: well-funded and well-run community intervention programs, and we’ve got some community partners here today,” said Traci Murphy, the Executive Director of the Delaware Coalition Against Gun Violence. “A well-educated community that understands the risks of gun ownership and what it means to be safe and responsible with guns. And finally, we need strong policies, and we need strong leaders courageous enough to fight for them…Gun laws save lives.”

    Quote: “The handgun purchaser cards would expire after 180 days.” And what happens to the guns you purchase during the 180 days the permit is good for? IMO a half year permit would not pass any type of scruity by SCOTUS.

    One piece of advice: NEVER, EVER let permit-to-purchase happen.

    At first they use whatever excuse they find to convince that it won’t affect law-abiding citizens. Once the law has been passed they simply refuse to issue permits anymore.

    Greetings from Finland – I’m a long-time nationally approved collector and after they simply changed their permit policy, I’m not eligible for new gun permits for handguns or semiauto centerfire long guns anymore.

    Fortunately there’s little I’d like to buy anymore. I’ve been collecting since the 80’s and have dozens of guns but more recent gun owners who’d like to buy a few more are royally hosed now.

    Stop it while you can. Don’t give an inch. They’ll take a mile if you do.

    Biggest threat to DE is Soros backed or woke city DA and mayors who will not prosecute criminals because it is racism. Property crime is not serious. Defund police and make laws to allow criminals to sue police officers is what is causing rise in crime. Some liberal states do not think one should prosecute a young kid caught with a gun and ruin his life. Good news is as crime rises in the cities and most American see the problem lies in the attitude of the inner city black community and the woke liberal white allies that is causing the rise of crime. The Asian and Hispanics who usually vote closely with blacks are dropping out. Hard to tell them that the black thug who beats them up for no good reason that the problem is white racism.

    Its amazing how F’n clueless these people are, all they need to do is look at NJ and MD to see that purchase permits only impede the law abiding, criminals and democRATs seem to be exempt from any thing that respects life, liberty and the pursuit of happiness.

    Maybe making potential gun buyers sit through a safety class for a permit to buy a gun isn’t a bad idea. It would help everyone to make sure that gun owners have some safety training.

    I will agree that requiring renewal of these cards ever 6 months is a bit extreme.
