Illinois Governor’s Safety Plan Includes: Bump Stock Ban, Red Flag Measure, 72-Hour Wait Periods

Illinois Gov. Bruce Rauner unveiled his “comprehensive safety plan” Monday that includes several unsavory anti-gun measures.

The plan, part of an amendatory veto to House Bill 1468, contains the following:

  • Extend the 72-hour waiting period for delivery of all gun purchases in Illinois.
  • Ban bump stocks and trigger cranks.
  • Authorize restraining orders to disarm dangerous individuals.
  • Make judges and prosecutors more accountable by making them explain – on the record – why charges are reduced in plea agreements for violent offenders in gun cases.
  • Free up local revenue to hire resource officers and mental health workers to help intervene and prevent student violence before it occurs.

“Gun violence has rocked the nation and the state of Illinois,” said Gov. Rauner on Facebook. “Fulfilling a promise we made last February to develop a comprehensive public safety plan, we are unveiling a package of initiatives that represent a bipartisan approach to the problem.”

Additionally, Rauner wants to General Assembly to reinstate the death penalty for mass murders and cop killers.  State legislators will now review the plan and decide if it should be put up for a vote.

Will any of these anti-2A measures reduce violence in the Windy City?

Nope. But what it will do is make it more difficult for law-abiding citizens with valid FOID cards obtain firearms in a timely manner.

“Extending the waiting period for the purchase of all firearms is unacceptable,” said Alan Gottlieb, the executive vice president of the Second Amendment Foundation. “As Dr. Martin Luther King stated so well, ‘A right delayed is a right denied.'”

“In addition, there is no public safety benefit in the age of computer instant background checks,” added Gottlieb, in an email to GunsAmerica.

    IL., my home state is a lost cause. It’s been run by left wing Chicago loons for too long and they are so entrenched with their democrat vote buying schemes that IL will never be anything but a socialist state. They elected a so-called Republican but he is nothing but a RINO. When you have veto proof legislatures nothing will ever get done to better the state. Property taxes are among the highest in the nation and IL leads the nation in net loss of population. Now you know why. Every state that has at least one large urban area like Chicago is in the same boat. It’s the tail wagging the dog. America’s big cities are America’s ball and chain.

    What can you expect from a state that makes you get a firearm owner’s identification card to own a gun? Illinois will very likely use the F.O.I.D. to confiscate guns in the future. They were already considering magazine capacity ban this year. Good thing it failed. A firearm owner’s identification card will make confiscations very easy for Illinois authorities on people that follow this law.

    I live in Illinois. Have 24 hour waits for long guns and 72 for pistols. It s*cks yes, but I have had to with every gun I own. Making it all 72 hours is not as bad as the first, certain rifles and pistols 72 and some rifles 24. Bump stocks and binarys… Im no fan, doesnt mean it should be illegal.

    The new law to be states that a persons firearms may be detained for 14 days from which an investigation may occur. If found to be a danger “WITH ABSOLUTE REASON” can be confiscated.

    And he did remove “assult weapon ban” completely out of it.

    Overall I like the adjustments additions and removal.

    IL FOID cards are a violation of the 2nd amendment due to the infringement clause and FOID cards are defacto registrationon all IL firearms.

      All an IL FOID does is allow you to look and buy firearms and ammo. Still just a 4473. We just have a FOID # on it anyways. The state doesnt have to know what you own or if you wven own amy. Just another ID to carry. Luckily CCW takes its place

        Current CCW doesn’t replace FOID. I’ve heard it being suggested but not being approved. Has this changed recently?

    The first two rules I’m definitely not on board with. The last two sound excellent, especially the one making judges and attorneys explain plea deal reasons. The third rule, however, could be good or bad, depending on how it’s implemented.

    Reinstating the death penalty would be great too.

    “Rocked the nation?” Hardly. Is he talking about Chicago? Then maybe. The great failed experiment of the city of Chicago, the idea of a dystopia, a liberal’s dream for the rest of America. In a decade or less, this is what America becomes, where the law abiding citizens are disarmed, firearms are banned, and only the criminals that pray on the helpless will be free to commit violent crimes with a firearm, because laws do not apply to criminals.

    Given the national average of police response, you or loved one will be dead long before they arrive.
