Connecticut State Rep Wants to Tax Ammunition at 50% to 'Reduce Use'

A freshman state representative in Connecticut introduced a bill this week that would raise the tax rate on ammunition in the state to 50 percent.

Representative Jillian Gilchrest announced the proposal on Twitter, explaining that her legislation would raise the price of a $10 box of ammunition to $15. She hopes the tax hike will reduce crime in the state by limiting the “use” of ammunition.

“We see this as a public health measure similar to what we’ve done in the state of Connecticut with increasing the tax on cigarettes,” Gilchrest said. “When we increase that tax we’ve seen a reduction in use. And so we want to continue Connecticut’s legacy of being a leader on preventing and addressing gun violence and we see this as another step forward in that direction.”

Research by the RAND Corporation, a non-partisan thinktank, concluded that taxes on firearms and ammunition will produce vastly different results to those levied on cigarettes and other similar products. According to their report, there is currently “little empirical evidence to indicate how taxation would influence firearm-related outcomes, such as violent crime or suicides.”

In addition, firearms and ammunition can be used for a wide variety of purposes, most of which are non-criminal and some of which are even life-saving. Gilchrest fails to address these other reasons to purchase ammunition. Instead, she doubled down on her original claims in a response to the National Rifle Association.

Gilchrest’s proposal also caught the attention of the NRA’s Colion Noir. Noir points out in a video that Gilchrest’s tax increase will have the greatest impact on poorer Americans who need a means of self-defense the most.

Noir observes that Gilchrest and other gun-control advocates want to “talk about gun safety, gun safety, gun safety,” and yet, they want to tax “the means of people to use their firearms more efficiently and more safely.”

“What do you think is going to happen when you make it more expensive to shoot?” he asks.

Gilchrest’s bill, HB-5700, has been referred to the Joint Committee on Finance, Revenue and Bonding, which is controlled by Democrats. No hearing has been set.

    Maybe you should find out the answer to that question BEFORE you propose legislation. And ammo is not just for home protection and if you increase the price people will practice less, become less comfortable/familiar with their firearm and likely cause more accidents.

So she must be pro-gun because thousands of lives are saved each year by people prepared to defend themselves, while the likelihood of her tax saving a life is zero.     The smoking of cigarettes IS NOT protected by the Constitution. The use of ammo in a firearm IS. Therefore, limiting the availability of ammo by any means is the same as limiting the use of firearms.

    Remember the rumor that Obama was going to tax ammo at 1000%? It set off a hoarding panic among gun owners that emptied the shelves of ammo for years. The prices still haven’t dropped back to pre-panic levels. So that rumor, even though untrue, did it’s job and basically contributed to a huge price increase and an ammo shortage.     Jillian,

    I am aware that you think you are doing a “service” to the citizens of your state by proposing an ammo tax akin to the “sin tax” placed on cigarettes. Your tax will not reduce crime or murder one iota as criminals steal and or illegally acquire both their guns and their ammo, and I have seen how it happens first hand.

    I am an avid 2nd Amendment supporting citizen as I am a supporter of all rights, the 1st through the last, and all are sacred to the most successful experiment in citizen controlled government. You are attempting to become a government that controls citizens, but not criminals.

    Do you understand that? Most likely, not.

    Let us educate oyu about how criminals get their ammo.

    I ordered ammunition on line and had it shipped to my local UPS location informing in writing both the shipper Tula Ammo and the receiver UPS in writing on the receipts and the shipping paperwork “DO NOT DELIVER. RECIPIENT WILL PICK UP AT UPS STATION.” because I know the sensitivity of transporting ammunition and that access to it must be restricted to responsible companies and individuals. I thought I had done my duty.

    Now this was a fortunate day as the moment I got my e-mail notifying me of delivery of my ammo to the UPS station in Dallas I was out of work early, so when I showed up at the UPS station to pick up my crate of ammo to my surprise I was told, “Oh they already put it on a truck.”

    “What!!!?” I snapped, showing them my receipt paper work with the loud and proud “DO NOT DELIVER.” On it. So I rushed home form there at just around sunset I pulled up to the mail box a block up the street from my home, and noticed, oddly, a car parked in front of my house with the engine on and the lights off.

    Something is wrong, I thought.

    Then as fate would have it I saw the UPS truck pulling up…then I started my car and drove forward, at which point the car parked in my drive way turned the lights on and sped off. I walked up to the UPS truck and the two individuals inside holding my crate of ammo.

    I yelled at them giving them a piece off my mind telling them to read the paperwork and notice that they were not supposed to deliver the box. Then I saw the crate that was supposed to be labeled in a mundane way so you could not tell it was ammo had “TULA AMMO” marked all over the box. These two worthless individuals working at UPS knew there was ammo in the crate and, ignoring the notice and “stealing” the ammo, they had arranged ahead of time to have a person waiting so when they dropped the box off on my porch way before 5 pm so that no one would be home, and the person they “sold” the “stolen” ammo to would be there to take it before anyone got home.

    This is how criminals get their ammo and their guns.

    You are only abusing the rights of free citizens and you need to stop.

    Put legislation that throws the full book at violent criminals in order to take these people off the streets forever…stop sheltering those who commit crimes and abusing and attacking free law abiding citizens.

    I have no hope that this letter will make it through the liberal fog that purposely clouds your mind…I know you have no desire to see free citizens safe and able to protect themselves.

    You and other gun grabbing politicians are a pariah that needs to be exorcised from the body politic of America…you people who willingly murder unborn children to the tune of one million child deaths per year cheering about “Choice!” have nothing to say about public safety and caring about lives.

    You are the most horrid hypocrites in history.

    You are the worst thing that has ever plagued this country.

    No matter what you impose, when there’s a will, there’s a way. Criminals are criminals for a reason. They don’t care what laws or taxes are implemented. They will find a way. They always have and they always will. All your regulations do is hinder the law biding citizens. The rich really won’t care. The poor get screwed. Remember, police can’t be everywhere every second of every day. Please don’t put citizens lives in danger. I’m from out of state and I care about the people in your state and all others. Any gun violence crimes are reprehensible, but unfortunately if it’s going to happen, it will. No ones life is more important than others. We should all be entitled to safety. They’re main concern is to survive if ever in an unfortunate situation. Also just to enjoy being able to do target shooting. Remember, any crimes or mass shootings aren’t done by law biding citizens. The NRA & their members get blamed for gun violence. NRA members don’t commit these crimes. We enjoy the our 2nd amendment rights. We don’t abuse this privilege. Think about it, every time one of these ridiculous rules are implemented the criminals eat it up, regarding gun policies. Please don’t give the criminals the advantage over law biding citizens. People still smoke no matter how much it costs. How many people die each year from lung cancer? God Bless America.

    This is beyond a waste of time, money and effort to punish legal gun owners. The criminals do not and will not buy ammo and guns legally. A DOJ study shows that gun control does not work.

    In my opinion, we cannot have a true conversation on guns until everyone is educated about what it means to own a gun and the idea of shooting sports. Every political hack who wants to sponsor a bill involving guns and ammo should be forced to attend at least the NRA Basic classes.

    OK I can dream, can I not?

    As a former resident of the peoples republic of ny I can tell you that the supposed reduction in cigarette sales when the taxes are raised is a myth. It’s only a reduction in the sales of cigarettes in ny. We regularly drove to pennsylvania ( a 10 minute drive) to buy them where the tax was substantially lower. I’m guessing the same will happen with ammunition.

    Is she admitting that she views defensive/recreational gun ownership and use as equivalent to smoking? Not to mention it’s a constitutionally guaranteed right.

    Is her concern gun ownership or gun violence?

    How many criminals have enough cartridges to fill their magazine anyway, how could this hinder them when they don’t horde ammo to begin with. 50% on a box is meaningless, on 20 boxes, now that’s a different story, hmm, wonder who this really hurts.

    Everytime someone says they aren’t going to take your guns, remember this and everything else. They’re always working an angle.
