On October 28, Jacksonville officers responded to a chaotic scene on Grothe Street, where an attempted carjacking quickly escalated.
Officers J. Rose and J. Montgomery, with the Jacksonville Sheriff’s Office, arrived on the scene shortly after 8:30 p.m. to assist a carjacking victim. While Officer Rose gathered information, bystanders alerted him to a man nearby wielding a knife.

The JSO has released bodycam video from a fatal OIS that took place on October 28th on Eaverson St involving a carjacking suspect who was actively attempting to stab another individual in the head with a butter knife.

The officers quickly spotted the suspect, later identified as 54-year-old Djuan Jackson, actively assaulting another man.
Witnesses reported that Jackson attempted to stab the man in the head, showing clear intent to cause serious harm. Both officers commanded Jackson to drop the knife, but when he refused to comply, they discharged their weapons.
Jackson was pronounced dead at the scene.

Jackson, recently released from a five-year prison sentence in June, had a long criminal history, including convictions for aggravated assault, drug sales, and domestic battery.
Witnesses reported that, before targeting the victim, Jackson had approached the carjacking victim’s family, displayed aggression toward a juvenile, and then attempted to attack an adult.
Detectives at the scene found a metal butter knife, believed to be the weapon Jackson used in the attack.
Many will argue that the officers’ swift actions stopped a dangerous situation from escalating further, preventing potential harm to others in the area.
However, Jackson’s daughter does not see it that way. In an interview with local news affiliate News4Jax she was highly critical of the LEO’s actions at the scene.
“If you‘re gonna shoot him, at least shoot him once. I mean, like, even if he doesn’t follow command. Y’all couldn’t follow other protocols before shooting, but if you’re gonna shoot somebody, don’t shoot five times,” she said, wishing to remain anonymous.
She believes alternative methods, such as using a Taser or other non-lethal measures, could have been employed to de-escalate the situation.

“Anything besides shooting and killing somebody, you know? That’s what I wish they had done,” she stated. “I mean, nobody wants to get that call saying that their father is gone,” she said.
In addition to mourning her father’s loss, Jackson’s daughter hopes that the incident leads to a reassessment of JSO’s protocols, especially in cases involving individuals with possible mental health issues.
She revealed that her father had struggled with such challenges, further deepening her concerns about the outcome.
“Just better protocols, getting our people some help, especially, especially my race, I just feel like they treat us so nasty,“ the daughter said. ”I just think it’s just so unfair. We already go through enough as a race, so hopefully that’ll change in the future, and we can get some kind of structure in the city for all races and all people.”
As the State Attorney’s Office and JSO conduct their reviews of the incident, Jackson’s daughter hopes for accountability and improvements in how officers respond to similar calls in the future.

Mental illness should be taken into account in all aspects of law enforcement. People with mental illness will not follow police commands so less lethal uses of force should be used instead.

No, cops are trained to shoot until the threat has stopped, whether it takes 1 or 15. Citizen oversight is a joke unless that oversight goes through a training academy and at minimum monthly ride alongs. Otherwise they don’t generally understand the training, protocol, authority or the law, and your comments prove just that. For instance, so many people bark about removing qualified immunity likes its a get off free card, and don’t even know what that actually means. To get qualified immunity, you have to be operating within the scope of well established law and the policies of the agency you work for. That means, if they are just cowboying it up at there, they won’t get qualified immunity, it’s not automatic. Also, take a look at the actual numbers instead of your feelings when you see these events. According to the National Bureau of statistics, over the last 8 years police have avearged killing 1044 people a year, while averaging contacts with 54.5 million people a year. That is someone dying in 0.0019 of contacts. Considering police by definition are dealing with and trying to stop criminals from harming the public, that’s a pretty damn low number.

A lifetime ago after I got out of the military I did some prison work. I had a guy stabbed with a turkey leg. I’ve seen a whole lot of stabbings but I never seen anyone bleed out any faster than he did from that turkey leg. They cut the end on an angle. It punched big old round holes through that guy.

It was a good shoot, you fire to put the threat down, not to warn, and cops are generally assholes and oftentimes profile based on race (as proven in multiple studies).

For those of you commenting on taking a longtime criminal off the streets – I understand your sentiment. However, past records have nothing to do with present crisis prevention. Her dad didn’t deserve to be killed because of his past, he was neutralized as a threat because of the immediate and present circumstances he created. What needed to be done was done. No more and no less. I’m sure she is hurting and has the right to grieve and the officers have the right to protect others and themselves. Both rights should be protected. The officers appear to have responded correctly and she should be able to be sad even if her blame is misplaced.
Have we lost all empathy and respect? Much of these comments are exactly why we as gun owners, police supporters, defenders of freedom, and 2A activists are much maligned. The fact that the knife was a butter knife is irrelevant. A ball point pen can be used as a deadly weapon to kill someone. Jackson was actively stabbing another citizen, so the officers have a duty protect Jackson’s victim by stopping him.
As far as the daughter’s statement of only firing once, police are trained to keep firing until the threat has been stopped. Tasers are not an option because Jackson made this a lethal force situation.
Perhaps she thought that when the officers began their shift they should get together to choreograph exactly how many times to shoot a man with a knife along with choreographing the almost infinite number of other potentially deadly scenarios where lethal force is necessary. The cops get demonized by one side or the other in a situation like this. They’re damned if they shoot and damned if they don’t. To me they did what had to be done to potentially save one man @ the expense of the other w/ a weapon.

The man her dad was trying to stab in the head probably has a daughter that did not want to hear it too, and she won’t have to because the police stopped it from happening. Actions always have consequences. It sucks that she lost her father, but that is the consequence for his actions, not the police.

If you knew what you were talking about, which you clearly don’t, you would know that police officers and military are taught to keep shooting until the threat is no longer a threat. If murdering POS is still holding onto his weapon as he goes down he earns more pew pew. This is done because as long as random violent POS is armed, then random POS is a danger to other people as well as the police. Police, as well as any citizen who’s defending themselves, are going to fire multiple shots as fast as accurately possible to neutralize the treat as soon as possible. In a normal shooting the officer might fire three or four shots in the manner of a second and a half. Let’s say you have two officers who are forced to shoot and that number doubles to six or eight shots. And contrary to the liberal thought process, no, cops or citizens defending themselves, don’t have time to stop and start a game of rock, paper, scissors to decide who’s going to shoot.
Denying that panic shooting, fright shooting, adrenaline shooting, anger shooting, and revenge shooting aren’t impulses operating in that moment only exists in the heads of people incapable of rational and logical thought, unfamiliar with human nature, or arguing dishonestly. Just like knowing when it’s justified to start shooting, the key to knowing when to stop is when the threat is neutralized. That often stops short of execution. An obvious example would be when the guy wasn’t a threat in the first place, but even actual threats can be neutralized short of 5 or 10 or 20 rounds, often times. When the guy has a knife, is on the ground, everyone else is on their feet and running away, there has to come a point short of running out of ammo when the shooting stops. Where that point is, is an important detail, and one that has to be reflected in police training and oversight. It’s clear that different cops shoot vastly different number of shots in similar situations. That aspect needs attention to make sure that people aren’t killed needlessly. Not every fear or threat is justification for execution, and hiding behind ‘neutralizing the threat’ is just begging the question of threat assessment, which once the first trigger pull is justified, is almost never brought into the follow-up investigation. That’s wrong, a violation of human rights, and an abdication of civic responsibility.

In that case the police officer made a split second decision and fired 5 shots which falls directly in line with what I said. It can be argued all day whether it was justified but we don’t have to because the jury in that case already did that for us, finding Brailsford innocent of any wrongdoing.
He was guilty as sin, and got fired – again – for it. He hustled the guy – using contradictory orders and escalation tactics – who clearly was unarmed and in no position to threaten him or his partner into a situation where he could kill him. Even his partner thought so. Five rounds from a rifle into a submissively positioned, unarmed guy in his underwear. That he was acquitted proves nothing. Some psychopaths wear badges.
Have you seen the video where the cop shoots a guy, and then says “I got one!”? Have you seen the video where the group of cops puts a few dozen rounds into a guy, and another cop late to the party throws one into the motionless guy a good couple seconds later?

To argue there’s no such mentality towards this defies logic. Yes, you fire to put down the lethal threat..that’s standard self-defense training, regardless of military (I’m fmr 11M, so that’s my background), law enforcement, or otherwise. However, the idea that law enforcement has never once gone overboard in firing excessively ignores history. Amadou Diallo was murdered by NYPD officers, shot 19 times (out of 41 bullets fired, so so much for police accuracy) while unarmed and not even being the suspect they were looking for. There are probably dozens of other examples as well. Most cops are very poorly trained when it comes to firearms, very much so have a tendency to escalate rather than de-escalate, and are predisposed towards physical force. That doesn’t take away from the apparent lawfulness of this specific shooting, but your comments about “no such thing as a fill him full of lead mentality” ignores facts when it comes to a lot of LEO actions.
That’s a ridiculous conclusion. You claim that the actions of a small number of officers over the history of law enforcement proves the claim that there’s a “fill em full of lead” mentality among police officers but there’s a reason why small numbers of incidents are called exceptions to the rule. It makes no sense. Consider the total numbers of police involved shootings and then any that can be set aside for potential over use of force. You end up with a statistically tiny number of cases and upon investigation, almost all of them the officers involved were found innocent of wrong doing. If anything you’ve proven your own claim wrong. There’s no such thing as a “fill em full of lead” mentality in law enforcement. Such a mentality would require intent to begin with and that’s not been proved in any the cases.
In all honesty, I’m going to assess there’s a strong likelihood you’re LEO or associated with LEOs…there’s a strong trend towards “the cop is always right” in your statements/absolutism. As I stated in other comments, use of force was justified in this case. However, you again claim I overstate the case of a “fill’em with lead” mentality while at the same time stating your own case in absolutes (“no such thing…in law enforcement”). If you were willing to acknowledge there are cases of excessive force (to include mag-dumps without cause) then I’d give you points for reason, not that you’d care, but at least it’d improve your credibility. However, you don’t do that. This is one of those cases you’ll just have to accept folks don’t agree with you. For my part, one of the reasons why I’m a 2A proponent is that folks need arms to defend themselves from LEOs who engage in authoritarianism, brutality, and the like. I’d hope you’re not one of those, but if we had good cops in the majority the bad cops would have been rooted out years ago.

If you fire 5 shots in 2 seconds, then you really have no idea whether shots 2 through 5 were necessary to stop the threat. The phrase “shoot until the threat is stopped” provides little in the way of a usable benchmark. What you describe could also be called “shoot him again just to make sure. Now again. Now again.” depending on circumstances. Just because you can put 5 shots into someone before they even react, doesn’t come close to meaning all 5 were needed. I think the indifference to shot count is a problem. Not in every instance. But it deserves consideration. Cops mistake threat levels sometimes.
What the officers did is prevent a life-long, never going to change, criminal from committing more crimes.

JSO were absolutely correct taking the steps they took. Assailant was attacking victim with a deadly weapon to the victim’s head, and they had no recourse but to stop the potential murder taking place. The daughter is understandably upset because she lost her dad, but he was a dangerous criminal who obviously didn’t learn anything from being incarcerated. FAFO

The officer saved the life of the black man being attacked by a man with a deadly weapon. It was attempted murder and the police saved the black man. The offending man ignored orders to drop the deadly weapon. A butter knife can kill and is a lethal weapon. It was black on black and the police saved the black man’s life. Serve and protect, they did just that.
