He needs to seek permission from the overlords at the Sheriff\u2019s office before he can carry in the public square.<\/p>\n<p>Since it\u2019s a May-Issue county, Joe needs to provide the department with \u201cconvincing evidence\u201d of a \u201cclear and present danger to life or of great bodily harm.\u201d Basically, he needs to prove he is going to be a victim of a crime before it happens.<\/p>\n<p>As you can imagine, what this means is that average Joes can\u2019t get permits.<\/p>\n<p>A <a href=\"https:\/\/www.bsa.ca.gov\/pdfs\/reports\/2017-101.pdf\" target=\"_blank\" class=\"clickTracking\" campaign=\"los-angeles-county-sheriffs-office-playing-favorites-gun-permits\" title=\"Los Angeles County Sheriff\u2019s Office Playing Favorites with Gun Permits\">recent audit<\/a> of the permits in Los Angeles County found that the majority went to current or former law enforcement officers, judges and prosecutors. Surprise, surprise. Right?<\/p>\n<div id=\"attachment_83703\" style=\"width: 700px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/www.gunsamerica.com\/blog\/wp-content\/uploads\/2017\/12\/WhoHasPermitsinLACounty.jpg\" target=\"_blank\" class=\"clickTracking\" campaign=\"los-angeles-county-sheriffs-office-playing-favorites-gun-permits\" title=\"Los Angeles County Sheriff\u2019s Office Playing Favorites with Gun Permits\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-83703\" title=\"Los Angeles County Sheriff\u2019s Office Playing Favorites with Gun Permits\" class=\"wp-image-83703 size-full\" src=\"https:\/\/www.gunsamerica.com\/blog\/wp-content\/uploads\/2017\/12\/WhoHasPermitsinLACounty.jpg\" alt=\"Los Angeles County \" width=\"690\" height=\"546\" srcset=\"https:\/\/gunsamerica.com\/digest\/wp-content\/uploads\/2017\/12\/WhoHasPermitsinLACounty.jpg 690w, https:\/\/gunsamerica.com\/digest\/wp-content\/uploads\/2017\/12\/WhoHasPermitsinLACounty-150x119.jpg 150w, https:\/\/gunsamerica.com\/digest\/wp-content\/uploads\/2017\/12\/WhoHasPermitsinLACounty-379x300.jpg 379w\" sizes=\"(max-width: 690px) 100vw, 690px\" \/><\/a><p id=\"caption-attachment-83703\" class=\"wp-caption-text\">There are over 10 million people living in Los Angeles County. Of those, only 197 have permits to carry. Of those with permits, only 5 percent fall outside the legal and law enforcement communities. (<em>Photo: BSA.CA<\/em>)<\/p><\/div>\n<p>The audit found that there was a reason the legal and law enforcement communities were getting preferential treatment. The Sheriff\u2019s office was waiving that imminent threat standard. One of the lieutenants told an auditor that because of the \u201cnature of their job\u201d applicants from those communities don\u2019t need to provide that &#8220;convincing evidence.&#8221; But that\u2019s against the rules!<\/p>\n<p>\u201cHowever, making that decision based solely on the applicant&#8217;s profession both directly contradicts Los Angeles&#8217;s written policy \u2014 which specifically states that no position or job classification in itself shall constitute good cause for issuance \u2014 and has led the department to treat applicants inequitably based on their occupations,\u201d the audit stated.<\/p>\n<h2>SEE ALSO:\u00a0<a href=\"https:\/\/www.gunsamerica.com\/blog\/california-ammo-regs-giving-vendors-trouble\/\" target=\"_blank\" class=\"clickTracking\" campaign=\"los-angeles-county-sheriffs-office-playing-favorites-gun-permits\" title=\"Los Angeles County Sheriff\u2019s Office Playing Favorites with Gun Permits\">New California Ammo Regs Already Giving Vendors Trouble<\/a><\/h2>\n<p>L.A. County Sheriff Jim McDonnell disputed the claims, telling the <a href=\"https:\/\/beta.latimes.com\/politics\/essential\/la-pol-ca-essential-politics-updates-l-a-county-failed-to-follow-policy-for-1513276379-htmlstory.html\" target=\"_blank\" class=\"clickTracking\" campaign=\"los-angeles-county-sheriffs-office-playing-favorites-gun-permits\" title=\"Los Angeles County Sheriff\u2019s Office Playing Favorites with Gun Permits\">LA Times<\/a> that the auditors misinterpreted the policy.<\/p>\n<p>\u201cThe LASD policy simply requires that the applicant provide \u2018convincing evidence\u2019\u201d that his or her life or physical safety is threatened, the sheriff told LA Times. He went on to argue that the policy does not require additional documentation of that evidence if sufficient information is provided in the application.<\/p>\n<p>Hmmm. Nice try, Sheriff McDonnell. Nice try. Keep ensuring your buddies have the right to defend themselves. Forget about the rest of Los Angeles County. You know, the people you are sworn to serve. The people who pay your salary.<\/p>\n<p>The underlying problem with this situation is the policy itself. May-issue is a sham. All law-abiding citizens should be able to carry a concealed firearm. Period. No documentation required.<\/p>\n<p>At least forty states have either Constitutional or Shall-Issue carry.
