The District appealed the ruling and requested the case be heard by the full court.<\/p>\n<p>The court rejected the District\u2019s appeal on Thursday, effectively upholding the previous ruling and striking down D.C.\u2019s \u201cgood reason\u201d requirement.<\/p>\n<p>\u201cWe applaud the D.C. Circuit Court of Appeals for reaffirming the rights of ordinary, law-abiding citizens to carry firearms to protect themselves and their families in the District of Columbia,\u201d said Chris Cox, Executive Director of the National Rifle Association\u2019s Institute for Legislative Action. \u201cThe District\u2019s draconian restrictions on core Second-Amendment rights are out of step with the mainstream protections in the rest of the country, and as the D.C. Circuit\u2019s opinion shows, they are equally out of step with our Nation\u2019s traditions and fundamental law.\u201d<\/p>\n<p>Other federal courts have reached different rulings, however, which could force the Supreme Court to act, according to the <a href=\"https:\/\/www.washingtontimes.com\/news\/2017\/sep\/28\/dc-circuit-court-appeals-lets-stand-gun-ruling-che\/\" target=\"_blank\" class=\"clickTracking\" campaign=\"federal-court-declines-hear-ccw-ban-potentially-putting-issue-path-scotus\" title=\"Federal Court Declines to Hear Challenge to 'Good Cause' Ruling, Potentially Putting Issue on Path to SCOTUS\">Washington Times<\/a>.<\/p>\n<p>\u201cSometimes the most important thing a court does is not do anything,\u201d Adam Winkler, a University of California, Los Angeles, law professor told <a href=\"https:\/\/www.foxnews.com\/us\/2017\/09\/29\/concealed-carry-ruling-could-help-put-gun-issue-on-supreme-court-agenda.html\" target=\"_blank\" class=\"clickTracking\" campaign=\"federal-court-declines-hear-ccw-ban-potentially-putting-issue-path-scotus\" title=\"Federal Court Declines to Hear Challenge to 'Good Cause' Ruling, Potentially Putting Issue on Path to SCOTUS\">Fox News<\/a>. \u201cBecause of what the D.C. The District argued crime would rise and people would die without such a law, despite the fact that 42 of 50 states and major cities like Chicago, Houston, Miami, and Philadelphia do not have a \u201cgood reason\u201d requirement.<\/p>\n<p>Pro-2A advocates argued that D.C.\u2019s law made it nearly impossible for an individual to receive a concealed carry permit. As of June, D.C. police had granted 126 such permits and denied 417 since the law took effect in 2014,\u00a0<a href=\"https:\/\/www.washingtonpost.com\/local\/public-safety\/appeals-court-order-blocks-enforcement-of-dcs-strict-gun-control-law\/2017\/09\/28\/04734362-a482-11e7-ade1-76d061d56efa_story.html\" target=\"_blank\" class=\"clickTracking\" campaign=\"federal-court-declines-hear-ccw-ban-potentially-putting-issue-path-scotus\" title=\"Federal Court Declines to Hear Challenge to 'Good Cause' Ruling, Potentially Putting Issue on Path to SCOTUS\">the Washington Post reported<\/a>.<\/p>\n<p>The Supreme Court ruled in <em>D.C. v. Heller<\/em> that the Second Amendment protects the individual right to keep and bear arms in the home, but the ruling did not explicitly address the right to bear arms outside of the home.
