Melissa Sargent, told the <a href=\"https:\/\/host.madison.com\/wsj\/news\/local\/govt-and-politics\/suicide-prevention-bill-would-let-people-voluntarily-prohibit-themselves-from\/article_ce99a0c7-bbed-595d-97c2-1fbd5563ce5d.html\" target=\"_blank\" class=\"clickTracking\" campaign=\"wisconsin-bill-allows-ban-owning-firearms\" title=\"Wisconsin Bill Allows You to Ban Yourself from Owning Firearms\">Wisconsin State Journal<\/a>. \u201cIf one life is saved because of this legislation, it would be a win.\u201d<\/p>\n<p>The official text of the Firearm Self-Exclusion Program has yet to be released, but Sargent believes she will face stiff opposition from the pro-gun community. She even told the WSJ that critics of the bill have already called it an \u201cattack on Second Amendment rights.\u201d<\/p>\n<p>\u201cThis is not a bill that will take away anyone\u2019s guns. This is a voluntary program,\u201d she said. \u201cWe\u2019re providing them with a solution, with empowerment \u2026 to make them safer.\u201d<\/p>\n<p>Individuals can only restore their right to own a handgun by applying to the DOJ with the assistance of a psychiatrist or psychologist. Can a psychiatrist indefinitely revoke someone\u2019s constitutional right without sufficient cause by refusing to provide \u201cassistance\u201d?<\/p>\n<p>Under current <a href=\"https:\/\/www.atf.gov\/file\/58791\/download\" target=\"_blank\" class=\"clickTracking\" campaign=\"wisconsin-bill-allows-ban-owning-firearms\" title=\"Wisconsin Bill Allows You to Ban Yourself from Owning Firearms\">federal law<\/a>, only those who have been \u201cadjudicated as a mental defective\u201d or \u201ccommitted to a mental institution\u201d are prohibited from owning firearms. Under this Wisconsin legislation, a psychiatrist may be able to rescind Second Amendment rights for a mental disorder far less serious.<\/p>\n<p>More than 45 percent of suicide victims in Wisconsin used firearms, according to the state Department of Health Services. Wisconsin\u2019s rate of 14.59 suicides per 100,000 people in 2015 was higher than the national average of 13.26, according to the CDC. In 2016, 877 Wisconsinites died by suicide, making it the 10th-leading cause of death in the state.<\/p>\n<p>Sargent\u2019s proposal, according to the WSJ, was modeled after gambling self-exclusion
