Serrano at a press conference discussing S3444. \u00a0(<em>Photo: Screenshot<\/em>)<\/p><\/div>\n<p>Some gun control measures can be reasonably debated by pro and anti-gun proponents.<\/p>\n<p>New York State <a href=\"https:\/\/legislation.nysenate.gov\/pdf\/bills\/2017\/S3444\" target=\"_blank\" class=\"clickTracking\" campaign=\"ny-lawmakers-move-ban-child-operated-firearms\" title=\"NY Lawmakers Move to Ban 'Child Operated' Firearms\">Senate Bill S3444<\/a> isn\u2019t one of them.<\/p>\n<p>In a thinly veiled attempt to ban virtually every kind of handgun within New York State, lawmakers have proposed legislation that would prohibit gun companies from selling a firearm if it can be operated by an \u201caverage five year old child.\u201d<\/p>\n<p>Democratic Senator Jos\u00e9 M. Serrano introduced S3444 at a dead-serious <a href=\"https:\/\/www.youtube.com\/watch?v=orGA09PIO70\" target=\"_blank\" class=\"clickTracking\" campaign=\"ny-lawmakers-move-ban-child-operated-firearms\" title=\"NY Lawmakers Move to Ban 'Child Operated' Firearms\">press conference<\/a> earlier this month. \u201cOne would think that this [legislation] should be common sense, that there should be no controversy over this,\u201d Serrano said.<\/p>\n<p>\u201cThere is no reason that a young child five years old should be able to have access to a weapon that he or she could fire,\u201d he continued. \u201cSo we need to make sure that all weapons sold in the state of New York are not fireable by children this young.\u201d<\/p>\n<p>The <a href=\"https:\/\/legislation.nysenate.gov\/pdf\/bills\/2017\/S3444\" target=\"_blank\" class=\"clickTracking\" campaign=\"ny-lawmakers-move-ban-child-operated-firearms\" title=\"NY Lawmakers Move to Ban 'Child Operated' Firearms\">bill<\/a> doesn\u2019t specify how strong its imaginary five-year-old might be, but it does provide several helpful requirements for gun companies who might be wondering how to manufacture a handgun that cannot be fired by a child.<\/p>\n<p>First, gun companies must only sell handguns with triggers that can be adjusted to at least ten-pounds. Second, gun companies must \u201calter the firing mechanism so that an average fire year old child\u2019s hands are too small to operate the pistol or revolver.\u201d Finally, the legislation mandates that all handguns must be manufactured to \u201crequire a series of multiple motions in order to fire the pistol or revolver.\u201d<\/p>\n<p>Based on these suggestions, it isn\u2019t clear that the bill\u2019s authors have ever interacted with a handgun or a five-year-old child. A firearm manufacturer might follow all of these requirements and still be charged with a Class A Misdemeanor after any moderately intelligent child fired their full-sized handgun featuring a safety and ten-pound trigger pull.<\/p>\n<p>But gun control proponents needn\u2019t be afraid. The legislation goes on to stipulate that the Superintendent of State Police will work with the firearms manufacturers that \u201cthe Superintendent deems appropriate\u201d to develop the full gamut of features that will prohibit five-year-olds from firing handguns.<\/p>\n<p>Since the three aforementioned \u201csafety mechanisms\u201d wouldn\u2019t actually stop a child from pulling a trigger, more \u201ccommon sense\u201d features will need to be developed.<\/p>\n<p>And if no manufacture can develop a totally child-proof handgun?
