{"id":70000,"date":"2017-02-08T12:37:51","date_gmt":"2017-02-08T17:37:51","guid":{"rendered":"https:\/\/www.gunsamerica.com\/blog\/?p=70000"},"modified":"2017-02-08T12:37:51","modified_gmt":"2023-08-20T18:08:39","slug":"washington-state-goes-full-california-proposes-slate-anti-gun-bills","status":"publish","type":"post","link":"https:\/\/gunsamerica.com\/digest\/washington-state-goes-full-california-proposes-slate-anti-gun-bills\/","title":{"rendered":"Washington State Goes Full California, Proposes Slate of Anti-Gun bills"},"content":{"rendered":"<div id=\"attachment_70002\" style=\"width: 410px\" class=\"wp-caption alignright\"><a href=\"https:\/\/www.gunsamerica.com\/blog\/wp-content\/uploads\/2017\/02\/Washington.jpg\" target=\"_blank\" class=\"clickTracking\" campaign=\"washington-state-goes-full-california-proposes-slate-anti-gun-bills\" title=\"Washington State Goes Full California, Proposes Slate of Anti-Gun bills\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-70002\" title=\"Washington State Goes Full California, Proposes Slate of Anti-Gun bills\" class=\"size-medium wp-image-70002\" src=\"https:\/\/www.gunsamerica.com\/blog\/wp-content\/uploads\/2017\/02\/Washington-400x267.jpg\" alt=\"Washington State Goes Full California, Proposes Slate of Anti-Gun bills\" width=\"400\" height=\"267\" srcset=\"https:\/\/gunsamerica.com\/digest\/wp-content\/uploads\/2017\/02\/Washington-400x267.jpg 400w, https:\/\/gunsamerica.com\/digest\/wp-content\/uploads\/2017\/02\/Washington-150x100.jpg 150w, https:\/\/gunsamerica.com\/digest\/wp-content\/uploads\/2017\/02\/Washington.jpg 600w\" sizes=\"(max-width: 400px) 100vw, 400px\" \/><\/a><p id=\"caption-attachment-70002\" class=\"wp-caption-text\">(<em>Photo: Elaine Thompson \/ Associated Press<\/em>)<\/p><\/div>\n<p>The Californiacation of the West coast is in full swing, and Washington State gun owners could be facing a total ban on modern sporting rifles (MSRs), magazine restrictions, and felony charges for \u201cimproper\u201d firearm storage.<\/p>\n<p>Washington legislators have introduced three bills this legislative session, all of which target lawful gun owners and their free exercise of the Second Amendment.<\/p>\n<p><a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=1134&amp;Chamber=House&amp;Year=2017\" target=\"_blank\" class=\"clickTracking\" campaign=\"washington-state-goes-full-california-proposes-slate-anti-gun-bills\" title=\"Washington State Goes Full California, Proposes Slate of Anti-Gun bills\">HB 1134<\/a> would ban the sale of \u201cassault weapons\u201d (a.k.a., \u201cmodern sporting rifles\u201d) and \u201clarge capacity\u201d magazines. If that bill doesn\u2019t pass, anti-gun proponents are hoping to fall back on <a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=1387&amp;Year=2017\" target=\"_blank\" class=\"clickTracking\" campaign=\"washington-state-goes-full-california-proposes-slate-anti-gun-bills\" title=\"Washington State Goes Full California, Proposes Slate of Anti-Gun bills\">HB 1387<\/a>, which would require MSR owners to procure a state license to own or purchase AR-15s, AK-47s, and similar rifles.<\/p>\n<p>The final bill \u2013 <a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=1122&amp;Chamber=House&amp;Year=2017\" target=\"_blank\" class=\"clickTracking\" campaign=\"washington-state-goes-full-california-proposes-slate-anti-gun-bills\" title=\"Washington State Goes Full California, Proposes Slate of Anti-Gun bills\">HB 1122<\/a> \u2013 is the most insidious. Ostensibly designed to protect children, the legislation would charge a gun owner with a felony if that gun owner stores his or her firearm \u201cunsafely\u201d and a third-party causes injury or death with that firearm.<\/p>\n<p>We reached out to Alan Gottlieb, founder of the <a href=\"https:\/\/www.saf.org\/\" target=\"_blank\" class=\"clickTracking\" campaign=\"washington-state-goes-full-california-proposes-slate-anti-gun-bills\" title=\"Washington State Goes Full California, Proposes Slate of Anti-Gun bills\">Second Amendment Foundation<\/a> and a Washingtonian himself, to get his reaction.<\/p>\n<p>\u201cThe proponents do not have good intentions. All three of these bills are unreasonable,\u201d he said in an email to GunsAmerica.<\/p>\n<p>The firearms community has seen MSR bans in states like New York, Connecticut, and, of course, California. These are clear violations of Second Amendment rights, and, according to Gottlieb, could be challenged at the Supreme Court level only with the addition of one or two Trump appointments.<\/p>\n<p>But the other two bills are just as worrisome.<\/p>\n<p>HB 1387 has been <a href=\"https:\/\/www.seattletimes.com\/seattle-news\/politics\/ag-bob-ferguson-unveils-assault-weapons-ban-and-a-backup-plan\/\" target=\"_blank\" class=\"clickTracking\" campaign=\"washington-state-goes-full-california-proposes-slate-anti-gun-bills\" title=\"Washington State Goes Full California, Proposes Slate of Anti-Gun bills\">described<\/a> as the backup plan if the MSR ban fails. It would require anyone who possesses, manufactures, transports, purchases or sells an \u201cassault weapon\u201d to procure a state-issued license. That license must be renewed every year and must list all \u201cassault weapons\u201d in the license holder\u2019s possession. This last requirement forces MSR owners to apply for a new license each and every time they sell or purchase a firearm that the bill defines as an \u201cassault weapon.\u201d<\/p>\n<p>Even more problematic is HB 1122. Under this legislation, if a \u201cprohibited person\u201d (i.e., anyone who cannot legally purchase a firearm) shoots or kills someone with a firearm, the owner of that firearm could face felony charges if they \u201cstore or leave [it] in a location where the person knows, or reasonably should know, that a prohibited person is likely to gain access.\u201d<\/p>\n<p>In other words, if you leave a firearm in an unsecure location and your kid\u2019s 16-year-old friend takes it and shoots someone, you can face felony charges and the revocation of your Second Amendment rights.<\/p>\n<p>The good news is that the bills stand a good chance of being defeated. Republicans control the Senate by one seat, and Democrats have only a two-seat lead in the House. Gottlieb told me that he doubts the bills will pass, but, if they do, the Second Amendment Foundation will challenge them in court.<\/p>\n<p>That being said, Washingtonians shouldn\u2019t leave their Second Amendment rights in the hands of politicians. Calls, emails, and visits to the state capitol would go a long way towards fortifying pro-gun legislators in their opposition to these three draconian pieces of
