Jay Nixon, who says he plans to give the bill a \u201ccomprehensive overview,\u201d according to the <a href=\"https:\/\/www.news-leader.com\/story\/news\/politics\/2016\/05\/13\/mo-lawmakers-pass-stand-your-ground-and-no-permit-concealed-carry-bills-11th-hour\/84354992\/\" target=\"_blank\" class=\"clickTracking\" campaign=\"missouri-lawmakers-bloomberg-stand-your-ground-constitutional-carry\" title=\"Missouri Lawmakers Ignore Bloomberg\u2019s Anti-Gun Campaign: Pass Constitutional Carry, 'Stand Your Ground' Bill\">Springfield <em>News-Leader<\/em>.<\/a> If he chooses to veto, Republican lawmakers will have a chance to override the veto in September.<\/p>\n<p>If successful, the legislation enacts three measures:<\/p>\n<ol>\n<li>Allows Missourians to carry a concealed weapon without training or a permit in areas that do not prohibit open carry.<\/li>\n<li>Expands Missouri\u2019s \u201ccastle doctrine\u201d to allow invited guests (such as babysitters) to use deadly force against intruders.<\/li>\n<li>Creates a \u201cstand-your-ground\u201d statute, which removes an individual\u2019s duty to retreat from danger in any place they are legally entitled to be present.<\/li>\n<\/ol>\n<p>The legislation would make Missouri the eleventh state to allow for \u201cconstitutional carry\u201d within its borders, according to the National Rifle Association. Idaho, Mississippi, and West Virginia have enacted similar legislation this year.<\/p>\n<p>&#8220;I&#8217;m overjoyed,&#8221;\u00a0Rep. Eric Burlison, R-Springfield, <a href=\"https:\/\/www.news-leader.com\/story\/news\/politics\/2016\/05\/13\/mo-lawmakers-pass-stand-your-ground-and-no-permit-concealed-carry-bills-11th-hour\/84354992\/\" target=\"_blank\" class=\"clickTracking\" campaign=\"missouri-lawmakers-bloomberg-stand-your-ground-constitutional-carry\" title=\"Missouri Lawmakers Ignore Bloomberg\u2019s Anti-Gun Campaign: Pass Constitutional Carry, 'Stand Your Ground' Bill\">said of\u00a0the bill<\/a> after the session ended.<\/p>\n<p>According to the <em>News-Leader<\/em>, the legislation passed the Republican-led Senate on a 24-8 party-line vote. The House then gave it final approval 114-36, with a little over an hour remaining before the session&#8217;s mandatory end.<\/p>\n<p>Both votes came in the face of a flurry of <a href=\"https:\/\/www.youtube.com\/watch?v=pJ4PGyJL1uw&amp;feature=youtu.be\" target=\"_blank\" class=\"clickTracking\" campaign=\"missouri-lawmakers-bloomberg-stand-your-ground-constitutional-carry\" title=\"Missouri Lawmakers Ignore Bloomberg\u2019s Anti-Gun Campaign: Pass Constitutional Carry, 'Stand Your Ground' Bill\">anti-gun ads<\/a> released by the Bloomberg-funded Everytown for Gun Safety Action Fund and the Missouri chapter of Moms Demand Action for Gun Sense in America (see video above).<\/p>\n<p>According to the <a href=\"https:\/\/freebeacon.com\/issues\/gun-control-group-moves-block-missouris-constitutional-carry\/\" target=\"_blank\" class=\"clickTracking\" campaign=\"missouri-lawmakers-bloomberg-stand-your-ground-constitutional-carry\" title=\"Missouri Lawmakers Ignore Bloomberg\u2019s Anti-Gun Campaign: Pass Constitutional Carry, 'Stand Your Ground' Bill\">Washington Free Beacon<\/a>, Everytown labeled the bill \u201ca dangerous package of gun proposals that would dismantle Missouri\u2019s concealed carry permit requirement\u201d in an email to supporters.<\/p>\n<p>\u201cSenate Bill 656 is embarrassing and dangerous,\u201d St. Louis Mayor Francis Slay, a member of Everytown for Gun Safety, said in a statement. \u201cThe Missouri Legislature has abandoned this state. It is more concerned about the endorsement of the NRA than the safety of its citizens.\u201d<\/p>\n<p>Some Missouri legislators took particular issue with Missouri\u2019s new stand-your-ground statute, holding that it actually makes the state more dangerous.<\/p>\n<p>&#8220;It doesn&#8217;t make the state safer, it opens it up to murder,&#8221; Democratic Rep. Brandon Ellington told the <a href=\"https:\/\/abcnews.go.com\/Politics\/wireStory\/missouri-lawmakers-pass-expanded-gun-rights-final-day-39105912\" target=\"_blank\" class=\"clickTracking\" campaign=\"missouri-lawmakers-bloomberg-stand-your-ground-constitutional-carry\" title=\"Missouri Lawmakers Ignore Bloomberg\u2019s Anti-Gun Campaign: Pass Constitutional Carry, 'Stand Your Ground' Bill\">Associated Press.<\/a>.<\/p>\n<p>\u201cTo me, this is modern-day lynching,\u201d Democratic Rep. Kimberly Gardner chimed in. \u201cThis bill would allow open season for vigilante-style behavior and put all of us at risk.\u201d<\/p>\n<p>Despite these criticisms, the bill passed by overwhelming majorities.<\/p>\n<p>\u201cThere won&#8217;t be blood in the streets,\u201d Republican Rep. Joe Don McGaugh said in the AP report. \u201cBut what there will be is more people protected by the right to bear an arm legally.\u201d<\/p>\n<p><em>What do you think?
