(<em>Photo: AP\/Marcio Jose Sanchez<\/em>)<\/p><\/div>\n<p>As part of a recent \u201cpanel on gun violence,\u201d Hillary Clinton made a surprising statement about presidential opponent Bernie Sanders\u2019s home state of Vermont:<\/p>\n<p>\u201c[Sanders]\u00a0frequently says, \u2018We\u2019re a small, rural state, we have no gun laws.\u2019 Here\u2019s what I want you to know. Most of the guns that are used in crimes and violence and killings in New York come from out of state.\u00a0The state that has the highest per capita number of those guns that end up committing crimes in New York come from Vermont.\u201d<\/p>\n<p>Who knew? According to Hillary, the Green Mountain State is a bastion of gun running and the number-one supplier of guns to New York\u2019s unsavory.<\/p>\n<p>If that sounds unlikely, it should. The Washington Post put Hillary\u2019s statement to the <a href=\"https:\/\/www.washingtonpost.com\/news\/fact-checker\/wp\/2016\/04\/12\/hillary-clintons-claim-that-the-highest-per-capita-number-of-crime-guns-in-new-york-come-from-vermont\/\" target=\"_blank\" class=\"clickTracking\" campaign=\"hillary-clinton-vermont-guns-new-york\" title=\"Hillary\u2019s Claims about Vermont Guns Used in New York Crime 'Significantly Misleading'\">Pinocchio Test<\/a> and dubbed it \u201csignificantly misleading\u201d despite its technical truth.<\/p>\n<p>It is true that, per capita, Vermont \u201csupplied\u201d more guns to New York than any other state in 2013 and 2014, according to <a href=\"https:\/\/www.atf.gov\/about\/firearms-trace-data-2014\" target=\"_blank\" class=\"clickTracking\" campaign=\"hillary-clinton-vermont-guns-new-york\" title=\"Hillary\u2019s Claims about Vermont Guns Used in New York Crime 'Significantly Misleading'\">ATF data<\/a> that tracks a crime gun\u2019s point of sale.<\/p>\n<p>The problem with Hillary\u2019s claim is that gun trafficking is never calculated on a per-capita basis.<\/p>\n<p>\u201cIt doesn\u2019t matter how many people live there. The issue is, how many gun dealers are there that are contributing to violence in New York,\u201d said John Roman, senior fellow in the Justice Policy Center at the Urban Institute, according to the Post report.<\/p>\n<p>Roman has worked with New York officials on gun violence and gun laws for many years, and he told the Post that concerns over guns trafficked from Vermont were never brought up.<\/p>\n<p>\u201cI literally have never heard of Vermont coming up in this conversation. Literally never,\u201d Roman said. \u201cThese conversations are always about law enforcement in places like New York being worried about Southern states with easy access to weaponry.\u201d<\/p>\n<p>Interstate gun trafficking isn\u2019t based on how many people live in that state\u2014it\u2019s based on the number of \u201cbad actors\u201d and the networks that connect them.<\/p>\n<p>The numbers clarify the misleading nature of Hillary\u2019s statement.<\/p>\n<p>Of the 4,585 out-of-state crime guns identified in 2013 and 2014 as originating outside of New York, a grand total of 55 came from Vermont. It\u2019s the highest percentage of guns per 100,000 people, but the raw number pales in comparison to other states like Virginia, Florida, Georgia, and Pennsylvania, which each contributed between 300 and 450 guns.<\/p>\n<p>Gun statistics can be tricky, and Hillary is taking advantage of a technical truth that has no real bearing on reality.<\/p>\n<p>As the Post concludes, \u201cThe number of crime guns in New York from Vermont is so small that it could even be attributed to one or two\u00a0bad actors.
