GOA supports both measures, although it wants lawmakers to broaden one before moving it forward.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<iframe loading=\"lazy\" title=\"Two Pro Gun Bills Congress Must Pass\" width=\"500\" height=\"281\" src=\"https:\/\/www.youtube.com\/embed\/PC3ge2qrp44?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe>\n<\/div><\/figure>\n\n\n\n<h2 id=\"h-blocking-targeted-gun-taxes\" class=\"wp-block-heading\">Blocking Targeted Gun Taxes<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.congress.gov\/bill\/119th-congress\/house-bill\/2442\" target=\"_blank\" class=\"clickTracking\" campaign=\"goa-action-two-pro-gun-bills\" title=\"GOA Urges Action on Pro-Gun Bills\">H.R. 2442,<\/a> the Freedom from Unfair Gun Taxes Act, would prohibit states and local governments from imposing excise taxes on firearms, ammunition and related components sold by manufacturers or dealers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Reps. Darrell Issa, Richard Hudson and Doug LaMalfa introduced the House bill. Sen. Jim Risch introduced the Senate companion as S. 1169.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For gun owners, the benefit is straightforward. States could not single out firearm purchases for additional \u201csin taxes\u201d intended to increase prices or discourage ownership.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The proposal would not disturb the existing Pittman-Robertson excise taxes that fund wildlife conservation, hunter education and public <a href=\"https:\/\/gunsamerica.com\/digest\/indoor-shooting-range-opens-students-north-carolina-high-school\/\" target=\"_blank\" class=\"clickTracking\" campaign=\"goa-action-two-pro-gun-bills\" title=\"GOA Urges Action on Pro-Gun Bills\" data-wpil-monitor-id=\"7749\">shooting ranges<\/a>. That exemption is specifically included in the committee draft.<\/p>\n\n\n\n<h2 id=\"h-strengthening-protection-against-lawsuits\" class=\"wp-block-heading\">Strengthening Protection Against Lawsuits<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.congress.gov\/bill\/119th-congress\/house-bill\/9298\" target=\"_blank\" class=\"clickTracking\" campaign=\"goa-action-two-pro-gun-bills\" title=\"GOA Urges Action on Pro-Gun Bills\">H.R. 9298<\/a>, the Stopping Harmful and Outrageous Torts Act, would strengthen the Protection of Lawful Commerce in Arms Act.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rep. Derek Schmidt introduced the <a href=\"https:\/\/gunsamerica.com\/digest\/cornyn-shot-act\/\" target=\"_blank\" class=\"clickTracking\" campaign=\"goa-action-two-pro-gun-bills\" title=\"GOA Urges Action on Pro-Gun Bills\" data-wpil-monitor-id=\"7748\">SHOT Act<\/a> with Rep. Glenn Grothman as an original cosponsor. The bill would clarify protections for firearm manufacturers, sellers and trade associations facing lawsuits tied to the criminal misuse of lawful products.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The proposal would also expand the definition of protected products to include magazines, <a href=\"https:\/\/gunsamerica.com\/digest\/hunt365-long-range-hunting-dos-donts\/\" target=\"_blank\" class=\"clickTracking\" campaign=\"goa-action-two-pro-gun-bills\" title=\"GOA Urges Action on Pro-Gun Bills\" data-wpil-monitor-id=\"7746\">optics and other firearm<\/a> accessories. It would permit covered defendants to move certain cases from state court to <a href=\"https:\/\/gunsamerica.com\/digest\/rimfire-shootout-savage-b-series-17-hmr-vs-17-wsm\/\" target=\"_blank\" class=\"clickTracking\" campaign=\"goa-action-two-pro-gun-bills\" title=\"GOA Urges Action on Pro-Gun Bills\" data-wpil-monitor-id=\"7747\">federal court and recover legal costs<\/a> after successfully asserting PLCAA immunity. The organization is asking Congress to extend the protections to nonprofit <a href=\"https:\/\/gunsamerica.com\/digest\/people-book-celebrates-gun-owners-across-america\/\" target=\"_blank\" class=\"clickTracking\" campaign=\"goa-action-two-pro-gun-bills\" title=\"GOA Urges Action on Pro-Gun Bills\" data-wpil-monitor-id=\"7745\">Second Amendment<\/a> organizations and individuals involved in lawful firearms commerce or advocacy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That change could matter as lawsuits and subpoenas increasingly reach beyond manufacturers and retailers into firearms media, nonprofit groups and independent creators.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The House Judiciary Committee scheduled both bills for a September 16 markup. However, its official record shows no final committee vote on either measure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">GOA is asking supporters to contact their representatives before the expected post-election lame-duck session.
