Michael Cloud, R-Texas, <a href=\"https:\/\/cloud.house.gov\/posts\/release-congressman-cloud-demands-accountability-from-atf-on-firearm-registry\" target=\"_blank\" class=\"clickTracking\" campaign=\"atf-gun-registry-1-4-billion-records\" title=\"ATF Holds 1.4 Billion Gun-Dealer Record Pages!\">says<\/a> the massive collection operates as an illegal national gun registry. He is now calling for an independent investigation and the destruction of any records maintained unlawfully.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/gunsamerica.com\/digest\/myth-2-owning-a-suppressor-allows-the-government-to-search-your-house\/\" target=\"_blank\" class=\"clickTracking\" campaign=\"atf-gun-registry-1-4-billion-records\" title=\"ATF Holds 1.4 Billion Gun-Dealer Record Pages!\"  data-wpil-monitor-id=\"7713\">Gun Owners of America<\/a> is backing Cloud\u2019s effort and has spent years investigating the ATF\u2019s Out-of-Business Records system.<\/p>\n\n\n\n<div class=\"wp-block-yoast-seo-table-of-contents yoast-table-of-contents\"><h2>Table of contents<\/h2><ul><li><a href=\"#h-what-the-atf-confirmed\" class=\"clickTracking\" campaign=\"atf-gun-registry-1-4-billion-records\" title=\"ATF Holds 1.4 Billion Gun-Dealer Record Pages!\" data-level=\"2\">What the ATF Confirmed<\/a><\/li><li><a href=\"#h-how-the-records-reach-atf\" class=\"clickTracking\" campaign=\"atf-gun-registry-1-4-billion-records\" title=\"ATF Holds 1.4 Billion Gun-Dealer Record Pages!\" data-level=\"2\">How the Records Reach ATF<\/a><\/li><li><a href=\"#h-cloud-wants-the-records-investigated\" class=\"clickTracking\" campaign=\"atf-gun-registry-1-4-billion-records\" title=\"ATF Holds 1.4 Billion Gun-Dealer Record Pages!\" data-level=\"2\">Cloud Wants the Records Investigated<\/a><\/li><li><a href=\"#h-goa-says-the-system-is-searchable\" class=\"clickTracking\" campaign=\"atf-gun-registry-1-4-billion-records\" title=\"ATF Holds 1.4 Billion Gun-Dealer Record Pages!\" data-level=\"2\">GOA Says the System Is Searchable<\/a><\/li><\/ul><\/div>\n\n\n\n<h2 id=\"h-what-the-atf-confirmed\" class=\"wp-block-heading\">What the ATF Confirmed<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The ATF reported holding exactly 1,414,088,513 pages or images from former <a href=\"https:\/\/gunsamerica.com\/digest\/federal-firearm-licensee-act-introduced\/\" target=\"_blank\" class=\"clickTracking\" campaign=\"atf-gun-registry-1-4-billion-records\" title=\"ATF Holds 1.4 Billion Gun-Dealer Record Pages!\"  data-wpil-monitor-id=\"7714\">federal firearms licensees<\/a> as of May 19, 2026.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That total includes:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>912,184,571 images in the agency\u2019s Enterprise Content Management system<\/li>\n\n\n\n<li>397,009,542 images converted from microfilm and microfiche<\/li>\n\n\n\n<li>104,894,400 hard-copy pages awaiting scanning<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">That means approximately 1.309 billion pages, or nearly 92%, are already digitized.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Importantly, the number represents individual pages and images. It does not necessarily represent 1.4 billion separate <a href=\"https:\/\/gunsamerica.com\/digest\/ak-47-hog-blaster\/\" target=\"_blank\" class=\"clickTracking\" campaign=\"atf-gun-registry-1-4-billion-records\" title=\"ATF Holds 1.4 Billion Gun-Dealer Record Pages!\"  data-wpil-monitor-id=\"7715\">firearm purchases or gun<\/a> owners.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The total has grown dramatically since 2021. At that time, the <a href=\"https:\/\/gunsamerica.com\/digest\/why-is-atf-repeatedly-violating-firearm-trace-data-laws\/\" target=\"_blank\" class=\"clickTracking\" campaign=\"atf-gun-registry-1-4-billion-records\" title=\"ATF Holds 1.4 Billion Gun-Dealer Record Pages!\"  data-wpil-monitor-id=\"7717\">ATF reported<\/a> holding approximately 920.7 million records, including roughly 865.8 million in digital form.<\/p>\n\n\n\n<h2 id=\"h-how-the-records-reach-atf\" class=\"wp-block-heading\">How the Records Reach ATF<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Federal firearm dealers must retain transaction records while operating. When a dealer permanently closes, those records go to the ATF\u2019s National Tracing Center in Martinsburg, West Virginia.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The documents can include purchaser names, addresses and other identifying information. They also contain firearm makes, models, calibers and serial numbers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">ATF says it retains the records to help law enforcement trace firearms recovered during criminal investigations. The agency\u2019s Records Search Request Program also allows qualified law enforcement agencies to request searches connected to legitimate cases.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>SEE ALSO: <a href=\"https:\/\/gunsamerica.com\/digest\/ptr-9kt-mp5k-build\/\" target=\"_blank\" class=\"clickTracking\" campaign=\"atf-gun-registry-1-4-billion-records\" title=\"ATF Holds 1.4 Billion Gun-Dealer Record Pages!\">PTR 9KT MP5K Build: My $5,008 Dream Gun<\/a><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The ATF denies maintaining a national registry. It says the digitized documents are stored as static images and are not searchable by a purchaser\u2019s name or other personal identifier.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">GOA disputes that characterization.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The organization says records obtained through the Freedom of Information Act show that the system can filter information using firearm serial numbers, manufacturers, models and weapon types. GOA argues that this capability makes the collection a functional registry, even if ATF disables direct name searches.<\/p>\n\n\n\n<h2 id=\"h-cloud-wants-the-records-investigated\" class=\"wp-block-heading\">Cloud Wants the Records Investigated<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Cloud\u2019s latest letter asks for an independent investigation into the Martinsburg record system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He also wants officials to destroy records held in violation of the Firearm Owners\u2019 Protection Act or congressional spending restrictions. Cloud further requested that future ATF record-retention rules comply with those limits.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cATF has confirmed what we suspected: this unlawful database exists,\u201d Cloud said. \u201cThis database functions as a national registry of gun owners.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cloud warned that the information could threaten gun-owner privacy if used by a future administration seeking firearm bans or confiscation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Texas Republican first pressed the ATF for answers in 2021. He sent additional inquiries with other lawmakers but did not receive the latest detailed response until 2026.<\/p>\n\n\n\n<h2 id=\"h-goa-says-the-system-is-searchable\" class=\"wp-block-heading\">GOA Says the System Is Searchable<\/h2>\n\n\n\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<iframe loading=\"lazy\" title=\"SHOCKING New Details About ATF\u2019s Illegal Registry\" width=\"500\" height=\"281\" src=\"https:\/\/www.youtube.com\/embed\/VWfrpnfNEhw?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe>\n<\/div><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">GOA\u2019s latest video (see above) revisits its earlier investigation and highlights the rapid growth of the record collection.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The organization says the danger goes beyond the number of stored documents. Its main concern is whether officials can search firearm information and connect those results to completed Form 4473 records containing purchaser details.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">GOA also objects to the <a href=\"https:\/\/gunsamerica.com\/digest\/the-atf-is-proposing-new-rules-for-braced-firearms-already-meeting-resistance\/\" target=\"_blank\" class=\"clickTracking\" campaign=\"atf-gun-registry-1-4-billion-records\" title=\"ATF Holds 1.4 Billion Gun-Dealer Record Pages!\"  data-wpil-monitor-id=\"7716\">ATF\u2019s proposed<\/a> change from indefinite retention to a 20- or 30-year schedule. The proposal would establish retention periods for dealers and the ATF\u2019s Out-of-Business Records Center.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">GOA argues that records could still remain in government or dealer custody for decades under that system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cloud and GOA instead support the <a href=\"https:\/\/www.congress.gov\/bill\/119th-congress\/senate-bill\/119\/text\" target=\"_blank\" class=\"clickTracking\" campaign=\"atf-gun-registry-1-4-billion-records\" title=\"ATF Holds 1.4 Billion Gun-Dealer Record Pages!\">No REGISTRY Rights Act<\/a>. That proposal would require ATF to delete existing firearm transaction records, allow closing dealers to destroy their records and prohibit future federal firearm registries.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The central dispute now comes down to function rather than size. Everyone agrees that ATF possesses more than 1.4 billion record pages.
