Gavin Newsom signed another package of firearm-related legislation on Saturday, Sept. 26, adding new restrictions and mandates during his final months in office.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The governor\u2019s announcement covered 10 bills addressing firearms, protective orders, storage, youth programs and violence-prevention grants. <a href=\"https:\/\/www.nraila.org\/articles\/20260928\/california-newsom-takes-one-last-shot-at-the-second-amendment-as-governor\" target=\"_blank\" class=\"clickTracking\" campaign=\"newsom-signs-new-california-gun-control\" title=\"Newsom Signs New California Gun-Control\">NRA-ILA <\/a>focused its response on six measures it says will directly burden gun owners, firearm purchasers and emerging technology.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Newsom described the package as another step in California\u2019s \u201cgun safety leadership.\u201d NRA-ILA offered a very different assessment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" id=\"h-see-also-colt-cobra-vs-king-cobra-which-one-wins-in-2026\"><strong>SEE ALSO: <a href=\"https:\/\/gunsamerica.com\/digest\/ready-strike-new-38-special-colt-cobra-full-review\/\" target=\"_blank\" class=\"clickTracking\" campaign=\"newsom-signs-new-california-gun-control\" title=\"Newsom Signs New California Gun-Control\">Colt Cobra vs. King Cobra: Which One Wins in 2026?<\/a><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The organization argued that the bills continue an aggressive record that already includes an 11% excise tax on firearms and ammunition, expanded red flag laws, carry restrictions and additional dealer regulations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Newsom has signed more than 80 gun-related measures since taking office in 2019. The official bill language primarily addresses recovered-firearm tracing and research data.<\/p>\n\n\n\n<h2 id=\"h-ab-1753-more-protective-order-procedures\" class=\"wp-block-heading\">AB 1753: More Protective-Order Procedures<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Assembly Bill 1753 makes numerous changes involving protective and restraining orders.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The firearm-related provisions explicitly require restrained individuals to relinquish ammunition along with their firearms. The law also expands database searches, notification procedures and enforcement of qualifying orders from other jurisdictions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">NRA-ILA views the measure as another expansion of California\u2019s red flag system and argues that such orders can undermine due-process protections.<\/p>\n\n\n\n<h2 id=\"h-ab-1974-voluntary-police-storage\" class=\"wp-block-heading\">AB 1974: Voluntary Police Storage<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Assembly Bill 1974 allows local police and sheriff\u2019s departments to establish voluntary firearm-storage programs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Participating agencies must explain how owners can surrender firearms temporarily and request their return. However, owners must pass California\u2019s firearm-release process before recovering their property.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A firearm may be destroyed if the owner fails to retrieve it before the agency\u2019s storage deadline. Destruction must be delayed if a timely release application remains under review.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">NRA-ILA warned that California\u2019s existing release bureaucracy could make retrieving a voluntarily stored firearm difficult or costly.<\/p>\n\n\n\n<h2 id=\"h-ab-2047-restrictions-on-3d-printers\" class=\"wp-block-heading\">AB 2047: Restrictions on 3D Printers<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Assembly Bill 2047 directs the California Department of Justice to monitor whether ASTM International adopts standards for firearm-blocking technology in 3D printers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If workable standards emerge, California DOJ must develop rules. It is not an immediate blanket ban on current printers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">NRA-ILA still considers the law a broad threat to innovation, lawful technology and protected speech.<\/p>\n\n\n\n<h2 id=\"h-sb-948-four-hour-training-and-live-fire\" class=\"wp-block-heading\">SB 948: Four-Hour Training and Live Fire<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Senate Bill 948 significantly expands California\u2019s Firearm Safety Certificate requirements.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Beginning Jan. 1, 2029, applicants must complete at least four hours of training within the preceding year. The course must include firearm handling, safety instruction and live-fire exercises.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The law also adds requirements for people bringing firearms into California. NRA-ILA says the mandate creates another time and cost barrier for lawful gun ownership.<\/p>\n\n\n\n<h2 id=\"h-sb-1220-new-10-year-firearm-prohibition\" class=\"wp-block-heading\">SB 1220: New 10-Year Firearm Prohibition<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Senate Bill 1220 adds another misdemeanor to California\u2019s list of convictions carrying a 10-year firearm prohibition.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The restriction applies to certain offenses involving firearms with altered or removed serial numbers or identifying marks. NRA-ILA argues that the bill further expands the number of misdemeanor convictions capable of suspending a constitutional right for a decade.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Newsom and supporters frame the broader package as a public-safety effort targeting dangerous people, unsecured firearms and emerging technology.
