The state would calculate each company\u2019s share partly through an \u201cexperience rating\u201d tied to firearms recovered after shootings.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The <a href=\"https:\/\/ilga.gov\/Legislation\/BillStatus\/FullText?DocName=10400SB2279sam002&amp;DocNum=2279&amp;DocTypeID=SB&amp;GAID=18&amp;LegDocId=211062&amp;LegID=162071&amp;Session=&amp;SessionID=114&amp;SpecSess=\" target=\"_blank\" class=\"clickTracking\" campaign=\"illinois-gunmaker-fee-bill-ccrkba\" title=\"Illinois Wants Gunmakers to Pay for Shootings\">latest Senate amendment<\/a> sets the combined first-year fee at $50 million. Later fees could equal between 7% and 15% of estimated firearm-related costs borne by Illinois and its residents.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Gunmakers without a state license would eventually be locked out of the Illinois market. Retailers would also be prohibited from selling firearms made by unlicensed companies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Citizens Committee for the Right to Keep and Bear Arms says the proposal places the blame on the wrong people.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cInstead of putting criminals behind bars and keeping them off the streets,\u201d CCRKBA Chairman Alan Gottlieb said, Illinois wants to hold manufacturers financially responsible for criminal acts.<\/p>\n\n\n\n<h2 id=\"h-see-also-uberti-1873-review-the-44-40-legend-still-runs\" class=\"wp-block-heading\">SEE ALSO: <a href=\"https:\/\/gunsamerica.com\/digest\/uberti-1873-review-44-40-lever-action\/\" target=\"_blank\" class=\"clickTracking\" campaign=\"illinois-gunmaker-fee-bill-ccrkba\" title=\"Illinois Wants Gunmakers to Pay for Shootings\">Uberti 1873 Review: The .44-40 Legend Still Runs<\/a><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Gottlieb argues that most violent offenders did not legally obtain or possess their firearms in the first place. Charging manufacturers will not change that, he said. It will simply raise costs that eventually reach lawful gun buyers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">CCRKBA also disputes claims that the proposal would save Illinois hundreds of millions of dollars. Gottlieb says lawmakers would get better results by keeping repeat violent offenders behind bars and putting more officers in high-crime neighborhoods.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Supporters see the proposal differently. They argue that firearm injuries create enormous medical, law-enforcement and social-service costs. The companies profiting from gun sales, they say, should help cover some of those expenses.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That leaves Illinois with a pretty basic question: Should gunmakers help pay for the damage caused with their products, or should responsibility remain with the criminals who misuse them?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">CCRKBA\u2019s answer is clear.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBad actors who are kept in jails and prisons aren\u2019t out on the streets,\u201d Gottlieb said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">SB 2279 has not passed.
