Chief among them, a massive federal gun owner database.<\/p>\n\n\n\n<p>Speaking before the Senate Homeland Security and Governmental Affairs Committee, Pratt got straight to the point.  He argued that what the ATF has built is effectively a national registry in everything but name.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<iframe loading=\"lazy\" title=\"This is What 2 Million Gun Owners Sound Like\" width=\"500\" height=\"281\" src=\"https:\/\/www.youtube.com\/embed\/oKvAjuy3_Hw?start=19&#038;feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe>\n<\/div><figcaption class=\"wp-element-caption\">Pratt warns a <a href=\"https:\/\/gunsamerica.com\/digest\/atf-rule-is-a-significant-step-toward-a-national-gun-registry-say-gop-senators\/\" target=\"_blank\" class=\"clickTracking\" campaign=\"atf-gun-registry-confiscation-list\" title=\"GOA: ATF Gun Registry Is a \u2018Confiscation List Waiting to Be Used\u2019\" data-wpil-monitor-id=\"4193\">Senate committee about the ATF&#8217;s de facto gun registry<\/a>.  <\/figcaption><\/figure>\n\n\n\n<p><\/p>\n\n\n\n<p>\u201cIn 2021, <a href=\"https:\/\/www.gunowners.org\/\" target=\"_blank\" class=\"clickTracking\" campaign=\"atf-gun-registry-confiscation-list\" title=\"GOA: ATF Gun Registry Is a \u2018Confiscation List Waiting to Be Used\u2019\">GOA<\/a> exposed that the Biden administration had accumulated 54 million gun owner records in a single year,\u201d Pratt told lawmakers.<\/p>\n\n\n\n<p>He went further, citing ATF admissions that the database has grown to nearly 1 billion records, with roughly 94% already digitized, making it searchable and, in his view, vulnerable to abuse.<\/p>\n\n\n\n<p>\u201cThis is gun owner registration, pure and simple,\u201d Pratt said.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-see-also-goa-pushes-to-kill-atf-registry\">SEE ALSO: <a href=\"https:\/\/gunsamerica.com\/digest\/goa-kill-atf-registry\/\" target=\"_blank\" class=\"clickTracking\" campaign=\"atf-gun-registry-confiscation-list\" title=\"GOA: ATF Gun Registry Is a \u2018Confiscation List Waiting to Be Used\u2019\">GOA Pushes to Kill ATF \u2018Registry\u2019<\/a><\/h2>\n\n\n\n<p>That concern framed much of his testimony.  Pratt repeatedly warned that such a database could be used as a roadmap for future confiscation efforts.<\/p>\n\n\n\n<p>\u201cThat is a confiscation list waiting to be used,\u201d he told the committee. He cited historical examples both in the United States and abroad.<\/p>\n\n\n\n<p>Pratt specifically referenced past actions in places like New York City, where firearm registration efforts were later followed by bans and enforcement actions.  As well as international examples like Australia and Venezuela.<\/p>\n\n\n\n<p>Beyond the registry issue, Pratt also criticized the continued defense of Biden-era firearm regulations, including the <a href=\"https:\/\/gunsamerica.com\/digest\/congress-claps-back-slaps-new-shackles-on-atf\/\" target=\"_blank\" class=\"clickTracking\" campaign=\"atf-gun-registry-confiscation-list\" title=\"GOA: ATF Gun Registry Is a \u2018Confiscation List Waiting to Be Used\u2019\" data-wpil-monitor-id=\"4190\">pistol brace rule and the ATF\u2019s<\/a> \u201cengaged in the business\u201d rule, noting that legal challenges are still ongoing.<\/p>\n\n\n\n<p>\u201cThe fact that a Republican DOJ is still defending Biden-era gun rules\u2026 should tell us everything,\u201d he said.<\/p>\n\n\n\n<p>Pratt <a href=\"https:\/\/gunsamerica.com\/digest\/biden-urges-congress-to-take-immediate-action-following-san-jose-mass-killing\/\" target=\"_blank\" class=\"clickTracking\" campaign=\"atf-gun-registry-confiscation-list\" title=\"GOA: ATF Gun Registry Is a \u2018Confiscation List Waiting to Be Used\u2019\" data-wpil-monitor-id=\"4194\">urged Congress to take direct legislative action<\/a>. He told senators that <a href=\"https:\/\/gunsamerica.com\/digest\/ny-social-media-gun-permit-requirement\/\" target=\"_blank\" class=\"clickTracking\" campaign=\"atf-gun-registry-confiscation-list\" title=\"GOA: ATF Gun Registry Is a \u2018Confiscation List Waiting to Be Used\u2019\" data-wpil-monitor-id=\"4191\">concealed carry permit<\/a> holders \u201ccommit crimes at a lower rate than the police,\u201d while noting that armed citizens stop a significant share of mass shootings in areas where carry is allowed.<\/p>\n\n\n\n<p>At its core, Pratt\u2019s message was straightforward: the Second Amendment, he argued, is under pressure not just from legislation.  But from bureaucratic systems that track and regulate lawful ownership.  It&#8217;s time to shut down the ATF&#8217;s de facto gun registry. <\/p>\n\n\n\n<p>\u201cRight now, our rights are under attack by databases, by bureaucrats, and by government attorneys,\u201d he
