Slaps New Shackles on ATF\">Bill<\/a> is a series of blunt-force policy riders that could bring the agency&#8217;s regulatory rampage to a screeching halt. <\/p>\n\n\n\n<p>After years of unilateral rulemaking\u2014from redefining pistol braces to backdoor registry accusations\u2014Congress is finally stepping in with a red pen and a set of handcuffs.<\/p>\n\n\n\n<iframe loading=\"lazy\" src=\"https:\/\/drive.google.com\/file\/d\/1GHRRPgJHXL_4qITP7jxKq5XGM1qJr0Jo\/preview\" width=\"640\" height=\"480\" allow=\"autoplay\"><\/iframe>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-here-s-what-s-on-the-chopping-block\"><strong>Here\u2019s what\u2019s on the chopping block:<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Pistol Braces<\/strong>: The bill <em>defunds enforcement<\/em> of the ATF\u2019s controversial pistol brace rule, which reclassified millions of previously lawful firearms as NFA items. Under this new provision, no federal funds may be used to implement or enforce the rule published January 31, 2023.<\/li>\n\n\n\n<li><strong>Suppressor Regulation<\/strong>: Lawmakers are drawing a line in the sand\u2014<em>no funding<\/em> can be used to treat suppressors as Title II firearms under the NFA. That\u2019s a huge win for anyone who wants to own a can without the yearlong wait and $200 tax stamp.<\/li>\n\n\n\n<li><strong>Zero Tolerance Policy<\/strong>: The bill guts the Biden-era \u201czero tolerance\u201d crackdown on FFLs. Specifically, it prohibits the ATF from revoking licenses for minor clerical errors\u2014effectively ending what gun rights groups have called a \u201cdeliberate campaign to put mom-and-pop dealers out of business.\u201d<\/li>\n\n\n\n<li><strong>Registry Ban Reinforced<\/strong>: Congress slams the door on any effort to create a <a href=\"https:\/\/gunsamerica.com\/digest\/national-gun-registry-imminent-fight-the-un-small-arms-treaty-att\/\" target=\"_blank\" class=\"clickTracking\" campaign=\"congress-claps-back-slaps-new-shackles-on-atf\" title=\"Congress Claps Back! Slaps New Shackles on ATF\"  data-wpil-monitor-id=\"295\">national gun registry<\/a>. The bill bars the use of funds to require FFLs to keep 4473s or acquisition records <em>beyond 20 years<\/em> and ensures they <em>must be destroyed after that period<\/em>\u2014a direct challenge to the ATF\u2019s digitized Out-of-Business records database.<\/li>\n\n\n\n<li><strong>No Chips, No Tracing<\/strong>: The bill also blocks any move to require microstamping on ammunition or firearms, and prohibits the DOJ and ATF from <a href=\"https:\/\/gunsamerica.com\/digest\/the-presidents-renewed-push-for-smart-gun-initiative\/\" target=\"_blank\" class=\"clickTracking\" campaign=\"congress-claps-back-slaps-new-shackles-on-atf\" title=\"Congress Claps Back! Slaps New Shackles on ATF\">pushing \u201cSmart Gun\u201d<\/a> mandates on retailers or consumers.<\/li>\n\n\n\n<li><strong>More Congressional Oversight<\/strong>: In a not-so-subtle jab, the bill <em>requires detailed reporting<\/em> on how the ATF spends its budget. This includes directives for transparency on firearms tracing, compliance inspections, and how they\u2019re enforcing rules around \u201cghost guns.\u201d<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-the-message-is-clear-back-off\"><strong>The Message is Clear: Back Off.<\/strong><\/h2>\n\n\n\n<p>This bill doesn\u2019t just slash at the roots of the ATF\u2019s recent rulemaking spree\u2014it openly rebukes the agency\u2019s direction under the Biden administration. <\/p>\n\n\n\n<p>In effect, it resets the table, reinforcing that only Congress\u2014not unelected bureaucrats\u2014has the authority to rewrite America\u2019s gun laws.<\/p>\n\n\n\n<p>Of course, this is just the appropriations stage.
