Garland<\/em>, U.S. District Court Judge Daniel M. Traynor stated emphatically that the ATF \u201cexceeded its authority\u201d in attempting to classify Reformation as a \u201cshotgun\u201d under either the GCA or the NFA. - According to the contemporary dictionary, straight grooves in a barrel would not fit the definition of \u201csmoothbore\u201d or \u201crifle.\u201d<\/li>\n\n\n\n
- Congress gave ATF the ability to enforce the law, not change it.<\/li>\n\n\n\n
- Franklin Armory presented a square peg, and ATF shoved it into a round hole. If Congress wanted \u201cshotgun\u201d to be a catch-all category for anything that doesn\u2019t fit \u201crifle,\u201d it could have done so.<\/li>\n\n\n\n
