For example, if you\u2019re a resident of Washington State and have a current CPL (Concealed Pistol License), you could legally carry in North Carolina under your Washington State CPL. The idea behind reciprocity is that it allows lawful gun owners to legally carry their firearms in states they\u2019re not residents of, all without being forced to get a carry permit in the non-resident state. Before permitless carry caught on, reciprocity was incredibly important, and knowing which states would honor your carry permit was a must. You might think that means reciprocity no longer matters, but it does.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-constitutional-or-permitless-carry\">Constitutional or Permitless Carry?<\/h2>\n\n\n\n<p>Permitless carry\u2014often referred to as constitutional carry\u2014is the legal ability to carry a firearm without a carry permit. There are regulations, of course. You must be otherwise legally allowed to possess and carry a firearm, and carrying is still not allowed in every location in the state. In Texas, permitless carry still doesn\u2019t allow things like carrying in schools or businesses with a posted 51% sign (meaning 51% or more of their revenue is generated by alcohol sales). Not all states offer permitless carry. <\/figcaption><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-do-you-need-a-concealed-carry-permit\">Do You Need a Concealed Carry Permit?<\/h2>\n\n\n\n<p>There are numerous benefits to maintaining a current concealed carry permit. Reciprocity is certainly one of those benefits, because not all states have permitless carry (and many never will). At the time of this writing, 29 states have some form of permitless carry\u2014it isn\u2019t identical in every state, meaning 21 do not. Getting your concealed carry permit could give you reciprocity with one of those 21 states. On top of that, having your permit in states with permitless carry can grant you the ability to carry in locations you otherwise could not. States like Texas allow you to carry your firearm within 1000 feet of school grounds only if you have a current permit and are not entering the building itself. Considering how many roads run close enough to be within that 1000 feet, you can see how beneficial it would be to keep your carry permit current.<\/p>\n\n\n\n<p>At this time, the following states don\u2019t have permitless carry:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Washington<\/li>\n\n\n\n<li>Oregon<\/li>\n\n\n\n<li>California<\/li>\n\n\n\n<li>Nevada<\/li>\n\n\n\n<li>Colorado<\/li>\n\n\n\n<li>New Mexico<\/li>\n\n\n\n<li>Minnesota<\/li>\n\n\n\n<li>Wisconsin<\/li>\n\n\n\n<li>Illinois<\/li>\n\n\n\n<li>Michigan<\/li>\n\n\n\n<li>New York<\/li>\n\n\n\n<li>Pennsylvania<\/li>\n\n\n\n<li>Virginia<\/li>\n\n\n\n<li>North Carolina<\/li>\n\n\n\n<li>Connecticut<\/li>\n\n\n\n<li>New Jersey<\/li>\n\n\n\n<li>Delaware<\/li>\n\n\n\n<li>Rhode Island<\/li>\n\n\n\n<li>Massachusetts<\/li>\n\n\n\n<li>Maryland<\/li>\n\n\n\n<li>Hawaii<\/li>\n\n\n\n<li>Washington, D.C.<\/li>\n<\/ul>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"768\" src=\"https:\/\/gunsamerica.com\/digest\/wp-content\/uploads\/2025\/03\/state-license-plates-carry-1024x768.jpg\" alt=\"texas and wisconsin license plates\" class=\"wp-image-213769\" srcset=\"https:\/\/gunsamerica.com\/digest\/wp-content\/uploads\/2025\/03\/state-license-plates-carry-1024x768.jpg 1024w, https:\/\/gunsamerica.com\/digest\/wp-content\/uploads\/2025\/03\/state-license-plates-carry-400x300.jpg 400w, https:\/\/gunsamerica.com\/digest\/wp-content\/uploads\/2025\/03\/state-license-plates-carry-150x113.jpg 150w, https:\/\/gunsamerica.com\/digest\/wp-content\/uploads\/2025\/03\/state-license-plates-carry-768x576.jpg 768w, https:\/\/gunsamerica.com\/digest\/wp-content\/uploads\/2025\/03\/state-license-plates-carry.jpg 1200w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><figcaption class=\"wp-element-caption\">Moving? Then you need to update your old carry permit and also get a new one. <\/figcaption><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-reciprocity\">Reciprocity<\/h2>\n\n\n\n<p>If a state honors your carry permit from a different state, their laws and regulations still apply. Just because you\u2019re in Wisconsin with a Washington State CPL doesn\u2019t mean you\u2019re operating under Washington\u2019s laws. As long as you\u2019re in Wisconsin, you must know and follow that state\u2019s laws regarding firearms and carry. The excuse of being from another state\u2014but hey, I have my carry permit\u2014isn\u2019t a valid legal defense. Always check the laws for every state you plan to travel through or visit.<\/p>\n\n\n\n<p>To take advantage of reciprocity, a few things must apply:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Your permit must be current.<\/li>\n\n\n\n<li>The state you\u2019re visiting must honor your state of residence\u2019s carry permit at the time of your visit.<\/li>\n\n\n\n<li>The firearm you intend to possess and carry must adhere to that state\u2019s laws.<\/li>\n\n\n\n<li>You must know and follow the laws and regulations of the state you\u2019re visiting. Claiming ignorance isn\u2019t a valid legal defense.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-reciprocity-and-open-carry\">Reciprocity and Open Carry?<\/h2>\n\n\n\n<p>The answer to whether reciprocity applies to open carry or concealed carry can only be answered on a state-by-state basis. Different states have varying laws regarding what type of carry is allowed. It\u2019s important to understand that this also applies to permitless carry, because not every state with permitless carry applies it to both open and concealed carry. Check the laws of the state you\u2019re traveling through or visiting. Maybe you reside in a permitless carry state, or perhaps you\u2019re considering not renewing your carry permit because you haven\u2019t been traveling. Reality is, it\u2019s wiser to maintain your carry permit than to let it lapse (and if you don\u2019t have one, you should get one). While nothing is impossible, the idea of a federal law allowing gun owners to carry in all 50 states is a bit much. Certain states will always be more restrictive. That means even if nationwide reciprocity were to become a thing, individual states would still have the ability to make their own laws. California and Washington wouldn\u2019t suddenly drop their <a href=\"https:\/\/gunsamerica.com\/digest\/new-york-dems-4-gun-control-measures-in-2019\/\" target=\"_blank\" class=\"clickTracking\" campaign=\"concealed-carry-reciprocity-yes-it-matters\" title=\"Concealed Carry Reciprocity: Yes, it Matters\" data-wpil-monitor-id=\"595\">gun control measures<\/a>, and despite the (currently imaginary) reciprocity, you\u2019d still be required to adhere to their laws while you\u2019re in that state.
