Moore and 26 colleagues this week introduced the Protecting Privacy in Purchases Act to prevent financial institutions from tracking firearm and ammunition sales through unique Merchant Category Codes (MCCs). <\/p>\n\n\n\n<p>The <a href=\"https:\/\/www.congress.gov\/bill\/118th-congress\/house-bill\/7450\" target=\"_blank\" class=\"clickTracking\" campaign=\"house-gop-introduces-bill-to-block-financial-tracking-of-gun-and-ammo-purchases\" title=\"House GOP Introduces Bill to Block Financial Tracking of Gun and Ammo Purchases\">bill<\/a> aims to stop banks and credit card companies from collecting and potentially misusing data on gun owners.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<iframe loading=\"lazy\" title=\"Why Visa And Mastercard Will Begin Tracking Gun Purchases\" width=\"500\" height=\"281\" src=\"https:\/\/www.youtube.com\/embed\/r73lxbJdA2c?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe>\n<\/div><\/figure>\n\n\n\n<p><\/p>\n\n\n\n<p>The legislation bans the use of a specialized MCC for gun and ammo transactions. While financial institutions use MCCs to categorize purchases, critics argue that applying one to firearms could allow banks to compile private data on gun owners. <\/p>\n\n\n\n<p>Congressman Moore pointed out that his home state of West Virginia already passed similar legislation to prevent financial surveillance of lawful firearm purchases.<\/p>\n\n\n\n<p>Several major pro-Second Amendment organizations, including the <a href=\"https:\/\/gunsamerica.com\/digest\/nssf-hails-final-rule-rolling-back-biden-era-export-restrictions\/\" target=\"_blank\" class=\"clickTracking\" campaign=\"house-gop-introduces-bill-to-block-financial-tracking-of-gun-and-ammo-purchases\" title=\"House GOP Introduces Bill to Block Financial Tracking of Gun and Ammo Purchases\" data-wpil-monitor-id=\"2683\">National Shooting Sports Foundation<\/a> (NSSF), Gun Owners of America (GOA), the National Rifle Association (NRA), and the Congressional Sportsmen\u2019s Foundation, have endorsed the bill.<\/p>\n\n\n\n<div class=\"wp-block-yoast-seo-table-of-contents yoast-table-of-contents\"><h2>Table of contents<\/h2><ul><li><a href=\"#h-lawmakers-speak-out-against-financial-surveillance\" class=\"clickTracking\" campaign=\"house-gop-introduces-bill-to-block-financial-tracking-of-gun-and-ammo-purchases\" title=\"House GOP Introduces Bill to Block Financial Tracking of Gun and Ammo Purchases\" data-level=\"2\">Lawmakers Speak Out Against Financial Surveillance<\/a><\/li><li><a href=\"#h-second-amendment-groups-applaud-the-legislation\" class=\"clickTracking\" campaign=\"house-gop-introduces-bill-to-block-financial-tracking-of-gun-and-ammo-purchases\" title=\"House GOP Introduces Bill to Block Financial Tracking of Gun and Ammo Purchases\" data-level=\"2\">Second Amendment Groups Applaud the Legislation<\/a><\/li><li><a href=\"#h-bill-gains-strong-support-from-house-republicans\" class=\"clickTracking\" campaign=\"house-gop-introduces-bill-to-block-financial-tracking-of-gun-and-ammo-purchases\" title=\"House GOP Introduces Bill to Block Financial Tracking of Gun and Ammo Purchases\" data-level=\"2\">Bill Gains Strong Support from House Republicans<\/a><\/li><\/ul><\/div>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-lawmakers-speak-out-against-financial-surveillance\">Lawmakers Speak Out Against Financial Surveillance<\/h2>\n\n\n\n<p>Congressman Moore emphasized his opposition to financial institutions being used as political tools.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>&#8220;Any attempt to collect data on Americans simply exercising their God-given rights is wrong, and I won\u2019t stand for it,&#8221; Moore said. &#8220;We\u2019ve seen how the Biden Administration pressured financial institutions to hand over data on their customers, and the possibility of a private database of gun owners falling into the hands of a future anti-gun administration is unacceptable.\u201d<\/p>\n<\/blockquote>\n\n\n\n<p>Congressman Richard Hudson (R-NC), a lead co-sponsor, blasted the effort to track purchases.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>&#8220;The American people are fed up with gun-grabbing liberals\u2019 attempts to encroach on their Constitutionally protected rights,&#8221; Hudson said. &#8220;I am proud to join Congressman Moore in introducing legislation to protect the freedom and privacy of law-abiding gun owners like you.&#8221;<\/p>\n<\/blockquote>\n\n\n\n<p>Congressman Andy Barr (R-KY) stressed the importance of protecting both privacy and gun rights.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>&#8220;This legislation is about upholding our constitutional freedoms and preventing the misuse of financial data to target individuals exercising their Second Amendment rights,&#8221; he said. <\/p>\n<\/blockquote>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-second-amendment-groups-applaud-the-legislation\">Second Amendment Groups Applaud the Legislation<\/h2>\n\n\n\n<p>Lawrence G. Keane, Senior Vice President and General Counsel for the NSSF, called out the Biden administration for coercing banks into surveillance.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>&#8220;The Biden administration proved it was willing to ignore the law and use government pressure to coerce banks to illegally spy on Americans to create government watchlists,&#8221; Keane said.<\/p>\n<\/blockquote>\n\n\n\n<p>Aidan Johnston, GOA\u2019s Director of Federal Affairs, warned that financial tracking could lead to backdoor gun registration.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>&#8220;Anti-gunners have tried to weaponize financial institutions to de-bank the firearms industry. The abuse of Merchant Category <a href=\"https:\/\/gunsamerica.com\/digest\/everytown-celebrates-new-banking-codes-to-track-gun-purchases-monitor-gun-owners\/\" target=\"_blank\" class=\"clickTracking\" campaign=\"house-gop-introduces-bill-to-block-financial-tracking-of-gun-and-ammo-purchases\" title=\"House GOP Introduces Bill to Block Financial Tracking of Gun and Ammo Purchases\" data-wpil-monitor-id=\"2684\">Codes to track gun owners<\/a> is just the latest violation of our privacy,&#8221; Johnston said.<\/p>\n<\/blockquote>\n\n\n\n<p>John Commerford, Executive Director of NRA-ILA, argued that the use of MCCs for firearm transactions is a step toward a national gun registry.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>&#8220;On behalf of millions of NRA members and gun owners nationwide, we thank Representatives Moore, Hudson, and Barr for protecting our Second Amendment rights and our privacy,&#8221; Commerford said.<\/p>\n<\/blockquote>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-bill-gains-strong-support-from-house-republicans\">Bill Gains Strong Support from House Republicans<\/h2>\n\n\n\n<p>The bill has broad backing from House Republicans, with 27 lawmakers signing on as original co-sponsors.
