And if you exclude gun-free zones, where law-abiding citizens can\u2019t carry firearms, that number jumps to over 51.5%.<\/p>\n\n\n\n<p>So, what went wrong? CPRC found two major issues: the FBI misclassified several shootings and completely overlooked dozens of others. <\/p>\n\n\n\n<p>In some cases, the FBI didn\u2019t credit armed citizens for stopping an attack simply because the police later arrested the suspect. In other instances, they incorrectly identified civilians as security personnel or failed to mention their involvement at all.<\/p>\n\n\n\n<p>Take the 2019 <a href=\"https:\/\/en.wikipedia.org\/wiki\/West_Freeway_Church_of_Christ_shooting\" target=\"_blank\" class=\"clickTracking\" campaign=\"fbi-reports-missed-the-mark-civilians-stopped-far-more-active-shooters-than-reported\" title=\"FBI Misses Mark: Civilians Stopped Far More Active Shooters Than Reported\">shooting<\/a> at the West Freeway Church of Christ in Texas, for example. Jack Wilson, a churchgoer carrying a gun, stopped the attacker. <\/p>\n\n\n\n<p>But the FBI didn\u2019t list this as a civilian stopping an active shooter; they said it was handled by security. <\/p>\n\n\n\n<p>Wilson, however, was a volunteer, not a professional security guard, which makes a big difference in how this incident should be classified.<\/p>\n\n\n\n<p>The FBI also missed 39 incidents where civilians likely prevented mass shootings and another 126 active shooter cases entirely. This underreporting paints a skewed picture of how often civilians play a crucial role in stopping these attacks.<\/p>\n\n\n\n<p>One key reason the numbers are off? The FBI\u2019s reports don\u2019t consider whether the incidents occurred in gun-free zones. <\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-bodycam-gang-suspect-fatally-shot-at-7-eleven\">Bodycam: <a href=\"https:\/\/www.gunsamerica.com\/digest\/bodycam-gang-suspect-fatally-shot-at-7-eleven\/\" target=\"_blank\" class=\"clickTracking\" campaign=\"fbi-reports-missed-the-mark-civilians-stopped-far-more-active-shooters-than-reported\" title=\"FBI Misses Mark: Civilians Stopped Far More Active Shooters Than Reported\">Gang Suspect Fatally Shot at 7-Eleven<\/a><\/h2>\n\n\n\n<p>When guns are banned, law-abiding citizens can\u2019t intervene, so naturally, the percentage of civilians stopping shooters in those areas is lower. <\/p>\n\n\n\n<p>CPRC\u2019s data clearly shows that when civilians can carry guns legally, they stop a significant number of attacks.<\/p>\n\n\n\n<p>What\u2019s even more troubling is that the FBI hasn\u2019t corrected these errors, despite being notified multiple times. <\/p>\n\n\n\n<p>The CPRC reached out to both the FBI and Texas State University\u2019s Advanced Law Enforcement Rapid Response Training Center (which helps compile the reports), but so far, no one\u2019s responded.<\/p>\n\n\n\n<p>This new research challenges the idea that civilian intervention in active shootings is rare.
