Some critics might call it metastasizing and it could spell trouble ahead for the hunting traditions Americans have enjoyed for centuries.<\/p>\n\n\n\n<p>Colorado\u2019s Parks and Wildlife Commission (CPW) recently confirmed two new appointees to the state agency that oversees and administers hunting and wildlife regulations. The concern is that these new commissioners have anti-hunting activist backgrounds. Both were confirmed by Colorado\u2019s Senate after being nominated by Gov. Jared Polis. A third nominee was held over until May 9, after the state\u2019s legislature ends the legislative session.<\/p>\n\n\n\n<p>The two appointees confirmed to their positions are Jessica Beaulieu and John (Jack) Murphy. They will serve terms until July 1, 2027. The concern is that both aren\u2019t hunters at all. In fact, they\u2019re the polar opposite. Both have previously held positions with anti-hunting organizations. Now, they\u2019re two of the 11 voting members of CPW that will administer wildlife, hunting and conservation policies in Colorado.<\/p>\n\n\n\n<div class=\"wp-block-yoast-seo-table-of-contents yoast-table-of-contents\"><h2>Table of contents<\/h2><ul><li><a href=\"#h-anti-hunting-activist\" class=\"clickTracking\" campaign=\"hunt365-state-fish-amp-game-departments-are-changing-and-that-should-concern-you\" title=\"State Fish &amp; Game Departments Are Changing and That Should Concern You\" data-level=\"2\">Anti-Hunting Activist<\/a><\/li><li><a href=\"#h-emotion-not-science\" class=\"clickTracking\" campaign=\"hunt365-state-fish-amp-game-departments-are-changing-and-that-should-concern-you\" title=\"State Fish &amp; Game Departments Are Changing and That Should Concern You\" data-level=\"2\">Emotion, not Science<\/a><\/li><li><a href=\"#h-d-c-directives\" class=\"clickTracking\" campaign=\"hunt365-state-fish-amp-game-departments-are-changing-and-that-should-concern-you\" title=\"State Fish &amp; Game Departments Are Changing and That Should Concern You\" data-level=\"2\">D.C. Directives<\/a><\/li><\/ul><\/div>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-anti-hunting-activist\">Anti-Hunting Activist<\/h2>\n\n\n\n<p>Murphy\u2019s background advocating for hunting conservation is non-existent. He co-founded Urban Wildlife Rescue, which provides \u201chumane solutions\u201d to wildlife conflicts, wildlife education and wildlife rehabilitation,&nbsp;<a href=\"https:\/\/www.themeateater.com\/conservation\/wildlife-management\/colorado-senate-confirms-animal-rights-advocates-to-wildlife-commission\" target=\"_blank\" class=\"clickTracking\" campaign=\"hunt365-state-fish-amp-game-departments-are-changing-and-that-should-concern-you\" title=\"State Fish &amp; Game Departments Are Changing and That Should Concern You\"><strong>according to MeatEater<\/strong><\/a>. He has also served on the Colorado Nongame Conservation and Wildlife Restoration board and the board of Colorado Animal Protectors.<\/p>\n\n\n\n<p>Beaulieu will serve as representative for Colorado\u2019s outdoor recreation and parks utilization. That\u2019s not exactly her background though. She manages the&nbsp;<a href=\"https:\/\/www.law.du.edu\/about\/people\/jess-beaulieu\" target=\"_blank\" class=\"clickTracking\" campaign=\"hunt365-state-fish-amp-game-departments-are-changing-and-that-should-concern-you\" title=\"State Fish &amp; Game Departments Are Changing and That Should Concern You\"><strong>Animal Law Program<\/strong><\/a>&nbsp;at the University of Denver\u2019s Strum College of Law. She was also a fellow at the Center for Biological Diversity (CBD). If that sounds familiar, it\u2019s because CBD is the anti-hunting group infamous for the \u201csue and settle\u201d scheme with the U.S. Fish and Wildlife Service (USFWS). In 2021,&nbsp;<a href=\"https:\/\/www.nssf.org\/articles\/the-good-the-bad-and-the-ugly-of-groups-anti-hunting-lawsuit\/\" target=\"_blank\" class=\"clickTracking\" campaign=\"hunt365-state-fish-amp-game-departments-are-changing-and-that-should-concern-you\" title=\"State Fish &amp; Game Departments Are Changing and That Should Concern You\"><strong>CBD sued the Trump administration<\/strong><\/a>&nbsp;over the 2.3 million acre expansion for hunting and fishing on National Wildlife Refuges (NWRs). They alleged that expanding hunting and fishing would harm endangered species that live on or around the refuges.<\/p>\n\n\n\n<p><strong><a href=\"https:\/\/www.themeateater.com\/conservation\/wildlife-management\/colorado-senate-confirms-animal-rights-advocates-to-wildlife-commission\" target=\"_blank\" class=\"clickTracking\" campaign=\"hunt365-state-fish-amp-game-departments-are-changing-and-that-should-concern-you\" title=\"State Fish &amp; Game Departments Are Changing and That Should Concern You\">MeatEater reported<\/a>&nbsp;<\/strong>that Beaulieu told Colorado\u2019s Senate that she\u2019s not anti-hunting but admittedly lacks the&nbsp;<a href=\"https:\/\/casetext.com\/statute\/colorado-revised-statutes\/title-33-parks-and-wildlife\/administration\/article-9-administration-of-parks-and-wildlife\/part-1-general-provisions\/section-33-9-101-commission-creation-composition-terms-vacancies-removal-meetings-strategic-plan-legislative-declaration\" target=\"_blank\" class=\"clickTracking\" campaign=\"hunt365-state-fish-amp-game-departments-are-changing-and-that-should-concern-you\" title=\"State Fish &amp; Game Departments Are Changing and That Should Concern You\"><strong>statutory qualifications<\/strong><\/a>&nbsp;to be a wildlife commissioner, with the exception that she\u2019s a \u201cpark user.\u201d She couldn\u2019t say how many annual park passes she\u2019s purchased.<\/p>\n\n\n\n<p>Beaulieu\u2019s history with CBD is concerning for hunting and conservation. The CBD is a nonprofit membership organization known for its anti-hunting efforts and work protecting endangered species through legal action, scientific petitions, creative media and grassroots activism.<\/p>\n\n\n\n<p>The American Council on Science and Health&nbsp;<strong><a href=\"https:\/\/www.acsh.org\/news\/2020\/07\/13\/ratty-conversation-center-biological-diversity-14905\" target=\"_blank\" class=\"clickTracking\" campaign=\"hunt365-state-fish-amp-game-departments-are-changing-and-that-should-concern-you\" title=\"State Fish &amp; Game Departments Are Changing and That Should Concern You\">says that the CBD<\/a><\/strong>&nbsp;aren\u2019t wildlife conservationists at all. \u201cIn reality, it\u2019s largely a group of lawsuit-happy lawyers.\u201d The Council added, \u201cCBD\u2019s website lists about 170 staff members, with more than 50 having \u2018attorney\u2019 or \u2018counsel\u2019 in their job titles. So, that\u2019s a law firm, not a scientific organization.\u201d<\/p>\n\n\n\n<p>Inversely, the group has only 10 individuals with \u201cscientist\u201d in their job title.<\/p>\n\n\n\n<p>This organization is known for&nbsp;<strong><a href=\"https:\/\/s3-us-west-2.amazonaws.com\/s3-wagtail.biolgicaldiversity.org\/documents\/Complaint-Hunting-NWR.pdf\" target=\"_blank\" class=\"clickTracking\" campaign=\"hunt365-state-fish-amp-game-departments-are-changing-and-that-should-concern-you\" title=\"State Fish &amp; Game Departments Are Changing and That Should Concern You\">suing the federal government<\/a>&nbsp;<\/strong>to force through policy initiatives that are devoid of science. They\u2019re also notorious for then getting the taxpayer to pay their legal fees when they settle their frivolous lawsuits.<\/p>\n\n\n\n<p>In February 2022, the Biden administration, represented by Interior Sec. Deb Haaland and USFWS Director Martha Williams,&nbsp;<a href=\"https:\/\/www.nssf.org\/articles\/nssf-denounces-usfws-settlement-proposal-to-ban-traditional-ammo-that-saddles-lawyer-fees-on-taxpayers\/\" target=\"_blank\" class=\"clickTracking\" campaign=\"hunt365-state-fish-amp-game-departments-are-changing-and-that-should-concern-you\" title=\"State Fish &amp; Game Departments Are Changing and That Should Concern You\"><strong>filed a joint request<\/strong><\/a>&nbsp;for the Court to stay proceedings while both parties engaged in settlement agreements even before they filed with the court an answer to the complaint. NSSF denounced the cozy agreement. NSSF intervened in the case early on to stop this dangerous legal theory at its inception, however an appeals court later dismissed the effort.<\/p>\n\n\n\n<p>This is the same organization that sued USFWS for allowing traditional ammunition to be used in the Kaibab National Forest. The U.S. Court of Appeals for the Ninth Circuit affirmed a lower court\u2019s dismissal of that case in September 2023. CBD, citing the Resource Conservation Recovery Act (RCRA), alleged the USFWS was allowing the industrial dumping of lead in the national forest because it didn\u2019t ban traditional ammunition.&nbsp; The case had a long and tortured procedural history and was the third time being heard in the Ninth Circuit.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-emotion-not-science\">Emotion, not Science<\/h2>\n\n\n\n<p>Colorado is facing serious wildlife concerns. The state began reintroducing wolves from Canada, an initiative that was approved through a ballot measure instead of sound science and input from stakeholders, like most other wildlife policy decisions. Those wolves have&nbsp;<a href=\"https:\/\/www.denverpost.com\/2024\/03\/27\/colorado-wolves-reintroduction-map-collars-roaming\/\" target=\"_blank\" class=\"clickTracking\" campaign=\"hunt365-state-fish-amp-game-departments-are-changing-and-that-should-concern-you\" title=\"State Fish &amp; Game Departments Are Changing and That Should Concern You\"><strong>ranged far<\/strong><\/a>&nbsp;since their reintroduction and some residents are concerned as there were&nbsp;<strong><a href=\"https:\/\/coloradosun.com\/2024\/03\/15\/cpw-educates-colorado-after-wolf-reintroduction\/\" target=\"_blank\" class=\"clickTracking\" campaign=\"hunt365-state-fish-amp-game-departments-are-changing-and-that-should-concern-you\" title=\"State Fish &amp; Game Departments Are Changing and That Should Concern You\">previous reports<\/a><\/strong>&nbsp;of wolves migrating into Colorado and preying on ranchers\u2019 stocks. Two of the recently-introduced wolves came from Oregon, where they had a history of preying on livestock, even though Colorado Parks and Wildlife Director Jeff Davis and his staff&nbsp;<a href=\"https:\/\/www.coloradopolitics.com\/news\/recently-released-wolves-into-colorado-come-from-depredating-packs-in-oregon\/article_8a8ccc94-a407-11ee-be57-6f6f89df3f11.html\" target=\"_blank\" class=\"clickTracking\" campaign=\"hunt365-state-fish-amp-game-departments-are-changing-and-that-should-concern-you\" title=\"State Fish &amp; Game Departments Are Changing and That Should Concern You\"><strong>testified<\/strong><\/a>&nbsp;before the House Agriculture Committee on Sept. 12, 2023, that they would do everything possible not to bring \u201cproblem\u201d wolves to Colorado.<\/p>\n\n\n\n<p>Those wolves are a&nbsp;<a href=\"https:\/\/krdo.com\/news\/2023\/12\/16\/colorado-springs-guide-says-wolf-reintroduction-will-impact-the-colorado-hunting-industry\/\" target=\"_blank\" class=\"clickTracking\" campaign=\"hunt365-state-fish-amp-game-departments-are-changing-and-that-should-concern-you\" title=\"State Fish &amp; Game Departments Are Changing and That Should Concern You\"><strong>concern for hunting<\/strong><\/a>&nbsp;in Colorado. Colorado&nbsp;<a href=\"https:\/\/cowildlifecouncil.org\/benefits\/#:~:text=Hunters%20and%20anglers%20are%20an,manufacturers%20to%20the%20tourism%20industry.\" target=\"_blank\" class=\"clickTracking\" campaign=\"hunt365-state-fish-amp-game-departments-are-changing-and-that-should-concern-you\" title=\"State Fish &amp; Game Departments Are Changing and That Should Concern You\"><strong>estimates that $3.25 billion<\/strong><\/a>&nbsp;is generated into their economy annually from hunting and fishing, impacting all 64 counties and supporting over 25,000 full-time jobs. A large part of that is Colorado\u2019s elk population, which&nbsp;<strong><a href=\"https:\/\/www.steamboatpilot.com\/news\/in-elk-population-reduction-colorado-parks-and-wildlife-biologist-finds-a-silver-lining\/\" target=\"_blank\" class=\"clickTracking\" campaign=\"hunt365-state-fish-amp-game-departments-are-changing-and-that-should-concern-you\" title=\"State Fish &amp; Game Departments Are Changing and That Should Concern You\">numbers over 300,000<\/a><\/strong>. Harsh winters and habitat impacts cause some biologists to be concerned for the near-term herd sustainability. CPW&nbsp;<a href=\"https:\/\/www.steamboatpilot.com\/news\/cpw-nudges-people-to-be-aware-of-big-game-license-reductions-when-applying-for-hunts-this-year\/\" target=\"_blank\" class=\"clickTracking\" campaign=\"hunt365-state-fish-amp-game-departments-are-changing-and-that-should-concern-you\" title=\"State Fish &amp; Game Departments Are Changing and That Should Concern You\"><strong>already warned<\/strong><\/a>&nbsp;that big game licenses would be reduced for the coming year. Introducing wolves to the mix has Colorado guides worried.<\/p>\n\n\n\n<p>\u201cIt would devastate rural Colorado, absolutely devastate us,\u201d&nbsp;<a href=\"https:\/\/krdo.com\/news\/2023\/12\/16\/colorado-springs-guide-says-wolf-reintroduction-will-impact-the-colorado-hunting-industry\/\" target=\"_blank\" class=\"clickTracking\" campaign=\"hunt365-state-fish-amp-game-departments-are-changing-and-that-should-concern-you\" title=\"State Fish &amp; Game Departments Are Changing and That Should Concern You\"><strong>said Colorado hunting guide Jim Johnson to KRDO<\/strong><\/a>&nbsp;in December. \u201cSo we need to have animals to hunt. And if there\u2019s no animals to hunt, there\u2019s no hunting.\u201d<\/p>\n\n\n\n<p>Those wildlife policy decisions should be based on scientific evidence, not anti-hunting or preservationist sentiment. Adding anti-hunting activists to CPW\u2019s commission threatens that.<\/p>\n\n\n\n<p>It\u2019s not just Colorado. Vermont\u2019s Senate&nbsp;<a href=\"https:\/\/www.outdoorlife.com\/hunting\/vermont-wildlife-board-coyote-bill\/\" target=\"_blank\" class=\"clickTracking\" campaign=\"hunt365-state-fish-amp-game-departments-are-changing-and-that-should-concern-you\" title=\"State Fish &amp; Game Departments Are Changing and That Should Concern You\"><strong>considered adding nonhunters<\/strong><\/a>&nbsp;to the state\u2019s Fish and Wildlife Board. That proposal received considerable pushback and a veto threat from the governor. A revised version of&nbsp;<strong><a href=\"https:\/\/legislature.vermont.gov\/bill\/status\/2024\/S.258\" target=\"_blank\" class=\"clickTracking\" campaign=\"hunt365-state-fish-amp-game-departments-are-changing-and-that-should-concern-you\" title=\"State Fish &amp; Game Departments Are Changing and That Should Concern You\">S. 258<\/a><\/strong>&nbsp;would still include members to \u201cprovide balanced viewpoints,\u201d which replaced requirements to include wildlife watchers, photographers and birders. That\u2019s not much of an improvement to give hunters reassurance. The new bill would also transform the Wildlife Board from a decision-making body to one that advises and oversees Vermont\u2019s Fish and Wildlife Department, which would assume decision-making authority for wildlife policies.<\/p>\n\n\n\n<p>Hunting in Colorado, and in the United States, could be drastically impacted by decision makers who don\u2019t understand, or don\u2019t want to understand, the critical role hunting fulfills in wildlife conservation. Dr. Kim Thornburn was once a Washington state wildlife commissioner. She\u2019s admittedly a non-hunter but understood the need for hunting and sound scientific-data to drive conservation decisions. She spoke with&nbsp;<strong><a href=\"https:\/\/www.outdoorlife.com\/conservation\/washington-wildlife-commissioner-podcast\/\" target=\"_blank\" class=\"clickTracking\" campaign=\"hunt365-state-fish-amp-game-departments-are-changing-and-that-should-concern-you\" title=\"State Fish &amp; Game Departments Are Changing and That Should Concern You\">Outdoor Life about her opposition<\/a><\/strong>&nbsp;to the state\u2019s conservation policy that de-emphasized the role of hunters and is critical of commissioners who ignore science to pursue an anti-hunting agenda.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-d-c-directives\">D.C. Directives<\/h2>\n\n\n\n<p>Those problems aren\u2019t just in the western states. They\u2019re showing up at the USFWS. For the past couple years, USFWS has played a \u201c<strong><a href=\"https:\/\/www.nssf.org\/articles\/nssf-rejects-usfws-rule-banning-traditional-ammunition\/\" target=\"_blank\" class=\"clickTracking\" campaign=\"hunt365-state-fish-amp-game-departments-are-changing-and-that-should-concern-you\" title=\"State Fish &amp; Game Departments Are Changing and That Should Concern You\">bait-and-switch<\/a><\/strong>\u201d game with hunters across America. Director Williams has opened more National Wildlife Refuges (NWRs) to hunting and fishing but at the expense of a phased plan to ban the use of traditional lead ammunition. That decision was made without sound site-specific scientific data. USFWS officials claimed that traditional ammunition is harmful to California condors and the American bald eagle. Yet, some of those NWRs that are slated to ban the use of traditional ammunition are on the East Coast, where condors have never flown. Bald eagles are fully-recovered and have been delisted from both the Endangered and Threatened Species Lists. Bald eagle populations are soaring all across the United States.<\/p>\n\n\n\n<p>Demands to ban traditional ammunition were also made by the Center for Biological Diversity when they filed a petition to the USFWS to create a national rule banning the use of traditional ammunition on NWRs. USFWS&nbsp;<strong><a href=\"https:\/\/www.guns.com\/news\/2023\/06\/13\/us-fish-and-wildlife-reject-anti-lead-ammo-petition-from-activists\" target=\"_blank\" class=\"clickTracking\" campaign=\"hunt365-state-fish-amp-game-departments-are-changing-and-that-should-concern-you\" title=\"State Fish &amp; Game Departments Are Changing and That Should Concern You\">rejected that petition<\/a><\/strong>&nbsp;after considerable pressure from the American Wildlife Conservation Partners (AWCP), a coalition of 41 conservatist groups, of which NSSF is one.<\/p>\n\n\n\n<p>Hunting conservation is under threat from anti-hunting activists who appear to be conservationists in hunters\u2019 clothing.
