George Borrello (R) urged Gov. Kathy Hochul this week to exclude New York&#8217;s high school trap teams from a forthcoming state law. <\/p>\n\n\n\n<p>The law mandates a background check each time a coach transfers ammunition to a student.  Think about how insane that is!  <\/p>\n\n\n\n<p>Set to begin on September 13, <a href=\"https:\/\/casetext.com\/statute\/consolidated-laws-of-new-york\/chapter-executive\/article-11-division-of-state-police\/section-228-national-instant-criminal-background-checks\" target=\"_blank\" class=\"clickTracking\" campaign=\"ny-ammo-control-law-will-punish-high-school-clay-target-league\" title=\"NY Ammo Control Law Will Punish High School Clay Target League\">Executive Law 228<\/a> mandates New York State Police to conduct background checks for all firearm and ammunition transactions in the state.<\/p>\n\n\n\n<p>Traditionally, trap team coaches buy shotgun ammunition in bulk, distributing it to students during events. <\/p>\n\n\n\n<p>Recently, these coaches received directives to register for these checks. Each check costs $9 for firearms and $2.50 for ammunition!<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-sen-borrello-responds\">Sen. Borrello Responds<\/h2>\n\n\n\n<p>\u201cThis is about protecting a program that is an essential part of hunter and firearm safety education. More than 2,500 student-athletes representing 144 high school clay target teams participate in the NYS High School Clay Target League. Requiring a NICS check each time a coach gives a team member a box of ammunition is ridiculous and unworkable,\u201d Sen. Not one student has been injured during practice or competition since the league started in 2001. Not one. Think about that,&#8221; he explained. <\/p>\n\n\n\n<p>Students in the league, predominantly aged 13-17, cannot buy shotgun ammo directly. They join the league with parental consent.<\/p>\n\n\n\n<p>The new law also impacts adult shooting leagues and retailers.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-how-ny-s-ammo-control-law-affects-gun-owners\">How NY&#8217;s Ammo Control Law Affects Gun Owners<\/h2>\n\n\n\n<p>Borrello criticized the law, calling it a burden on lawful gun owners and an unnecessary bureaucratic addition.<\/p>\n\n\n\n<p>\u201cMake no mistake about it, Executive Law 228 is designed to punish law-abiding gun owners. It\u2019s another example of egregious government overreach designed to make it more difficult and expensive for law-abiding gun owners to exercise their Second Amendment rights. It will do nothing to reduce crime and it furthers government overreach,\u201d Sen. Borrello said. <\/p>\n\n\n\n<p>\u201cIt also wastes taxpayer money by forcing the New York State Police to act as middlemen, adding a layer of bureaucracy between federally licensed gun dealers and the FBI, which has been conducting NICS checks for decades at no cost to gun buyers,&#8221; he added. <\/p>\n\n\n\n<p>Borrello is joined by a handful of other Republicans in the legislature who want <a href=\"https:\/\/files.constantcontact.com\/81b76c35801\/51119baa-96a9-4b3c-a1c5-4c7b4934dbe5.pdf?rdr=true\" target=\"_blank\" class=\"clickTracking\" campaign=\"ny-ammo-control-law-will-punish-high-school-clay-target-league\" title=\"NY Ammo Control Law Will Punish High School Clay Target League\">to see Hochul push the pause button<\/a> on Executive Law 228.  Unfortunately, it may not be enough.
