Gavin Newsom, are attempting to amend the U.S. Constitution with four major gun restrictions.<\/p>\n\n\n\n<p><a href=\"https:\/\/legiscan.com\/CA\/text\/SJR7\/id\/2837135\" target=\"_blank\" class=\"clickTracking\" campaign=\"california-lawmakers-back-newsoms-push-to-ratify-anti-gun-28th-amendment\" title=\"California Lawmakers Back Newsom's Push to Ratify Anti-Gun 28th Amendment\">SJR7<\/a>, a joint resolution recently introduced by State Sen. Aisha Wahab, D-Fremont, aims to precipitate a Constitutional convention for states to consider ratifying Newsom\u2019s proposed 28th Amendment.<\/p>\n\n\n\n<blockquote class=\"twitter-tweet\"><p lang=\"en\" dir=\"ltr\">NEW: CA has officially introduced a US Constitutional Amendment to end the gun violence epidemic in this nation.<br \/><br \/>The American people want action. It\u2019s up to states to step in.<br \/><br \/>The Right to Safety will enshrine 4 gun safety freedoms:<br \/><br \/>1) Raising the age to\u2026<\/p>&mdash; Gavin Newsom (@GavinNewsom) <a href=\"https:\/\/twitter.com\/GavinNewsom\/status\/1691488230980620288?ref_src=twsrc%5Etfw\" target=\"_blank\" class=\"clickTracking\" campaign=\"california-lawmakers-back-newsoms-push-to-ratify-anti-gun-28th-amendment\" title=\"California Lawmakers Back Newsom's Push to Ratify Anti-Gun 28th Amendment\">August 15, 2023<\/a><\/blockquote> <script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-the-28th-amendment-would\"><strong>The 28th Amendment would:<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Ban adults under 21 from purchasing firearms<\/li>\n\n\n\n<li>Criminalize private transfers<\/li>\n\n\n\n<li>Establish a waiting period for all firearm purchases <\/li>\n\n\n\n<li>Ban the sale and purchase of so-called &#8220;assault weapons&#8221;<\/li>\n<\/ul>\n\n\n\n<p>Gov. Newsom, who fervently supports the resolution, commented on Monday while visiting a school library in Elk Grove.<\/p>\n\n\n\n<p>&#8220;This is a very serious and consequential time in our country\u2019s history,&#8221; Newsom said, according to <a href=\"https:\/\/www.kcra.com\/article\/california-calls-constitutional-convention-gun-control\/44824851\" target=\"_blank\" class=\"clickTracking\" campaign=\"california-lawmakers-back-newsoms-push-to-ratify-anti-gun-28th-amendment\" title=\"California Lawmakers Back Newsom's Push to Ratify Anti-Gun 28th Amendment\"><em>KCRA3<\/em><\/a>. <\/p>\n\n\n\n<p>&#8220;Spare me that the solution is hardening doors and not addressing the issue, which is these weapons of war, these weapons of mass destruction,&#8221; he continued.  &#8220;I want to be in a world where at least we have a chance of doing that, and I want to live in a state where we can do that.&#8221;<\/p>\n\n\n\n<p>Newsom&#8217;s impetus for this initiative stems, in part, from the recent <em><a href=\"https:\/\/www.lawyerscommittee.org\/lawyers-committee-issues-statement-following-scotus-decision-on-new-york-state-rifle-pistol-association-v-bruen\/?psafe_param=1&amp;gad=1&amp;gclid=CjwKCAjw5_GmBhBIEiwA5QSMxDhqEOGz9Q49R1o68MFwogQy16KlxZi_5e36gW2oK-PCwN9t_r38exoCg2MQAvD_BwE\" target=\"_blank\" class=\"clickTracking\" campaign=\"california-lawmakers-back-newsoms-push-to-ratify-anti-gun-28th-amendment\" title=\"California Lawmakers Back Newsom's Push to Ratify Anti-Gun 28th Amendment\">Bruen<\/a><\/em> decision. <\/p>\n\n\n\n<p>In that case, the U.S. Supreme Court struck down New York&#8217;s &#8220;may-issue&#8221; licensing scheme that required law-abiding citizens to demonstrate a &#8220;proper cause&#8221; before they could obtain a permit.  &#8220;Proper cause&#8221; was often used by authorities to deny an applicant a concealed carry permit. <\/p>\n\n\n\n<p>While the momentum within California seems strong \u2013 with SJR7 boasting 23 coauthors in the State Senate and 27 in the Assembly \u2013 the journey to a constitutional convention requires support from 33 other states. <\/p>\n\n\n\n<p>This feat has never been accomplished before.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-see-also-newsom-unveils-28th-amendment-to-ban-assault-weapons-criminalize-private-transfers-and-more\">SEE ALSO: <a href=\"https:\/\/www.gunsamerica.com\/digest\/newsom-unveils-28th-amendment-to-ban-assault-weapons-criminalize-private-transfers-and-more\/\" target=\"_blank\" class=\"clickTracking\" campaign=\"california-lawmakers-back-newsoms-push-to-ratify-anti-gun-28th-amendment\" title=\"California Lawmakers Back Newsom's Push to Ratify Anti-Gun 28th Amendment\">Newsom Unveils 28th Amendment to Ban \u2018Assault Weapons\u2019, Criminalize Private Transfers, And More<\/a><\/h2>\n\n\n\n<p>Critics label the move as a blatant political stunt. Assemblyman Tom Lackey, R-Palmdale, believes Newsom&#8217;s push diverts focus from state issues to the national arena. <\/p>\n\n\n\n<p>&#8220;Setting aside the faulty premise of this constitutional change, there is no realistic path toward its implementation, and the governor knows that all too well,&#8221; Lackey told <em>KCRA3<\/em>.<\/p>\n\n\n\n<p>Nevertheless, Gov. Newsom remains optimistic, hinting at discussions with local leaders and mayors across the country who support the amendment.<\/p>\n\n\n\n<p>As the nation watches, the debate continues.
