GOA\u2019s analysts realized that any change to the definition of what it meant for a gun dealer to be \u201cengaged in the business\u201d of selling firearms would help the Biden Administration initiate backdoor universal background registration checks (UBCs)<a href=\"applewebdata:\/\/406423BF-269F-4DD3-A4C6-F46943507AE0#_edn1\" target=\"_blank\" class=\"clickTracking\" campaign=\"leak-bidens-impending-rule-change-backdoor-universal-background-registration-checks\" title=\"LEAK! Biden's Impending Rule Change: Backdoor Universal Background Registration Checks\">[ii]<\/a><\/p>\n\n\n\n<p>Gun Owners of America again chastised the Republicans responsible for the passage of the\u00a0<em>Bipartisan Safer Communities Act<a href=\"applewebdata:\/\/406423BF-269F-4DD3-A4C6-F46943507AE0#_edn3\" target=\"_blank\" class=\"clickTracking\" campaign=\"leak-bidens-impending-rule-change-backdoor-universal-background-registration-checks\" title=\"LEAK! Biden's Impending Rule Change: Backdoor Universal Background Registration Checks\"><strong>[iii]<\/strong><\/a>\u00a0<\/em>when President Biden unsurprisingly ordered that the Attorney General initiate a rule change to bring the \u201cU.S. as close to universal background checks as possible without additional legislation.\u201d<a href=\"applewebdata:\/\/406423BF-269F-4DD3-A4C6-F46943507AE0#_edn4\" target=\"_blank\" class=\"clickTracking\" campaign=\"leak-bidens-impending-rule-change-backdoor-universal-background-registration-checks\" title=\"LEAK! Biden's Impending Rule Change: Backdoor Universal Background Registration Checks\">[iv]<\/a>\u00a0<strong><u>GOA has already announced plans to file a lawsuit to block this rule, but that does not absolve Congress of its responsibility to use every means necessary to defend the Second Amendment.<\/u><\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-congress-must-fight-back\"><strong>Congress MUST Fight Back<\/strong><\/h2>\n\n\n\n<p>While Gun Owners of America fights for the Second Amendment in the courts, Congress must repeal the\u00a0<em>Bipartisan Safer Communities Act<a href=\"applewebdata:\/\/406423BF-269F-4DD3-A4C6-F46943507AE0#_edn5\" target=\"_blank\" class=\"clickTracking\" campaign=\"leak-bidens-impending-rule-change-backdoor-universal-background-registration-checks\" title=\"LEAK! Biden's Impending Rule Change: Backdoor Universal Background Registration Checks\"><strong>[v]<\/strong><\/a><\/em>\u2014which was a compromise with the Biden Administration that Republicans NEVER should have struck. It has been completely weaponized, gun owners have gained nothing, and America is no safer. After commenting during the proposed rule phase, Congress must also take up a joint resolution of disapproval pursuant to the\u00a0<em>Congressional Review Act\u00a0<\/em>and strike down this unconstitutional infringement.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-what-do-we-know-about-the-upcoming-rule\"><strong>What Do We Know About the Upcoming Rule?<\/strong><\/h2>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong><u>Universal Background Checks, especially when implemented by executive order, are a blatant infringement\u2014with no basis in the text or history of the Second Amendment.<\/u><\/strong><\/li>\n\n\n\n<li>The New York Times, which leaked the majority of what is publicly available, stated that the proposal is \u201cexpected to be released soon\u201d with a final rule to be published in the \u201csecond half of 2024.\u201d<a href=\"applewebdata:\/\/406423BF-269F-4DD3-A4C6-F46943507AE0#_edn6\" target=\"_blank\" class=\"clickTracking\" campaign=\"leak-bidens-impending-rule-change-backdoor-universal-background-registration-checks\" title=\"LEAK!
