Rob Wittman (R-Va.). This crucial legislation would ensure our nation\u2019s number one resource of conservation funding remains in place and that hunters, recreational shooters and anglers throughout the nation can continue to enjoy America\u2019s sporting heritage.<\/p>\n\n\n\n<p>\u201cThis legislation is tremendously important to protect the primary funding source for wildlife conservation in America,\u201d said Lawrence G. Keane. \u201cFirearm and ammunition manufacturers have paid over $16 billion \u2013 or over&nbsp;<a href=\"https:\/\/www.nssf.org\/articles\/firearm-industry-surpasses-16-billion-in-pittman-robertson-excise-tax-contributions-for-conservation\/\" target=\"_blank\" class=\"clickTracking\" campaign=\"hunt3650nssf-applauds-u-s-house-committee-approval-of-protecting-access-for-hunters-and-anglers-act\" title=\"NSSF Applauds U.S. House Committee Approval of Protecting Access for Hunters and Anglers Act\"><strong>$25 billion<\/strong><\/a>&nbsp;when adjusted for inflation \u2013 since 1937 which has been the leading funding source of wildlife and habitat conservation in America. Efforts by bureaucrats to limit or eliminate the use of traditional lead ammunition and fishing tackle puts those conservation funds at serious risk by increasing the cost and creating barriers to participation in outdoor recreation. The bill is in response to the U.S. Fish and Wildlife Service (USFWS) pulling a&nbsp;<strong><a href=\"https:\/\/www.nssf.org\/articles\/nssf-denounces-usfws-codification-of-traditional-ammo-bans\/?hilite=faustian\" target=\"_blank\" class=\"clickTracking\" campaign=\"hunt3650nssf-applauds-u-s-house-committee-approval-of-protecting-access-for-hunters-and-anglers-act\" title=\"NSSF Applauds U.S. House Committee Approval of Protecting Access for Hunters and Anglers Act\">bait-and-switch<\/a><\/strong>&nbsp;that put hunters and anglers in a bind last year by opening up more National Wildlife Refuges (NWRs) for hunting and fishing but at the same time outlawing the use of traditional lead ammunition and fishing tackle.<\/p>\n\n\n\n<p>The&nbsp;<a href=\"https:\/\/www.nssf.org\/articles\/nssf-opposes-usfws-scientifically-unjustified-traditional-ammunition-ban\/?hilite=faustian\" target=\"_blank\" class=\"clickTracking\" campaign=\"hunt3650nssf-applauds-u-s-house-committee-approval-of-protecting-access-for-hunters-and-anglers-act\" title=\"NSSF Applauds U.S. House Committee Approval of Protecting Access for Hunters and Anglers Act\"><strong>final rule<\/strong><\/a>&nbsp;was part of a \u201csue and settle\u201d litigation between the Center for Biological Diversity and the USFWS and was implemented without scientific evidence or consultation of state agencies.<\/p>\n\n\n\n<p>Requiring the use of&nbsp;<a href=\"https:\/\/www.nssf.org\/factsheets\/NSSF-factsheet-traditional-ammo.pdf\" target=\"_blank\" class=\"clickTracking\" campaign=\"hunt3650nssf-applauds-u-s-house-committee-approval-of-protecting-access-for-hunters-and-anglers-act\" title=\"NSSF Applauds U.S. House Committee Approval of Protecting Access for Hunters and Anglers Act\"><strong>alternative ammunition<\/strong><\/a>&nbsp;would put a significant cost barrier to participation in hunting and fishing on public lands. Alternative ammunition is, on average, 25 percent more expensive than traditional lead ammunition and less available. That barrier would \u201cprice out\u201d many hunters and anglers and decrease the&nbsp;<a href=\"https:\/\/www.nssf.org\/wp-content\/uploads\/2019\/05\/Pittman-Robertson-Excise-Tax-factsheet.pdf\" target=\"_blank\" class=\"clickTracking\" campaign=\"hunt3650nssf-applauds-u-s-house-committee-approval-of-protecting-access-for-hunters-and-anglers-act\" title=\"NSSF Applauds U.S. House Committee Approval of Protecting Access for Hunters and Anglers Act\"><strong>excise tax funding<\/strong><\/a>&nbsp;paid by firearm and ammunition manufacturers they support.<\/p>\n\n\n\n<p>Rep. Wittman told the committee, \u201cOur hunters and anglers help restore wildlife and habitat\u2026 These lands belong to the people of this nation and we should never forget that.\u201d<\/p>\n\n\n\n<p>Chairman of the House Natural Resources Committee Bruce Westerman (R-Ark.) said, \u201cMy friends rely on public lands\u2026 if you have huge increases in cost, you\u2019re going to encourage people to leave this sport.\u201d<\/p>\n\n\n\n<p>He added that the Protecting Access for Hunters and Anglers Act would prevent hunting and fishing from becoming an \u201celitist\u201d activity where \u201conly those who can afford increased costs have access to public lands.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>About NSSF<\/strong><\/h2>\n\n\n\n<p><em>NSSF is the trade association for the firearm industry.
