Davis, Bill Pascrell, Jr., Brad Schneider, Earl Blumenauer, Gwen Moore, and Dwight Evans recently introduced <a href=\"https:\/\/davis.house.gov\/media\/press-releases\/reps-davis-pascrell-schneider-blumenauer-moore-and-evans-lead-bill-create\" target=\"_blank\" class=\"clickTracking\" campaign=\"lawmakers-want-to-tax-ar-lowers-to-close-loophole-use-revenue-to-fund-gun-control\" title=\"Lawmakers Want to Tax AR Lowers to Close 'Loophole,' Use Revenue to Fund Gun Control\">The Gun Violence Prevention and Safe Communities Act.<\/a> <\/p>\n\n\n\n<p>This proposed legislation is designed to guarantee annual funding for &#8220;gun violence prevention.&#8221; <\/p>\n\n\n\n<p>However, the bill&#8217;s approach, which involves raising federal excise taxes on firearms and ammunition, has drawn criticism from industry representatives.<\/p>\n\n\n\n<p>The Act seeks to close a putative taxation &#8220;loophole&#8221; by including &#8220;assault-weapon&#8221; frames and receivers, which are not taxed if sold separately. <\/p>\n\n\n\n<p>The increased revenue, estimated to be between $20 and $36 million, would be directed toward four programs: <\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Community-based violence prevention grants<\/li>\n\n\n\n<li>Gun violence research<\/li>\n\n\n\n<li>Hate crime prevention and enforcement<\/li>\n\n\n\n<li>Forensic examiner training.<\/li>\n<\/ul>\n\n\n\n<p>Larry Keane, the Senior Vice President of Government and Public Affairs and General Counsel for the National Shooting Sports Foundation (NSSF), criticized the proposed legislation. <\/p>\n\n\n\n<p>He points out that the firearms and ammunition industry already contributes a 10-11% excise tax to fund wildlife conservation. <\/p>\n\n\n\n<p>Keane argues that the proposed tax increase would burden law-abiding gun purchasers without effectively holding criminals accountable for their crimes.<\/p>\n\n\n\n<p>&#8220;There are better things to do with taxpayer dollars and time,&#8221; Keane <a href=\"https:\/\/www.nssf.org\/articles\/gun-control-congressional-members-dither-on-do-nothing-bills\/\" target=\"_blank\" class=\"clickTracking\" campaign=\"lawmakers-want-to-tax-ar-lowers-to-close-loophole-use-revenue-to-fund-gun-control\" title=\"Lawmakers Want to Tax AR Lowers to Close 'Loophole,' Use Revenue to Fund Gun Control\">asserts<\/a>. &#8220;Introducing do-nothing bills is the antithesis of &#8216;doing something.&#8217;
