Science no longer matters when it comes to their plans to ban traditional lead ammunition and fishing tackle on federal lands.<\/p>\n\n\n\n<p>The U.S. House of Representatives\u2019 Natural Resources Subcommittee on Water, Wildlife and Fisheries held a&nbsp;<strong><a href=\"https:\/\/naturalresources.house.gov\/calendar\/eventsingle.aspx?EventID=413181\" target=\"_blank\" class=\"clickTracking\" campaign=\"hunt365-biden-admin-wants-ignore-science-push-traditional-ammo-bans\" title=\"Biden Administration Wants to Ignore Science to Push Traditional Ammo Bans\">hearing<\/a><\/strong>&nbsp;to discuss Rep. Rob Wittman\u2019s (R-Va.)&nbsp;<a href=\"https:\/\/www.congress.gov\/bill\/118th-congress\/house-bill\/615?q=%7B%22search%22%3A%5B%22hr+615%22%5D%7D&amp;s=1&amp;r=1\" target=\"_blank\" class=\"clickTracking\" campaign=\"hunt365-biden-admin-wants-ignore-science-push-traditional-ammo-bans\" title=\"Biden Administration Wants to Ignore Science to Push Traditional Ammo Bans\"><strong>H.R. 615<\/strong><\/a>, Protecting Access for Hunters and Anglers Act. The NSSF-supported legislation would require the Secretaries of the Interior and Agriculture to provide site-specific peer-reviewed scientific data that demonstrates traditional lead ammunition or fishing tackle is causing detrimental wildlife population impacts before prohibiting their use by hunters and anglers. This matters because the fundamental principle undergirding the science of wildlife management is that you manage populations.<\/p>\n\n\n\n<p>The legislation is in response to the U.S. Fish &amp; Wildlife Service (USFWS) pulling its own\u00a0<a href=\"https:\/\/www.nssf.org\/articles\/nssf-denounces-usfws-codification-of-traditional-ammo-bans\/\" target=\"_blank\" class=\"clickTracking\" campaign=\"hunt365-biden-admin-wants-ignore-science-push-traditional-ammo-bans\" title=\"Biden Administration Wants to Ignore Science to Push Traditional Ammo Bans\"><strong>bait-and-switch<\/strong><\/a>\u00a0that put hunters and anglers in a bind last year. USFWS published its rule after a\u00a0<a href=\"https:\/\/www.nssf.org\/articles\/nssf-denounces-usfws-settlement-proposal-to-ban-traditional-ammo-that-saddles-lawyer-fees-on-taxpayers\/\" target=\"_blank\" class=\"clickTracking\" campaign=\"hunt365-biden-admin-wants-ignore-science-push-traditional-ammo-bans\" title=\"Biden Administration Wants to Ignore Science to Push Traditional Ammo Bans\"><strong>\u201csue-and-settle\u201d scheme<\/strong><\/a>\u00a0where the antihunting group Center For Biological Diversity sued USFWS to end the use of traditional ammunition on federal lands and USFWS immediately entered into a settlement agreement. USFWS opened or expanded hunting and fishing opportunities at 18 National Wildlife Refuges (NWRs) but prohibited the use of traditional lead ammunition and fishing tackle in a phased-in approach. The USFWS, according to their\u00a0<a href=\"https:\/\/www.fws.gov\/press-release\/2022-06\/service-promotes-public-access-hunting-and-fishing\" target=\"_blank\" class=\"clickTracking\" campaign=\"hunt365-biden-admin-wants-ignore-science-push-traditional-ammo-bans\" title=\"Biden Administration Wants to Ignore Science to Push Traditional Ammo Bans\"><strong>press release<\/strong><\/a>\u00a0announcing the plan, indicated that this measure is based on the best scientific data available; however, no data indicates that traditional ammunition is causing population declines of any wildlife species at any of the refuges.<\/p>\n\n\n\n<div class=\"wp-block-yoast-seo-table-of-contents yoast-table-of-contents\"><h2>Table of contents<\/h2><ul><li><a href=\"#h-trust-me-no-thanks\" class=\"clickTracking\" campaign=\"hunt365-biden-admin-wants-ignore-science-push-traditional-ammo-bans\" title=\"Biden Administration Wants to Ignore Science to Push Traditional Ammo Bans\" data-level=\"2\">\u2018Trust me.\u2019 No Thanks<\/a><\/li><li><a href=\"#h-show-me-the-science\" class=\"clickTracking\" campaign=\"hunt365-biden-admin-wants-ignore-science-push-traditional-ammo-bans\" title=\"Biden Administration Wants to Ignore Science to Push Traditional Ammo Bans\" data-level=\"2\">Show Me the Science<\/a><\/li><li><a href=\"#h-conservation-impacts\" class=\"clickTracking\" campaign=\"hunt365-biden-admin-wants-ignore-science-push-traditional-ammo-bans\" title=\"Biden Administration Wants to Ignore Science to Push Traditional Ammo Bans\" data-level=\"2\">Conservation Impacts<\/a><\/li><\/ul><\/div>\n\n\n\n<p>The Department of the Interior\u2019s Deputy Assistant Secretary for Fish and Wildlife and Parks testified before the committee and essentially said, \u201cWe don\u2019t need scientific studies. Trust us.\u201d<\/p>\n\n\n\n<p>That\u2019s going to be a problem.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-trust-me-no-thanks\">\u2018Trust me.\u2019 No Thanks<\/h2>\n\n\n\n<p>\u201cI think we ought to make sure that decisions are made based on sound science,\u201d explained Rep. Wittman of his bill. \u201cWhere there is a relationship between the use of lead, whether it\u2019s ammunition or for fishing sinkers or for that matter lures\u2026 to just carte-blanche say that we\u2019re going to allow agencies to ban lead across the spectrum just doesn\u2019t make good sense.<\/p>\n\n\n\n<p>\u201cThis bill allows us to make sure that there are the necessary science-based guardrails on how these decisions are made,\u201d Rep. Wittman added.<\/p>\n\n\n\n<p>Lawmakers had reasons to doubt the Biden administration on the \u201ctrust us\u201d approach to banning traditional lead ammunition. First and foremost is the administration\u2019s myopic focus on gun control. Rep. Jerry Carl (R-Ala.) questioned the motives behind the administration\u2019s insistence on banning traditional lead ammunition. Alternative ammunition is more expensive and less available. The increased costs would limit availability to gun owners that are hunters and non-hunters who might shoot recreationally on federal lands.<\/p>\n\n\n\n<p>\u201cTrust me. I\u2019m from the government. You can trust me. That is such BS,\u201d Rep. Carl said. \u201cI\u2019m smart enough to know if you\u2019re going to control guns \u2013 you cannot control guns. You cannot mandate guns, but what you can mandate is the ammo. And that\u2019s what this lead bill is after. I\u2019m sorry. But Are You Covered? Read to Find Out!<\/a><\/h2>\n\n\n\n<p>Deputy Assistant Secretary Stricker bristled at the requirement of Rep. Wittman\u2019s bill that scientific data and cooperation with state fish and wildlife agencies should drive the decision at each site where the federal government wants to ban traditional ammunition and fishing tackle. Instead, he believes that USFWS should be applied to broadly existing studies across the entirety of the United States. In his estimation, what is happening in Alaska with wildlife is the same as what is happening in Southern California, or Florida for that matter.<\/p>\n\n\n\n<p>\u201cBut at the end of the day there\u2019s a national interest in these conservation lands even if they are located within a state or straddle a couple of states that we need to be cognizant of and that the Fish &amp; Wildlife Service has a responsibility to steward those lands,\u201d Deputy Assistant Secretary Stricker said. \u201cPartnering with the states is one thing. Having to ask them for permission is quite another.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-show-me-the-science\">Show Me the Science<\/h2>\n\n\n\n<p>Rep. Doug LaMalfa (R-Calif.) pressed Deputy Assistant Secretary Strickler on his abdication of science to push the Biden administration\u2019s attack on hunters and anglers.<\/p>\n\n\n\n<p>\u201cIt seems you\u2019re saying data and science to be a bad thing\u2026\u201d Rep. LaMalfa said in his questions. \u201cWhy shouldn\u2019t the government, in this case, have to gain proof like are the lead levels actually affecting the wildlife we\u2019re talking about in these units? Why shouldn\u2019t government have to show through data that there\u2019s an effect before it jumps in with a policy action?\u201d<\/p>\n\n\n\n<p>Deputy Assistant Secretary Strickler attempted to justify the \u201cno studies needed\u201d approach by explaining that loons feeding behavior in Maine is the same as in Michigan. That ignores, however, that loons are not native to Virginia, Florida or Arizona. Banning traditional ammunition to protect loons in states where they don\u2019t exist isn\u2019t sound science.<\/p>\n\n\n\n<p>\u201cBy that measure, we would ban things that have not reached a level of action across the board if they\u2019ve done it somewhere else,\u201d Rep. LaMalfa explained. \u201cIf you had a fuel spill somewhere that greatly affected a body of water, if there\u2019s a potential of a fuel spill near a different body of water than there, then it\u2019s like we should ban all fuel. That\u2019s the same kind of logic.\u201d<\/p>\n\n\n\n<p>Deputy Assistant Secretary Strickler disagreed, of course.<\/p>\n\n\n\n<p>\u201cShould we ban all lead shot? Ban all lead tackle?\u201d Rep. LaMalfa asked.<\/p>\n\n\n\n<p>\u201cThat\u2019s certainly not the policy of the Department of the Interior to ban all lead shot and tackle,\u201d Deputy Assistant Secretary Strickler responded.<\/p>\n\n\n\n<p>\u201cIt\u2019s effectively doing so,\u201d Rep. LaMalfa said to end the exchange.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-conservation-impacts\">Conservation Impacts<\/h2>\n\n\n\n<p>Rep. Bruce Westerman (R-Ark.) wanted to know the potential impacts such a ban might have on wildlife conservation. Firearm and ammunition manufacturers have paid over $16 billion, or $25 billion when adjusted for inflation, in Pittman-Robertson excise taxes to the Wildlife Restoration Trust Fund since 1937. That\u2019s benefited all Americans with abundant wildlife and habitat restoration along with access to public lands for hunters, anglers and other recreationists.<\/p>\n\n\n\n<p>Rep. Westerman wanted to know what happens when the cost of ammunition goes up. Would hunters absorb those costs or quit hunting and would Pittman-Robertson conservation funds suffer?<\/p>\n\n\n\n<p>Todd Adkins, Sportsmen\u2019s Alliance\u2019s Vice President of Government Affairs, said he witnessed duck hunters abandon the field over the cost of increased alternative ammunition required for waterfowl hunting. It\u2019s a pattern, he said, that would repeat itself.<\/p>\n\n\n\n<p>\u201cI believe because of the effects that any increase in cost will have on hunters and anglers \u2013 the financial backbone \u2013 we have to spend some time with that question and not just suggest that everything will remain static and everything\u2019s going to be fine and the world won\u2019t change,\u201d Adkins said. \u201cWe know it will change if you increase costs.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">SEE ALSO: <a href=\"https:\/\/www.gunsamerica.com\/digest\/dems-urge-bidens-atf-to-close-gun-seller-background-check-loophole\/\" target=\"_blank\" class=\"clickTracking\" campaign=\"hunt365-biden-admin-wants-ignore-science-push-traditional-ammo-bans\" title=\"Biden Administration Wants to Ignore Science to Push Traditional Ammo Bans\">Dems Urge Biden\u2019s ATF to Close \u2018Gun Seller Background Check Loophole\u2019<\/a><\/h2>\n\n\n\n<p>Adkins pointed out that Rep. Wittman\u2019s legislation requiring site-specific scientific data in cooperation with state fish and wildlife agencies is the key to solving the impasse. That\u2019s what NSSF has been saying all along. Let the science drive the decisions instead of pressures by antihunting groups to force through feel-good measures that will harm wildlife conservation in the long run.<\/p>\n\n\n\n<p>\u201cI called it in my testimony elegant simplicity,\u201d Adkins said of the Protecting Access for Hunters and Anglers Act. \u201cThis was carefully crafted to address the principal problem of the approach taken by many of the agencies right now. Very straightforward, very simple to ask that the science we\u2019re going to utilize to kick hunters and anglers off the landscape is actually directly tied to the unit under
