The California Senate passed a draconian bill last Wednesday requiring all semiautomatic handguns in the state to incorporate microstamping technology. <\/p>\n\n\n\n

Authored by Sen. Catherine Blakespear (D-Encinitas), the legislation aims to bolster law enforcement’s capability to solve gun crimes.<\/p>\n\n\n\n

Microstamping etches unique identifiers onto expended cartridges. Proponents claim it gives critical data to law enforcement agencies, potentially aiding in the identification of offenders.<\/p>\n\n\n\n

However, Todd Lizotte, the patent-holder of microstamping has admitted in the past that it’s an unreliable technology. <\/p>\n\n\n\n

Lizotte has stated<\/a>, “\u2026legitimate questions exist related to both the technical aspects, production costs, and database management associated with microstamping that should be addressed before wide-scale implementation is legislatively mandated.\u201d <\/p>\n\n\n\n

The Senate approved SB 452 with a vote of 29-10. It now moves to the Assembly for further consideration.<\/p>\n\n\n\n

“Gun violence remains at epidemic proportions,” stated Blakespear. “We must improve our efforts to identify and apprehend individuals who misuse handguns. SB 452 leverages available technology to support law enforcement.”<\/p>\n\n\n\n

SB 452 also forbids the sale or transfer of a semiautomatic pistol manufactured after July 2027, unless it is microstamping-enabled. <\/p>\n\n\n\n

Currently, there are zero guns in production with microstamping tech. This means that the true goal of SB 452 is a total ban on the sale of handguns in the Golden State. There are no exemptions for older models. Every gun must have microstamping tech by July 2027. <\/p>\n\n\n\n

If there is a silver lining it’s that a federal judge recently blocked<\/a> the state’s 2013 microstamping mandate activated by former attorney general Kamala Harris. <\/p>\n\n\n\n

“The microstamping provision requires handguns to have a particular feature that is simply not commercially available or even feasible to implement on a mass scale,” said U.S. District Judge Cormac J. Carney in his\u00a0order<\/a> back in March.<\/p>\n\n\n\n

It’s not immediately clear how that order would affect SB 452 if it was passed into law. <\/p>\n\n\n\n

Co-sponsors of SB 452 include Gov. Gavin Newsom, the Brady Campaign, and Moms Demand Action.<\/p>\n\n\n\n

Blakespear also authored SB 417 and SB 8. The former requires gun sellers to display warnings about firearms’ potential dangers, while the latter requires gun owners to carry liability insurance. SB 417 passed the Senate on May 11, while SB 8 currently awaits in the Senate Insurance Committee.<\/p>\n\n\n\n
