The Bureau of Alcohol, Tobacco, Firearms and Explosives on Tuesday sent out a public safety advisory that puts gun dealers on notice regarding the application of its new \u201cFrame or Receiver\u201d rule<\/a>. <\/p>\n\n\n\n

Essentially, ATF will investigate and prosecute dealers who do not obey the new rule that requires NICS checks and serialization for unfinished frames and receivers, including certain gun parts kits.  <\/p>\n\n\n\n

\u201cPeople who engage in the business of dealing firearms are subject to the Gun Control Act,\u201d said ATF Director Steven Dettelbach in a press release.<\/a>  <\/p>\n\n\n\n

\u201cThat means they need to run background checks and sell guns with serial numbers,\u201d he continued.  \u201cThat is what the ghost gun rule is about.\u201d<\/p>\n\n\n\n

\u201cToday\u2019s advisory is simple. If you\u2019re dealing firearms \u2014 including items that can be readily converted to a working firearm \u2014 ATF is going to make sure that you are following the same laws as everyone else,\u201d Dettelbach concluded. <\/p>\n\n\n\n
