This request, from a live stream for \u201c<a href=\"https:\/\/www.staradvertiser.com\/2022\/12\/05\/breaking-news\/upcoming-livestream-hpd-chief-arthur-joe-logan-joins-spotlight-hawaii-tune-in-at-1030-a-m\/\" target=\"_blank\" class=\"clickTracking\" campaign=\"honolulu-police-chief-encourages-citizens-to-report-legal-guns-not-concealed\" title=\"Honolulu Police Chief Encourages Citizens to Report Legal Guns Not Concealed\">Spotlight Hawaii<\/a>,\u201d comes on the heels of the HPD issuing concealed-carry licenses.\u00a0<\/p>\n\n\n\n<p>According to Logan, dispatched officers will be required to investigate any complaints. Police will need a physical description of the person in question as well as any other detail that can aid in their investigation.\u00a0<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<iframe loading=\"lazy\" title=\"HPD Chief Arthur \u2018Joe\u2019 Logan joins Spotlight Hawaii\" width=\"500\" height=\"281\" src=\"https:\/\/www.youtube.com\/embed\/ZLiNszwqh94?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe>\n<\/div><\/figure>\n\n\n\n<p><\/p>\n\n\n\n<p>&#8220;Obviously, concealed carry and the definition of &#8216;conceal&#8217; means that you can&#8217;t see it or it is unrecognizable to the average person,&#8221; said Logan. &#8220;If it is noticed and you can see it, I would ask you to call 911.&#8221;<\/p>\n\n\n\n<p>Back in June, the Supreme Court issued a landmark ruling on a case known as <a href=\"https:\/\/www.supremecourt.gov\/opinions\/21pdf\/20-843_7j80.pdf\" target=\"_blank\" class=\"clickTracking\" campaign=\"honolulu-police-chief-encourages-citizens-to-report-legal-guns-not-concealed\" title=\"Honolulu Police Chief Encourages Citizens to Report Legal Guns Not Concealed\"><em>New York State Rifle &amp; Pistol Association Inc. v. Bruen<\/em><\/a> that struck down New York&#8217;s &#8220;may-issue&#8221; carry scheme and opened the door for firearm enthusiasts to carry across the country. <\/p>\n\n\n\n<p>However, it has also led to some controversial requirements for those wishing to obtain a permit in Honolulu. An applicant must be able to remove their weapon from the holster and hit a silhouette target, placed at five distances, from nine to 45 feet.\u00a0<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">SEE ALSO: <a href=\"https:\/\/www.gunsamerica.com\/digest\/federal-judge-strikes-down-draconian-hawaii-handgun-purchase-requirements\/\" target=\"_blank\" class=\"clickTracking\" campaign=\"honolulu-police-chief-encourages-citizens-to-report-legal-guns-not-concealed\" title=\"Honolulu Police Chief Encourages Citizens to Report Legal Guns Not Concealed\">Federal Judge Strikes Down Draconian Hawaii Handgun Purchase Requirements<\/a><\/h2>\n\n\n\n<p>The owner of 808 Gun Club Tom Tomimbang said last month that he is not too concerned about the requirements in an interview with <a href=\"https:\/\/www.hawaiinewsnow.com\/2022\/11\/19\/after-months-debate-honolulu-police-close-issuing-first-concealed-carry-gun-permits\/\" target=\"_blank\" class=\"clickTracking\" campaign=\"honolulu-police-chief-encourages-citizens-to-report-legal-guns-not-concealed\" title=\"Honolulu Police Chief Encourages Citizens to Report Legal Guns Not Concealed\" target=\"_blank\" rel=\"noreferrer noopener\"><em>Hawaii News Now<\/em><\/a>.\u00a0<\/p>\n\n\n\n<p>\u201cPractice, practice, practice, right?\u201d Tomimbang said. \u201cIf they do that before they take the actual qualification course, they should be able to do it.\u201d<\/p>\n\n\n\n<p>Chief Logan says this requirement test is not really to prove someone can shoot, but that they can shoot under duress \u2013 which is why they added a timed element to the test.&nbsp;<\/p>\n\n\n\n<p>\u201cYou might have to learn how to cope with that stress while shooting,\u201d he said.<\/p>\n\n\n\n<p>Currently, there are around 600 pending applications for CCW licenses on Oahu, and they are being processed in the order in which they were received.&nbsp;<\/p>\n\n\n\n<p>Aside from the requirement test, these 90-day applications require applicants to undergo background checks, mental health evaluations, and live-fire training before the HPD issues the certification \u2013 similar to a driver\u2019s license with a picture included.\u00a0<\/p>\n\n\n\n<p>Gun carriers who get caught in public without their license will face a misdemeanor criminal offense.&nbsp;<\/p>\n\n\n\n<p>Chief Logan has declared that he will not wait on the city of Oahu to complete action on <a href=\"https:\/\/hnldoc.ehawaii.gov\/hnldoc\/document-download?id=15840\" target=\"_blank\" class=\"clickTracking\" campaign=\"honolulu-police-chief-encourages-citizens-to-report-legal-guns-not-concealed\" title=\"Honolulu Police Chief Encourages Citizens to Report Legal Guns Not Concealed\">Bill 57<\/a>, which would limit concealed carriers from possessing a weapon on public transit, at schools, or in the voting booth. <\/p>\n\n\n\n<h2 class=\"wp-block-heading\">SEE ALSO: <a href=\"https:\/\/www.gunsamerica.com\/digest\/smith-wesson-files-suit-in-hawaii-for-public-records-disclosures\/\" target=\"_blank\" class=\"clickTracking\" campaign=\"honolulu-police-chief-encourages-citizens-to-report-legal-guns-not-concealed\" title=\"Honolulu Police Chief Encourages Citizens to Report Legal Guns Not Concealed\">Smith &amp; Wesson Files Suit in Hawaii for Public Records Disclosures<\/a><\/h2>\n\n\n\n<p>Furthermore, the bill would also prevent carrying in Hanauma Bay Nature Preserve, the Hawaii Children&#8217;s Discovery Center, the Honolulu Aquarium and the Hono \u00adlulu Zoo. Those permitted to concealed-carry would also be required to stand 100 feet away from the outer edge of groups of 25 or more who are participating in \u201cfirst amendment expressive activities.\u201d\u00a0\u00a0<\/p>\n\n\n\n<p>State Legislature is expected to discuss adopting statewide standards for carrying restrictions by location in January. Meanwhile, Bill 57 passed the initial reading at a November 29th city council meeting. The bill is required to be voted on twice more before it can be implemented.\u00a0<\/p>\n\n\n\n<p>Logan has been making the rounds with members of the city council to ensure the language of the bill is clear for citizens and law enforcement alike. He wants everyone to understand what to do in confusing situations where a legal carrier is forced to pick up their child from school last minute.
