{"id":171525,"date":"2022-12-05T17:48:00","date_gmt":"2022-12-05T22:48:00","guid":{"rendered":"https:\/\/www.gunsamerica.com\/digest\/?p=171525"},"modified":"2022-12-05T17:48:00","modified_gmt":"2023-09-08T12:43:41","slug":"big-banks-credit-card-companies-on-track-to-monitor-flag-gun-purchases","status":"publish","type":"post","link":"https:\/\/gunsamerica.com\/digest\/big-banks-credit-card-companies-on-track-to-monitor-flag-gun-purchases\/","title":{"rendered":"Big Banks, Credit Card Companies on Track to Monitor, Flag Gun Purchases"},"content":{"rendered":"\n<p>At the recent <em>New York Times <\/em>DealBook conference, Amalgamated Bank CEO Priscilla Sims Brown said they are working to create a Merchant Category Code (MCC) for \u201cdetection scenarios\u201d that would require banks to file &#8220;Suspicious Activity&#8221; reports with authorities if triggered.\u00a0<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<iframe loading=\"lazy\" title=\"Gun control and finance: Can credit card companies help prevent shootings?\" width=\"500\" height=\"281\" src=\"https:\/\/www.youtube.com\/embed\/ycRKWXpllWQ?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe>\n<\/div><\/figure>\n\n\n\n<p><\/p>\n\n\n\n<p>The International Organization for Standardization <a href=\"https:\/\/www.gunsamerica.com\/digest\/everytown-celebrates-new-banking-codes-to-track-gun-purchases-monitor-gun-owners\/\" target=\"_blank\" class=\"clickTracking\" campaign=\"big-banks-credit-card-companies-on-track-to-monitor-flag-gun-purchases\" title=\"Big Banks, Credit Card Companies on Track to Monitor, Flag Gun Purchases\">approved<\/a> a new code for banks to use in firearm transactions this past Fall. Amalgamated states the policy would be similar to how they detect fraud.<\/p>\n\n\n\n<p>\u201cWe\u2019re at the very early stages of this \u2013 this particular code just got approved in October \u2013 so those detection scenarios are still being brought together,\u201d Brown said. \u201cBut as this is implemented, those scenarios will be used.\u201d&nbsp;<\/p>\n\n\n\n<p>While several of the major payment processors have pledged to implement the new code, Visa believes it will be ineffective. They are the only ones with the ability to do this,\u201d Sullivan said to the <em>New York Times <\/em>in 2018 after the Pulse Night Club shooting in Florida.<\/p>\n\n\n\n<p>Sullivan currently consults with banks as the president of the Anti-Money Laundering Training Academy.&nbsp;<\/p>\n\n\n\n<p>While Brown and Sullivan both seem to be on board with banks tracking gun purchases, Rep. Elise Stefanik (N.Y.), the chairwoman of the House Republican Conference, led the charge against the MCC in a <a href=\"https:\/\/stefanik.house.gov\/_cache\/files\/3\/2\/327afb2a-664b-41dc-ba6c-ce0f93af68ad\/B339C19813330E1FBB3AD3B51FA773F2.rep.-stefanik-letter-to-visa.pdf\" target=\"_blank\" class=\"clickTracking\" campaign=\"big-banks-credit-card-companies-on-track-to-monitor-flag-gun-purchases\" title=\"Big Banks, Credit Card Companies on Track to Monitor, Flag Gun Purchases\">letter<\/a> to the banking industry, signed by 100 republican lawmakers.\u00a0<\/p>\n\n\n\n<p>\u201cThis is a transparent attempt to chill the exercise of constitutionally protected rights and to circumvent existing legal restrictions on the creation of firearm registries by the government,\u201d reads the letter, dated Sept. 14, 2022.\u00a0<\/p>\n\n\n\n<p>Sen. Josh Hawley (R-Mo.) also penned a <a href=\"https:\/\/www.hawley.senate.gov\/sites\/default\/files\/2022-09\/Letter%20to%20Visa%2C%20MasterCard%2C%20and%20AmEx_0.pdf\" target=\"_blank\" class=\"clickTracking\" campaign=\"big-banks-credit-card-companies-on-track-to-monitor-flag-gun-purchases\" title=\"Big Banks, Credit Card Companies on Track to Monitor, Flag Gun Purchases\">letter<\/a> in Sept. addressed to the heads of the largest credit card companies in the world, stating the new system is \u201cripe for abuse\u201d and would negatively impact minority groups. <\/p>\n\n\n\n<p>An excerpt from Sen. Hawley&#8217;s letter:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>Too often, companies have abused their market power to target the constitutional rights of conservatives and others with minority viewpoints. Big Tech companies systematically deplatformed those who sought to discuss the efficacy of masks and vaccines or raise concerns about the integrity of our elections. The crowdfunding platform GoFundMe blocked donations to the Canadian \u201cFreedom Rally\u201d trucker convoy.2 And WePay, a payment processor subsidiary of JPMorgan Chase\u2014the largest bank in the United States\u2014refused to do business with Missouri conservatives seeking to host an event with Donald Trump, Jr. Your proposal to track firearm-related purchases further threatens Americans who are simply exercising their constitutional rights.<\/p>\n<\/blockquote>\n\n\n\n<p>In spite of the pushback, Brown seems confident that the MCC will move toward implementation.&nbsp;<\/p>\n\n\n\n<p>\u201cWhat I\u2019m hearing from other banks is that they have been honoring this process and this system, filing Suspicious Activity Reports across a myriad of industries to stop a myriad of crimes, or at least alert authorities of them,\u201d she said. \u201cAnd I have every confidence that banks are going to do the same thing here.\u201d<\/p>\n\n\n\n<p
