David Chipman squirmed when the U.S. Senate Judiciary Committee grilled him for an \u201cassault weapon\u201d definition. The gun control lobbyist nominated by President Joe Biden to become the Director of the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) just couldn\u2019t bring himself to come up with one.<\/p>\n\n\n\n

\u201cThere\u2019s no way I could define an assault weapon,\u201d Chipman finally said<\/a>.<\/strong><\/p>\n\n\n\n

Nearly a year after President Biden withdrew Chipman\u2019s nomination, he\u2019s found a way. Of course, it was for a webinar hosted by the gun control groups Everytown for Gun Safety and March for Our Lives. The groups hosted a \u201cFirearms 101\u201d where the former ATF-agent-turned gun control advocate attempted to educate the uninitiated on the evils of certain guns, why they should be strictly regulated and of course how NSSF is keeping gun control from enacting his extreme gun-grabbing agenda.<\/p>\n\n\n\n

It was NSSF that worked to block<\/strong><\/a> Chipman\u2019s nomination. Putting him in charge of the ATF would have been no better than \u201chiring a militant vegan to be head chef at a Brazilian steakhouse,\u201d as Sen. Tom Cotton (R-Ark.) explained it<\/strong><\/a>.<\/strong><\/p>\n\n\n\n

This much is clear. NSSF is living rent-free in Chipman\u2019s head.<\/p>\n\n\n\n

Fight Club Rules<\/h4>\n\n\n\n

Just hours before going live with the webinar, Everytown for Gun Safety issued<\/a><\/strong> a \u201cTerms of Participation\u201d Agreement. They wanted to talk about gun control. They just didn\u2019t want anyone talking about them talking about gun control. That included not recording \u201cany part of the Event unless Everytown provides express permission\u2026\u201d NSSF couldn\u2019t agree to those terms and didn\u2019t tune in. Luckily, Firearm Policy Coalition live-tweeted<\/a><\/strong> the entire thing.<\/p>\n\n\n\n

The \u201cterms\u201d included a nondisclosure agreement, a liability release and \u201cSafety and Security\u201d release, indemnifying Everytown and the other groups. That means no one could hold Everytown responsible for \u201cinjury, illness, damages, costs, claims or losses.\u201d Gun control groups didn\u2019t want to be held responsible for the misdeeds, or potentially criminal actions, of remote third parties.<\/p>\n\n\n\n

Yet, that\u2019s exactly what they want for the firearm industry when they push for the repeal of the Protection of Lawful Commerce in Arms Act (PLCAA<\/a>).<\/strong> That\u2019s the law that prevents frivolous lawsuits for the criminal actions of remote third parties \u2013 also known as criminals.<\/p>\n\n\n\n

Chipman\u2019s Deep Thoughts<\/h4>\n\n\n\n

Chipman presented a slide show<\/strong><\/a> created when he was working for the Giffords gun control group. Using that, he admitted that the vaunted \u201cassault weapon\u201d isn\u2019t the bogeyman gun control groups and politicians make it out to be. He confessed<\/a><\/strong> that criminals most often use handguns, without mentioning that those are ill-gotten, either through theft or bought and sold illegally on the black market.<\/p>\n\n\n\n

He also admitted that Modern Sporting Rifles (MSRs), which he refers to as \u201cassault weapons,\u201d are less powerful than the average hunting rifle. However, he also claimed the ATF didn\u2019t use them in raids because they were \u201c<\/strong>considered too powerful.\u201d<\/strong><\/a><\/p>\n\n\n\n

\u201cChipman says that hunting rifles can be more lethal than other guns because some animals are bigger than people, but they\u2019re not made to kill a lot of people,\u201d FPC tweeted<\/strong><\/a>.<\/strong><\/p>\n\n\n\n

Chipman said that magazines \u201cturn normal guns onto killing machines,\u201d\u00a0FPC tweeted<\/strong><\/a>,<\/strong>\u00a0and that people use the term \u201cclip\u201d\u00a0because<\/a><\/strong>\u00a0it rhymes better in rap songs.<\/p>\n\n\n\n

He also admitted<\/a><\/strong> that MSRs and hunting rifles work the same way (that\u2019s the function of a semiautomatic firearm \u2013 one trigger pull, one cartridge expended). Chipman cautioned<\/a><\/strong> on attempting to ban guns on looks alone, saying they instead should be restricted based on \u201clethality.<\/a>\u201d<\/strong> Later, though, he said<\/a><\/strong> firing a MSR without \u201cbarrel shrouds\u201d 10 times \u201cwithout it would melt your hand.\u201d He added that the right to own one should be relative to where an individual lives, claiming<\/a><\/strong> that it\u2019s different for someone in Montana versus someone in Chicago. Further, he claims gun rights don\u2019t matter, since gun owners comprise<\/a><\/strong> about a third of the national population.<\/p>\n\n\n\n

Chipman finally attempted defining \u201cassault weapons,\u201d explaining<\/a><\/strong> they are identical to military arms, except for the full-auto function. That\u2019s a pretty big exception. He said rifle rounds leave \u201cexplosive-like wound in the body,\u201d but admitted<\/a><\/strong> he didn\u2019t ace Physics in school.<\/p>\n\n\n\n

He still advocates<\/a><\/strong> that MSRs should be regulated under the 1934 National Firearms Act, the same way the ATF regulates automatic firearms, short-barrel rifles and shotguns and suppressors. That\u2019s because Chipman believes<\/a><\/strong> MSRs, which he already explained are less powerful than most other hunting rifles, are more lethal than a \u201cThompson machine gun.\u201d<\/p>\n\n\n\n

Suppressors, according to Chipman, are something only \u201cSeal Team Six would use<\/strong><\/a>.\u201d That\u2019s not what the data shows, though. The device that\u2019s simply a muffler for a gun to reduce the firearm\u2019s report to a level that doesn\u2019t cause instant and permanent hearing loss is becoming more common. The American Suppressor Association reported<\/a><\/strong> that 2,664,775 suppressors were privately-owned as of September 2021. They\u2019re legal<\/a><\/strong> for possession in 42 states and legal for hunting in 41 states.<\/p>\n\n\n\n

 No Christmas Card?<\/h4>\n\n\n\n

Chipman took a few moments to direct his anger at NSSF. Turns out, he\u2019s a little bitter that NSSF kept him from his dream job of running the ATF. Forget the fact he was woefully unqualified<\/strong><\/a>,<\/strong> a partisan hack or an activist bent on destroying a Constitutionally-protected industry. He said<\/a><\/strong> NSSF is \u201cthe most powerful lobby today,\u201d and \u201cthey spent a lot of money to block his nomination.<\/p>\n\n\n\n

NSSF spent<\/a><\/strong> some money, but not a lot.<\/p>\n\n\n\n

He claimed<\/a><\/strong> \u201che was told by a moderate senator that he wasn\u2019t confirmed because the gun industry didn\u2019t endorse him.<\/p>\n\n\n\n

FPC noted in their tweet stream that NSSF didn\u2019t endorse ATF Director Steven Dettelbach either. That part is true. NSSF didn\u2019t endorse or oppose Director Dettelbach\u2019s nomination. NSSF noted concerns with Director Dettelbach\u2019s previous positions on gun control. In fact, NSSF has never opposed an ATF Director nomination that cleared the Senate Judiciary Committee, including B. Todd Jones.<\/p>\n\n\n\n

It was different with Chipman. It wasn\u2019t a matter of endorsement. NSSF outright opposed him. His \u201cFirearms 101\u201d webinar proves, once again, it was the right call.<\/p>\n\n\n\n
