Larry Hogan on Tuesday told state police that, in light of the Supreme Court\u2019s recent decision striking <a href=\"https:\/\/www.gunsamerica.com\/digest\/breaking-supreme-court-rules-nys-restrictive-concealed-carry-scheme-is-unconstitutional\/\" target=\"_blank\" class=\"clickTracking\" campaign=\"maryland-scraps-good-and-substantial-reason-requirement\" title=\"Maryland Scraps \u2018Good and Substantial Reason\u2019 Requirement\u00a0\">down New York\u2019s similarly restrictive requirement for handgun permits<\/a>, they could no longer enforce it. &nbsp;<\/p>\n\n\n\n<p>&#8220;Last month, the U.S. Supreme Court struck down a provision in New York law pertaining to handgun permitting that is virtually indistinguishable from Maryland law,\u201d said the governor in a <a href=\"https:\/\/mdsp.maryland.gov\/Organization\/Pages\/CriminalInvestigationBureau\/LicensingDivision.aspx\" target=\"_blank\" class=\"clickTracking\" campaign=\"maryland-scraps-good-and-substantial-reason-requirement\" title=\"Maryland Scraps \u2018Good and Substantial Reason\u2019 Requirement\u00a0\">statement<\/a> posted on the state government&#8217;s website. \u00a0<\/p>\n\n\n\n<blockquote class=\"twitter-tweet\"><p lang=\"en\" dir=\"ltr\">NEW: Maryland Attorney General says in letter to State Police Licensing Division Commander that the state&#039;s &quot;&#039;good and substantial reason&#039; requirement is now clearly unconstitutional, based on controlling Supreme Court precedent that is directly on point.&quot; <a href=\"https:\/\/t.co\/UKTPENFVui\" target=\"_blank\" class=\"clickTracking\" campaign=\"maryland-scraps-good-and-substantial-reason-requirement\" title=\"Maryland Scraps \u2018Good and Substantial Reason\u2019 Requirement\u00a0\">pic.twitter.com\/UKTPENFVui<\/a><\/p>&mdash; Firearms Policy Coalition (@gunpolicy) <a href=\"https:\/\/twitter.com\/gunpolicy\/status\/1544731740270387202?ref_src=twsrc%5Etfw\" target=\"_blank\" class=\"clickTracking\" campaign=\"maryland-scraps-good-and-substantial-reason-requirement\" title=\"Maryland Scraps \u2018Good and Substantial Reason\u2019 Requirement\u00a0\">July 6, 2022<\/a><\/blockquote> \n\n\n\n<p>\u201cIn light of the ruling and to ensure compliance with the Constitution, I am directing the Maryland State Police to immediately suspend utilization of the &#8216;good and substantial reason&#8217; standard when reviewing applications for wear and carry permits,\u201d he continued. &nbsp;<\/p>\n\n\n\n<p>\u201cIt would be unconstitutional to continue enforcing this provision in state law. There is no impact on other permitting requirements and protocols,\u201d said Gov. Hogan. &nbsp;<\/p>\n\n\n\n<p>Maryland State Police said in a statement that its Licensing Division will update the online portal to accord with the governor\u2019s directive.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">SEE ALSO: <a href=\"https:\/\/www.gunsamerica.com\/digest\/mlb-pitcher-says-2a-without-license-is-stupid\/\" target=\"_blank\" class=\"clickTracking\" campaign=\"maryland-scraps-good-and-substantial-reason-requirement\" title=\"Maryland Scraps \u2018Good and Substantial Reason\u2019 Requirement\u00a0\">MLB Pitcher Says 2A Without License is \u2018Stupid\u2019 and \u2018Protection Isn\u2019t a Good Enough Reason to Get a Gun\u2019<\/a><\/h2>\n\n\n\n<p>The <a href=\"https:\/\/www.nraila.org\/articles\/20220705\/maryland-goes-shall-issue-good-substantial-gone\" target=\"_blank\" class=\"clickTracking\" campaign=\"maryland-scraps-good-and-substantial-reason-requirement\" title=\"Maryland Scraps \u2018Good and Substantial Reason\u2019 Requirement\u00a0\">NRA-ILA<\/a> chalked this up as another win for gun owners. &nbsp;<\/p>\n\n\n\n<p>\u201cFor far too long, Maryland has prevented the majority of law-abiding citizens from exercising this fundamental right. This persisted as other states went shall-issue over the decades, and even as constitutional carry has reached 25 states in recent years,\u201d said the organization in a <a href=\"https:\/\/www.nraila.org\/articles\/20220705\/maryland-goes-shall-issue-good-substantial-gone\" target=\"_blank\" class=\"clickTracking\" campaign=\"maryland-scraps-good-and-substantial-reason-requirement\" title=\"Maryland Scraps \u2018Good and Substantial Reason\u2019 Requirement\u00a0\">statement<\/a>. &nbsp;<\/p>\n\n\n\n<p>\u201cNow, MSP cannot arbitrarily deny permits to applicants who meet all objective criteria. As a result, more law-abiding citizens will be able to exercise their right-to-carry to defend themselves and their loved ones. The criminals, who have gotten used to menacing the public with impunity, will find fewer and fewer defenseless victims,\u201d it continued.&nbsp;<\/p>\n\n\n\n<p>However, NRA-ILA was quick to note that the work\u2019s not done in Maryland as politicians there still work, by and large, to chill the 2A rights of residents. &nbsp;<\/p>\n\n\n\n<p>\u201cMaryland\u2019s permit process is still plagued by the onerous requirements and a high processing time that far exceeds those of neighboring Virginia, West Virginia, and Pennsylvania. This will still prevent many Marylanders of limited economic means from acquiring a permit.
