Newly sworn-in New York Mayor Eric Adams announced this week a \u201cBlueprint to End Gun Violence.\u201d<\/a> The 15-page plan calls for a bevy of new programs and initiatives, including ramping up police presence in problem neighborhoods, allowing judges to consider \u201cdangerousness\u201d when determining bail, and reallocating resources to mental health services.<\/p>\n\n\n\n

Like many other mayors, however, Adams also blames out-of-state gun purchases for the violence plaguing his city. He calls for the end of the so-called \u201cIron Pipeline\u201d along the east coast that traffickers use to bring guns into New York, asks Congress to ban private firearms sales and \u201cassault weapons,\u201d and vows to start performing \u201cspot checks\u201d for guns at bus and train stations.<\/p>\n\n\n\n

\u201cOur officers are doing heroic work getting guns off the street. But traffickers keep the guns coming. That must end. We must stop the flow of illegal guns into our city. The Iron Pipeline must be broken,\u201d he said<\/a> in his speech announcing the plan.<\/p>\n\n\n\n

New York City has imposed some of the strictest gun laws in the nation, and carrying a firearm is already illegal, as Adams admits. And yet, in 2021 alone, the NYPD removed more than 6,000 guns off New York City streets, and they\u2019ve already confiscated 350 in the first weeks of 2022.<\/p>\n\n\n\n

Adams blames other states for the guns in his city. As part of his plan, New York City officials will \u201cdeepen coordination with the ATF and FBI\u201d to \u201cfind the dealers and traffickers of every illegal gun in our city, and hold them accountable.\u201d Adams vows to use \u201cimpact jurisdiction\u201d lawsuits to target individuals and gun sellers outside his jurisdiction.<\/p>\n\n\n\n

Adams also plans to use \u201cnew technologies and software\u201d to \u201cidentify dangerous individuals and those carrying weapons.\u201d He does not elaborate on the nature of this technology or how it will avoid violating the constitutional rights of American citizens.<\/p>\n\n\n\n

The mayor also blames Congress for his city\u2019s spike in violent crime.<\/p>\n\n\n\n

\u201cIt is time for our federal leaders to rise to the occasion, and pass common-sense legislation that is supported by an overwhelming majority of Americans,\u201d he says.<\/p>\n\n\n\n

Those \u201ccommon-sense\u201d reforms include \u201cUNIVERSAL background checks for all gun purchases\u201d (all caps in original), a ban on so-called \u201cassault weapons,\u201d and a mobilization against the \u201cproliferation of ghost guns.\u201d<\/p>\n\n\n\n

Adams also wants Congress to repeal the Tiahrt Amendment. The Tiahrt Amendment prohibits gun trace data from being made public and is designed to protect innocent gun dealers from persecution if they unintentionally sell a gun to a straw purchaser. Without those protections in place, the ATF would be free to publicly shame every gun store that sells a gun to a criminal\u2014whether intentionally or otherwise.<\/p>\n\n\n\n

Adams vowed in his speech to implement his plan \u201cin the coming weeks\u201d alongside his “partners in Albany and Washington, D.C.”<\/p>\n\n\n\n
