(Photo: Robin Kelly Facebook)<\/em><\/figcaption><\/figure>\n\n\n\n<p>A group of Democratic lawmakers in the U.S. House announced today a bill that would \u201cmodernize\u201d firearm purchasing by requiring \u201cfacilitators\u201d of gun sales\u2014such as gun show sellers and websites\u2014to conduct background checks on all transactions.<\/p>\n\n\n\n<p>The full text of the legislation has not been released, but according to a <a href=\"https:\/\/robinkelly.house.gov\/media-center\/press-releases\/reps-robin-kelly-cicilline-barbara-lee-langevin-pascrell-morelle-mfume\" target=\"_blank\" class=\"clickTracking\" campaign=\"backdoor-background-checks-dem-reps-introduce-bill-to-modernize-firearm-sales\" title=\"Backdoor Background Checks? Dem Reps Introduce Bill To 'Modernize' Firearm Sales\" target=\"_blank\" rel=\"noreferrer noopener\">press release<\/a> from the primary sponsor, Illinois Rep. Robin Kelly, the bill would also increase security requirements at gun shops, require reporting when a person purchases more than two rifles or shotguns in five consecutive days, and require annual inspections of \u201chigh risk\u201d gun dealers.<\/p>\n\n\n\n<p>Rep. Kelly blames her state\u2019s skyrocketing crime rates on out-of-state guns and believes her bill will \u201chold rogue dealers accountable.\u201d<\/p>\n\n\n\n<p>\u201cI\u2019m introducing the Federal Firearms Licensee Act to hold rogue dealers accountable and ensure that we are able to adequately respond to the gun trafficking that is contributing to the deadly gun violence epidemic,\u201d she says. \u201cThis legislation proposes commonsense security and gun sale tracing policies to ensure that FFLs are not contributing to the flow of guns into our communities.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">SEE ALSO: <a href=\"https:\/\/www.gunsamerica.com\/digest\/illinois-institutes-universal-background-checks-gun-confiscation-task-force\/\" target=\"_blank\" class=\"clickTracking\" campaign=\"backdoor-background-checks-dem-reps-introduce-bill-to-modernize-firearm-sales\" title=\"Backdoor Background Checks? Dem Reps Introduce Bill To 'Modernize' Firearm Sales\">Illinois Institutes Universal Background Checks, Gun Confiscation Task Force<\/a><\/h2>\n\n\n\n<p>\u201cUniversal background checks\u201d has been a priority of the anti-gun lobby for decades. Some states require a background check for all gun sales, but many allow private transactions to take place without a check being conducted.<\/p>\n\n\n\n<p>In Texas, for example, private gun owners post their wares for sale on websites like <a href=\"https:\/\/www.gunsamerica.com\/\" target=\"_blank\" class=\"clickTracking\" campaign=\"backdoor-background-checks-dem-reps-introduce-bill-to-modernize-firearm-sales\" title=\"Backdoor Background Checks? Dem Reps Introduce Bill To 'Modernize' Firearm Sales\">GunsAmerica.com<\/a>. Interested parties contact each other through the website, set up a meeting, and conduct the transaction.<\/p>\n\n\n\n<p>Kelly\u2019s bill would somehow require these websites to conduct background checks on all sales. Since the bill\u2019s text has not been released, it\u2019s unclear how the federal government would enforce such a requirement.<\/p>\n\n\n\n<p>If enacted, however, it would require background checks on virtually all gun sales across the country. Most private sales between gun owners who aren\u2019t family or friends are facilitated by these websites and forums. Dem Reps Introduce Bill To 'Modernize' Firearm Sales\">Congress Just Snuck a Gun Confiscation Provision into Latest Military Spending Bill<\/a><\/h2>\n\n\n\n<p>The mayors of some of America\u2019s most crime-ridden cities have jumped on board. Mayors Against Illegal Guns, a sub-group of Everytown for Gun Safety, released a statement \u201capplauding\u201d Kelly\u2019s new legislation.<\/p>\n\n\n\n<p>\u201cGun violence is a plague on our communities, and allowing rogue gun dealers to skirt the rules we have in place undermines so much of the work we are doing to address this challenge in our city,\u201d said Chicago Mayor Lori Lightfoot. \u201cWe need a way to enforce common sense rules that keep illegal guns out of the wrong hands and I commend Representative Kelly for leading the charge on this important work.\u201d<\/p>\n\n\n\n<p>If the bill comes up for a vote in the Democratic-controlled House before the next midterm election, it\u2019s likely to pass.
