Spencer Cox\u2019s signature, Utah will become the <a href=\"https:\/\/crimeresearch.org\/2021\/01\/new-governors-in-montana-and-utah-promise-to-sign-permit-less-carry-bills\/\" target=\"_blank\" class=\"clickTracking\" campaign=\"utah-waits-on-gov-cox-to-sign-constitutional-carry\" title=\"Utah Waits on Gov. Cox to Sign Constitutional Carry\">18th state to enact some form<\/a> of constitutional carry.&nbsp;<\/p>\n\n\n\n<p>The legislation, known as <a href=\"https:\/\/le.utah.gov\/~2021\/bills\/static\/HB0060.html\" target=\"_blank\" class=\"clickTracking\" campaign=\"utah-waits-on-gov-cox-to-sign-constitutional-carry\" title=\"Utah Waits on Gov. Cox to Sign Constitutional Carry\">HB60<\/a>, should be on the governor\u2019s desk by now as the Senate passed the bill last week by a vote of 22-6. &nbsp;<\/p>\n\n\n\n<p>The House had already approved it back in January, 51-20.&nbsp;<\/p>\n\n\n\n<p>Gov. Cox indicated that he would sign the bill.&nbsp; But pro-2A Utahns are waiting for the official announcement before they celebrate. &nbsp;<\/p>\n\n\n\n<p>For supporters of HB60, there was no legitimate reason to vote against it as the state already permits law-abiding citizens to openly carry a <a href=\"https:\/\/utahcarrylaws.com\/utah-laws\/open-carry-no-permit-required-exempt\/\" target=\"_blank\" class=\"clickTracking\" campaign=\"utah-waits-on-gov-cox-to-sign-constitutional-carry\" title=\"Utah Waits on Gov. Cox to Sign Constitutional Carry\">statutorily unloaded*<\/a> firearm.&nbsp;<\/p>\n\n\n\n<p>(*Meaning, one can carry a pistol with a loaded mag without a permit but one can\u2019t have a round in the chamber.)<\/p>\n\n\n\n<p>&#8220;The only thing that this bill does is if you can lawfully carry \u2026 if I can lawfully carry openly, it is against the law currently for me to cover it up for the comfort and peace of mind of others. That is literally the only thing we are changing in this bill,&#8221; <a href=\"https:\/\/www.ksl.com\/article\/50101480\/utah-senate-poised-to-pass-bill-to-drop-concealed-carry-gun-permits\" target=\"_blank\" class=\"clickTracking\" campaign=\"utah-waits-on-gov-cox-to-sign-constitutional-carry\" title=\"Utah Waits on Gov. Cox to Sign Constitutional Carry\">said<\/a> Sen. Daniel Thatcher, R-West Valley city. &nbsp;<\/p>\n\n\n\n<p>&#8220;Because it is attached to firearms, people are losing their minds,&#8221; he continued.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">SEE ALSO: <a href=\"https:\/\/www.gunsamerica.com\/digest\/constitutional-carry-gaining-steam\/\" target=\"_blank\" class=\"clickTracking\" campaign=\"utah-waits-on-gov-cox-to-sign-constitutional-carry\" title=\"Utah Waits on Gov. Nine States Consider Lifting License Requirements<\/a><\/h2>\n\n\n\n<p>One opponent argued that \u201c(arming) the citizenry\u201d in these increasingly divisive times is a bad idea. &nbsp;<\/p>\n\n\n\n<p>&#8220;I just don&#8217;t think this is good public policy,\u201d said Sen. Gene Davis, D-Salt Lake City.&nbsp; \u201cThis isn&#8217;t the Old West of the 1820s anymore. We&#8217;re in 2021 \u2026 and I think the one thing is that we&#8217;ve seen with the proliferation of weaponry in this country, the anger of individuals has risen.\u201d &nbsp;<\/p>\n\n\n\n<p>While Davis doesn\u2019t oppose one\u2019s right to keep arms, he said they shouldn\u2019t be able to \u201cpack around (guns)\u201d for show. &nbsp;<\/p>\n\n\n\n<p>Other critics of the bill said that the focus should not be on making it easier for folks to carry, rather it should be on instituting a more rigorous training requirement for permit applicants. &nbsp;<\/p>\n\n\n\n<p>Under current <a href=\"https:\/\/bci.utah.gov\/concealed-firearm\/how-do-i-apply-for-a-concealed-firearm-permit\/\" target=\"_blank\" class=\"clickTracking\" campaign=\"utah-waits-on-gov-cox-to-sign-constitutional-carry\" title=\"Utah Waits on Gov. Cox to Sign Constitutional Carry\">law<\/a>, applicants must be 21 years of age (or 18 for a provisional permit), pay a $53 fee, provide a fingerprint card &amp; photo, pass a background check, and receive a state-approved \u201cWeapon Familiarity Certification (WFC).\u201d<\/p>\n\n\n\n<p>Classes for the WFC may run as long as three hours.&nbsp; For some lawmakers, that\u2019s not enough training to familiarize one with a firearm to ensure he or she will become a responsible gun owner. &nbsp;<\/p>\n\n\n\n<p>Sen. David Hinkins, R-Orangeville, who cosponsored HB60, dismissed this concern saying, all gun owners have &#8220;a moral obligation to get training&#8221; on their own. &nbsp;<\/p>\n\n\n\n<p>Assuming Gov.
