It does not appear that ATF considers standalone so-called \u201c80% receivers\u201d to be a \u201cframe or receiver\u201d regulated by the\u00a01968\u00a0Gun Control Act. Retailers should consult with their attorney and\/or contact ATF for guidance as to whether it may sell \u201cBuy, Build and Shoot\u201d kits and under what conditions.
