(Photo: Dana Karelus,&nbsp;U.S. Fish and Wildlife Service Southeast Region)<\/em><\/figcaption><\/figure>\n\n\n\n<p><\/p>\n\n\n\n<p>The Trump administration\u2019s National Park Service released last week the final version of a rule that would allow hunters in Alaska to take baby bears at den sites, harvest brown bears over bait, and shoot caribou from motorboats, among other hunting tactics. <\/p>\n\n\n\n<p>The media reacted with predictably sensationalized accounts\nof the administration\u2019s callousness.<\/p>\n\n\n\n<p>\u201cThe \u2018amazingly cruel\u2019 move by the National Park Service reverses Obama-era regulations which also affect wolves and coyotes,\u201d read one headline in <a href=\"https:\/\/www.theguardian.com\/environment\/2020\/may\/28\/alaska-bears-wolves-trump-rules-hunters\" target=\"_blank\" class=\"clickTracking\" campaign=\"hunt365-fact-checktrump-administration-allowing-alaska-hunters-kill-baby-bears\" title=\"Fact Check: Is the Trump Administration Allowing Alaska Hunters to Kill Baby Bears?\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">The Guardian<\/a>.<\/p>\n\n\n\n<p>While the basic facts about <a href=\"https:\/\/www.regulations.gov\/docket?D=NPS-2018-0005\" target=\"_blank\" class=\"clickTracking\" campaign=\"hunt365-fact-checktrump-administration-allowing-alaska-hunters-kill-baby-bears\" title=\"Fact Check: Is the Trump Administration Allowing Alaska Hunters to Kill Baby Bears?\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">the rule<\/a> are true, media accounts leave out critical pieces of context. &nbsp;<\/p>\n\n\n\n<p>The rule was written as part of the larger aim to align\nfederal hunting regulations more closely with state law. That\npolicy was renewed by the Alaska\nNational Interest Lands Conservation Act of 1980. Alaska is so large and\ncomplex, the thinking went, that state officials would be the most effective stewards\nof the land.<\/p>\n\n\n\n<p>The Trump\nadministration\u2019s new rule reinforces that precedent by removing federal\nregulations that had impinged on the state\u2019s historic control.<\/p>\n\n\n\n<p>What\u2019s more, as the <a href=\"https:\/\/www.adfg.alaska.gov\/index.cfm?adfg=wildlifenews.view_article&amp;articles_id=873\" target=\"_blank\" class=\"clickTracking\" campaign=\"hunt365-fact-checktrump-administration-allowing-alaska-hunters-kill-baby-bears\" title=\"Fact Check: Is the Trump Administration Allowing Alaska Hunters to Kill Baby Bears?\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">Alaska Department of Fish and Game<\/a> noted in 2018, the controversial harvest methods are only permitted in a small portion of the state and primarily used by Alaska Native people who lack access to grocery stores. &nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">SEE ALSO: <a href=\"https:\/\/www.gunsamerica.com\/hunt365-interiors-2-3-million-acre-public-access-expansion\/\" target=\"_blank\" class=\"clickTracking\" campaign=\"hunt365-fact-checktrump-administration-allowing-alaska-hunters-kill-baby-bears\" title=\"Fact Check: Is the Trump Administration Allowing Alaska Hunters to Kill Baby Bears?\">NSSF: Interior\u2019s 2.3 Million-Acre Public Access Expansion Boon for Hunters<\/a> <\/h2>\n\n\n\n<p>\u201cThe harvest is small and carried out mostly, if not\nentirely, by Alaska Native people who have taken bears in dens for thousands of\nyears. The same is true of swimming caribou taken with rifles from boats,\nallowed only in two isolated game management units where caribou serve as a\nprimary food source,\u201d the department says.<\/p>\n\n\n\n<p>\u201cTaking bears in dens or caribou in the water are not\nwidespread or popular hunting methods. Both activities are currently allowed\nunder state and federal regulations in limited locations and neither is\nemployed by the general hunting community.\u201d<\/p>\n\n\n\n<p>Native peoples have also voiced their support for the new rule. <\/p>\n\n\n\n<p>&#8220;The previous rule was implemented without adequate tribal consultation, in disregard to rural Alaska\u2019s dependence on wild food resources,\u201d said Victor Joseph, chair of the Tanana Chiefs Conference which represents 42 tribes in the Alaska interior, in a <a rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\" href=\"https:\/\/www.documentcloud.org\/documents\/6896178-National-Park-Service-Release-5-20-20.html\" target=\"_blank\" class=\"clickTracking\" campaign=\"hunt365-fact-checktrump-administration-allowing-alaska-hunters-kill-baby-bears\" title=\"Fact Check: Is the Trump Administration Allowing Alaska Hunters to Kill Baby Bears?\" target=\"_blank\">statement<\/a>. \u201cThe previous limitations enacted in 2015 threatened our way of life and our centuries-long sustainable management practices.\u201d<\/p>\n\n\n\n<p>The new rule
