It\u2019s a commonplace in the pro-gun community, but it bears repeating: gun laws primarily affect law-abiding citizens who would never commit the crimes those laws are supposedly designed to address.<\/p>\n\n\n\n

Apparently, the Canadian government agrees. <\/p>\n\n\n\n

Prime Minister Justin Trudeau unilaterally banned \u201cassault weapons\u201d in Canada and has continued his crusade<\/a> for a handgun ban following last month\u2019s mass murder in which 22 people died. But a 2018 report<\/a> from Trudeau\u2019s own government found that \u201cmost gun crimes are not committed with legally-owned firearms\u201d and \u201cany ban of handguns or assault weapons would primarily affect legal firearms owners.\u201d<\/p>\n\n\n\n

The report also investigated \u201cassault weapon\u201d and handgun\nbans in the United States and found that \u201cthe data does not conclusively\ndemonstrate that these handgun or assault weapon bans have led to reductions in\ngun violence.\u201d<\/p>\n\n\n\n

“At least the government staff who wrote that report cared about facts and fairness, unlike the politicians who just launched a sudden and sweeping assault on honest gun owners and stores across Canada,” Nicolas Johnson told GunsAmerica.\u00a0Johnson, a civil-liberties advocate who runs TheGunBlog.ca<\/a>, was one of the people consulted in\u00a0a follow-up report<\/a> seeking feedback on gun bans among experts and stakeholders.<\/p>\n\n\n\n

There is no constitutional right to own a firearm in Canada,\nso the gun control debate differs significantly from the debate in the U.S. Currently,\nthat debate centers on where criminals acquire their firearms. <\/p>\n\n\n\n

Proponents of Trudeau\u2019s gun ban argue that if criminals\nacquire their firearms from domestic sources (theft and straw purchases are the\nmost common), then drying up the domestic supply for legal gun owners will\nlimit that illicit trade. <\/p>\n\n\n\n

There are a few problems with this line of thinking. <\/p>\n\n\n\n

First, there is some evidence to suggest that most of the crime guns used in Canada actually come from the United States. In December of 2019, Toronto police chief Mark Saunders reported<\/a> that about 82 percent of crime guns had originated in the United States. If this is the case, banning handguns and \u201cassault weapons\u201d in Canada isn\u2019t going to significantly dry up that trade.<\/p>\n\n\n\n

Second, as in the United States, \u201cassault weapons\u201d are rarely used in crime. The exact percentage is unclear because Canada’s national database<\/a> lumps rifles and shotguns into the same category, which combined accounted for 22 percent of all gun-related homicides in 2018. But Johnson said that \u201cassault weapons\u201d are only rarely used in any type of violent crime. <\/p>\n\n\n\n

Finally, the Canadian government doesn\u2019t have any nationwide\ndata on where crime guns come from. Toronto is an outlier in its ability and\nwillingness to track the source of guns used in crime. Johnson explained that most\nlaw enforcement agencies don\u2019t bother tracing a firearm\u2019s source because the\nprocess is expensive and rarely bears fruit. <\/p>\n\n\n\n

\u201cIf Calgary spends the budget to run a trace, and they find,\n\u2018Lo and behold, this gun was stolen 10 years ago from a store or\nindividual in Quebec.\u2019 Now what? The crime was in Quebec, so it doesn’t help\nCalgary’s prosecution rate. It’s ancient. Good luck finding the person who\ncommitted the crime,\u201d he said.<\/p>\n\n\n\n

A 2019 Globe and Mail investigation<\/a> wasn\u2019t able to find crime gun source information when it asked 36 police forces across the country. <\/p>\n\n\n\n

Trudeau, in other words, is flying blind. He doesn\u2019t know whether his gun bans will stop violent crime, and even the data he does have (from Toronto) suggests that they won\u2019t.<\/p>\n\n\n\n

But that lack of information isn\u2019t stopping him. The gun control debate may be different in Canada, but, in one way at least, the gun controllers are exactly the same. \u00a0<\/p>\n\n\n\n
