While Virginians work to block sweeping gun-control measures authored by Democratic lawmakers, Republicans down the coast in Florida are proposing some of those same anti-gun policies. <\/p>\n\n\n\n

A Republican-controlled Senate committee voted unanimously on Monday to pass an omnibus bill that would restrict gun sales, ban private sellers at gun shows, impose safe storage requirements, and mandate a three-day waiting period to obtain firearms. <\/p>\n\n\n\n

The bill (SB 7028<\/a>) is a \u201cpriority\u201d of Republican Senate President Bill Galvano, according to local media<\/a>. Galvano asked the Senate Infrastructure and Security Committee to vote on the measure a day before the legislature\u2019s 2020 session is set to begin, and all five Republicans on the committee voted in favor, including committee chairman Senator Tom Lee. <\/p>\n\n\n\n

\u201cI know that you don\u2019t see NRA members in the headlines of\nthese mass shootings,\u201d Lee told reporters following Monday\u2019s meeting. \u201cBut we\nhave a job to do. We can\u2019t just sit by idly while our children are killing\nchildren and pretend this isn\u2019t happening.\u201d<\/p>\n\n\n\n

The measure prohibits all private transfers of firearms \u201con\nproperty to which the public has the right of access,\u201d essentially eliminating\nprivate sales at gun shows and other events. Sellers who are not federally\nlicensed gun dealers and want to conduct a transfer on publicly accessible\nproperty will be required to obtain the services of a licensed dealer who can\nperform a background check.<\/p>\n\n\n\n

For sales not on publicly accessible property, the bill\nrequires the seller to confirm the buyer is over 21 years of age, and make and\npreserve a dated record of the sale. The record must include the make, model,\nand serial number of the firearm along with the buyer\u2019s name, date of birth,\nand ID number.<\/p>\n\n\n\n

In addition, the seller must compose an affidavit signed by the buyer that includes all of the information above along with the buyer\u2019s answers to a list of questions similar (though not identical) to the form used by the ATF in firearms transfers. The seller must also have that affidavit notarized. <\/p>\n\n\n\n

The measure imposes a three-day waiting period to purchase a\nfirearm but provides exceptions for those with a valid concealed carry license\nand those who wish to purchase a rifle or shotgun and have completed a hunter\u2019s\nsafety course.<\/p>\n\n\n\n

The proposal also mandates safe storage of firearms where\nminors under the age of 18 or \u201cpersons with unsound mind\u201d may be able to gain\naccess to them. Previous law only required safe storage of firearms when\nchildren under the age of 16 may be present. <\/p>\n\n\n\n

Marion Hammer, the primary lobbyist in Florida for the\nNational Rifle Association, said the measure contains \u201cthe worst universal\nbackground check language I have ever seen.\u201d<\/p>\n\n\n\n

\u201cIt appears to be an actual attempt to ban private sales through\nred tape and fear,\u201d she said. \u201cAsking average citizens to create what amounts\nto a government form and get it notarized is ridiculous.\u201d<\/p>\n\n\n\n

The legislation is \u201cnothing less than gun control on\nsteroids,\u201d Hammer said.<\/p>\n\n\n\n

There is currently no companion legislation in the House, but Sen. Lee promised the Senate president and the Speaker of the House would be coordinating in the coming weeks. <\/p>\n\n\n\n
