Lookout) wants to make Ohio the <a href=\"https:\/\/crimeresearch.org\/2019\/03\/kentucky-becomes-17th-state-that-allows-concealed-carry-without-a-permit-in-all-or-virtually-all-the-state\/\" target=\"_blank\" class=\"clickTracking\" campaign=\"lawmaker-ohio-18th-constitutional-carry-state\" title=\"Lawmaker Hopes to Make Ohio 18th Constitutional Carry State\">18th state<\/a> in the nation to enact Constitutional Carry.\u00a0<\/p>\n\n\n\n<p>Brinkman introduced <a href=\"https:\/\/www.legislature.ohio.gov\/legislation\/legislation-summary?id=GA133-HB-178\" target=\"_blank\" class=\"clickTracking\" campaign=\"lawmaker-ohio-18th-constitutional-carry-state\" title=\"Lawmaker Hopes to Make Ohio 18th Constitutional Carry State\">House Bill 178<\/a>, which would do all of the following (per local news affiliate <a href=\"https:\/\/www.wcpo.com\/news\/local-news\/would-elimination-of-concealed-gun-licenses-make-ohio-safer\" target=\"_blank\" class=\"clickTracking\" campaign=\"lawmaker-ohio-18th-constitutional-carry-state\" title=\"Lawmaker Hopes to Make Ohio 18th Constitutional Carry State\">WCPO<\/a>):<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>It expands the scope of the law by changing &#8220;concealed handgun&#8221; to &#8220;concealed weapons,&#8221; which includes &#8220;all deadly weapons.&#8221;<\/li><li>It eliminates the training currently required to own a gun.<\/li><li>It also removes the requirement to notify police officers during a traffic stop that an individual is carrying a concealed weapon.<\/li><li>In addition, the bill requires concealed weapons holders to be 21 years old. Felons would not be allowed to purchase a weapon.<\/li><\/ul>\n\n\n\n<p>&#8220;So the idea is, &#8216;Why all the restrictions on our law-abiding citizens?'&#8221; Brinkman explained in an interview with WCPO. &#8220;I&#8217;m trying to empower law-abiding citizens to be able to defend themselves and protect themselves when they get into these types of situations.&#8221;<\/p>\n\n\n\n<p>Firearms instructor Jeffry Smith agrees with Brinkman.&nbsp; He told the station, &#8220;There is no license required to exercise your First Amendment right of free speech, or your exercise of religion. Nor should there be to exercise your Second Amendment right to keep and bear arms.&#8221;<\/p>\n\n\n\n<p>While that makes sense from a Constitutional perspective, critics of permitless carry contend that allowing citizens to carry without training, licensing and a background check endangers public safety.&nbsp;<\/p>\n\n\n\n<p>&#8220;Any time you have something that causes death in young, otherwise healthy people at a rate of 100 a day, that&#8217;s a public health crisis,&#8221; said retried epidemiologist Cynthia Molloy, a vocal opponent of the bill. &#8220;We&#8217;ve got to study it. We&#8217;ve got to understand, which means putting resources and people who understand public health issues to work on this specific issue of gun violence.&#8221;<\/p>\n\n\n\n<p>One person who does understand the effects of gun ownership on society is economist Dr. John Lott Jr. \u00a0<\/p>\n\n\n\n<p>Earlier this year, Dr. Lott <a href=\"https:\/\/www.youtube.com\/watch?time_continue=25&amp;v=apiM2kqiQ4Q&amp;feature=emb_logo\" target=\"_blank\" class=\"clickTracking\" campaign=\"lawmaker-ohio-18th-constitutional-carry-state\" title=\"Lawmaker Hopes to Make Ohio 18th Constitutional Carry State\">testified before a Kentucky House Judiciary Committee<\/a> on the topic of Constitutional Carry.\u00a0 Dr. Lott\u2019s testimony was instructive and very persuasive.\u00a0 Here were his main findings:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>For states that have had permitless carry for at least five years, all rates of violent crime are lower after its adoption than prior.<\/li><li>For states that have had permitless carry for a shorter duration, approximately two years, murder rates, rape rates, aggravated assault rates tend to decline in a statistically significant manner.\u00a0 However, there is no statistically significant change in robbery rates or accidental gun deaths. \u00a0<\/li><li>Despite the fact that firearms training is no longer mandated, more people sign up for classes.\u00a0 Moreover, there are changes in the composition of the training as the classes tend to be more practically oriented. \u00a0<\/li><li>Perhaps most importantly, the segments of society most impacted by crime \u2014 poor folk and minorities \u2014 carry in larger numbers.<\/li><\/ul>\n\n\n\n<p>While Dr. Lott doesn\u2019t say it specifically, that last takeaway may be the reason why crime rates decline following the passage of these laws.\u00a0 Because it&#8217;s harder for criminals to prey upon someone who has the tools and the willingness to fight back. <\/p>\n\n\n\n<p>Brinkman said it may be a year or so before House Bill 178 ends up on Gov. Mike DeWine&#8217;s desk.
