{"id":118930,"date":"2019-11-26T13:41:46","date_gmt":"2019-11-26T18:41:46","guid":{"rendered":"https:\/\/www.gunsamerica.com\/digest\/?p=118930"},"modified":"2019-11-26T13:41:46","modified_gmt":"2023-09-06T07:30:06","slug":"baltimore-to-introduce-safe-act-mandatory-licensing-for-gun-dealers","status":"publish","type":"post","link":"https:\/\/gunsamerica.com\/digest\/baltimore-to-introduce-safe-act-mandatory-licensing-for-gun-dealers\/","title":{"rendered":"Baltimore to Introduce \u2018SAFE Act,\u2019 Mandatory Licensing for Gun Dealers"},"content":{"rendered":"\n\n\n\n\n<p><\/p>\n\n\n\n<p>Baltimore County leaders will introduce a bill next month to create a mandatory licensing scheme for firearms dealers and gun shows.<\/p>\n\n\n\n<p>To obtain a license under what\u2019s being called the Secure All Firearms Effectively (SAFE) Act, store owners and gun show organizers would have to install county-approved security measures. &nbsp;<\/p>\n\n\n\n<p>\u201cWe must do whatever we can to keep our communities safe, and that includes doing more to keep firearms out of the hands of criminals,\u201d said Baltimore County Executive Johnny Olszewski in a press release. <\/p>\n\n\n\n<p>\u201cThis bill is a straightforward solution to ensure that we keep stolen weapons off our streets and out of our communities,&#8221; he added. <\/p>\n\n\n\n<p>The list of requirements include:&nbsp;<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>Under the plan, a temporary gun show must have a security plan approved by the Chief of Police that includes an alarm system, video surveillance and live security guard coverage when the show is closed and establishments must:<\/p><\/blockquote>\n\n\n\n<ul class=\"wp-block-list\"><li>Be monitored at all times by an alarm system registered with the county and a video system.<\/li><li>Include the following physical security elements:<ul><li>Bollards or another physical barrier to prevent vehicle intrusion into the building; and<\/li><li>Security gates or security screens over windows; and<\/li><li>Either security gates or security screens over doors; or a secure vestibule for doors.<\/li><\/ul><\/li><li>Secure all firearms in a safe, secure room, in a secured cage, or behind security shutters when the business is closed.<ul><li>As an alternative to this requirement, the Chief of Police may authorize the dealer to provide live security guard coverage.<\/li><\/ul><\/li><li>The Chief of Police can approve another combination of measures.<\/li><\/ul>\n\n\n\n<p>\u201cThis bill will require appropriate security measures for firearm retail establishments and gun shows in Baltimore County,\u201d said Baltimore County Police Chief Melissa Hyatt. \u201cThe goal of this licensing is to avoid more preventable incidents in which multiple weapons are stolen, and then end up in the hands of violent criminals.\u201d&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">SEE ALSO: <a href=\"https:\/\/www.gunsamerica.com\/baltimore-sue-gun-manufacturers-city-violence\/\" target=\"_blank\" class=\"clickTracking\" campaign=\"baltimore-to-introduce-safe-act-mandatory-licensing-for-gun-dealers\" title=\"Baltimore to Introduce \u2018SAFE Act,\u2019 Mandatory Licensing for Gun Dealers\">Baltimore Looking to Sue Gun Manufacturers for City\u2019s Escalating Violence<\/a><\/h2>\n\n\n\n<p>Proponents of the SAFE Act indicated that seven gun shops in Baltimore County had been burglarized 10 times over the past two years.&nbsp; In four of those incidents, the gun thieves succeeded in obtaining weapons. &nbsp;<\/p>\n\n\n\n<p>They also singled out gun thieves in Howard and Montgomery Counties who used a vehicle to ram into storefronts to gain access to inventory. &nbsp;<\/p>\n\n\n\n<p>Opponents of the bill argue that the state and the fed already closely regulate FFLs (hence the &#8220;licensee&#8221; designation in<strong> F<\/strong>ederal <strong>F<\/strong>irearms <em><strong>L<\/strong>icensee<\/em>).\u00a0 Moreover, they believe the SAFE Act is really just a way to put gun stores out of business.\u00a0 Between the cost of the security upgrades and the new license \u2014 which hasn\u2019t been disclosed yet \u2014 it may make selling guns in Baltimore County cost-prohibitive.\u00a0<\/p>\n\n\n\n<p>\u201cIt almost seems like they\u2019re trying to over-regulate to the point where they will limit or chase out the number of federally licensed firearms dealers in the county.
