Bob Menendez announced over the weekend his intention to introduce a bill in the U.S. Senate that would ban the importation, sale, manufacture, transfer or possession of \u201cgun silencers\u201d or, as he also refers to them, \u201ctools of death.\u201d <\/p>\n\n\n\n<p>\u201cThe NRA might be willing to prop up the gun industry no matter the human cost, but not me,\u201d Menendez said at a press conference, flanked by activists from Moms Demand Action. \u201cNo one needs a silencer to defend themselves or their home, but everyone needs to be able to hear when their lives are in danger.\u201d<\/p>\n\n\n\n<p>\u201cSilencers undermine public safety. They undermine the\nability of law enforcement to do their jobs. And they undermine the ability of\nAmericans in the midst of mass shootings to survive,\u201d&nbsp;Menendez continued<strong>.<\/strong> \u201cThe sound\nof gunshots is what tells you that this is not just another drill. That this is\nnot a nail gun. That this is not fireworks. The sound of gunshots is what tells\nyou this is a real, life-and-death situation and it is time to run, hide, take\ncover and help others save themselves.\u201d&nbsp;<\/p>\n\n\n\n<p>Menendez here repeats the oft-cited claim that a suppressor reduced the sound of the .45-caliber handgun used by the Virginia Beach mass murderer to that of a nail gun. This claim has been <a href=\"https:\/\/www.gunsamerica.com\/does-a-suppressed-pistol-sound-like-a-nail-gun\/\" target=\"_blank\" class=\"clickTracking\" campaign=\"suppressor-ban-introduced-senate\" title=\"'Tools of Death!' Suppressor Ban Introduced in U.S. Senate by NJ Sen. Menendez\">Supreme Court Denies Case Regarding \u2018Illegal\u2019 Suppressors<\/a> <\/h2>\n\n\n\n<p>Menendez further justifies his legislation by attacking the Hearing Protection Act and arguing that \u201cnot even the United States military relies on silencers to protect our soldiers\u2019 hearing.\u201d He claims that suppressors are only used for \u201cstealth operations\u201d and concludes, \u201cif traditional hearing protection is good enough for the ears of American soldiers in combat abroad I say it&#8217;s good enough to protect recreational gun owners here at home.\u201d<\/p>\n\n\n\n<p>The push to deregulate suppressors by the National Rifle Association and other gun-rights groups isn\u2019t about protecting the hearing of these recreational shooters, Menendez claims. Suppressor\nowners will have a 90-day grace period to turn in their now-illegal gun mufflers,\nfor which they will be compensated using federal Byrne JAG grants.<\/p>\n\n\n\n<p>Menendez also provides limited exceptions for certain\ncurrent and former law enforcement personnel, for certain Atomic Energy\npersonnel and purpose, and for certain authorized testing or experimentation.<\/p>\n\n\n\n<p>An identical bill is being pushed through the Democrat-controlled\nU.S. House by Rep.
