Bevin&#8217;s signature, Kentucky joins 16 other states that allow &#8220;constitutional carry.&#8221;<\/p><\/div>\n<p>Kentucky Governor Matt Bevin signed a law Monday that will allow residents over the age of 21 to carry concealed firearms without a permit as long as they meet the requirements to own a firearm. Kentucky joins\u00a0<a href=\"https:\/\/crimeresearch.org\/tag\/constitutional-carry\/\" target=\"_blank\" class=\"clickTracking\" campaign=\"kentucky-constitutional-carry\" title=\"Kentucky Becomes 17th Constitutional Carry State with Signature from Governor\" target=\"_blank\" rel=\"noopener\">16 other states<\/a> that allow for some form of \u201cconstitutional carry.\u201d<\/p>\n<p>Gov. Bevin told <a href=\"https:\/\/www.wbko.com\/content\/news\/Permitless-conceal-carry-bill-passes-local-legislators-and-instructors-react-506727311.html\" target=\"_blank\" class=\"clickTracking\" campaign=\"kentucky-constitutional-carry\" title=\"Kentucky Becomes 17th Constitutional Carry State with Signature from Governor\">local media<\/a> that the bill supports the right to keep and bear arms, and he noted that Kentucky won&#8217;t be alone in allowing residents to carry without a permit.<\/p>\n<p>&#8220;It recognizes the Second Amendment of the Constitution of the United States,&#8221; he said. &#8220;That&#8217;s really it. It doesn&#8217;t break new ground.&#8221;<\/p>\n<p>To those who disagree with the new policy, Bevin had a clear message.<\/p>\n<p>\u201cThis is America. Not everybody agrees on everything. That&#8217;s the beauty of America,\u201d he <a href=\"https:\/\/www.wkrn.com\/news\/kentucky\/kentucky-gov-to-sign-law-allowing-concealed-carry-without-permit\/1824272124\" target=\"_blank\" class=\"clickTracking\" campaign=\"kentucky-constitutional-carry\" title=\"Kentucky Becomes 17th Constitutional Carry State with Signature from Governor\">said<\/a>. \u201cFor those people who are offended at this idea and don&#8217;t like it, there are other places in America where they could live and\/or they can learn to live with what they don&#8217;t like in their own immediate state.&#8221;<\/p>\n<p>The <a href=\"https:\/\/apps.legislature.ky.gov\/record\/19rs\/sb150.html\" target=\"_blank\" class=\"clickTracking\" campaign=\"kentucky-constitutional-carry\" title=\"Kentucky Becomes 17th Constitutional Carry State with Signature from Governor\">measure<\/a> passed the Kentucky Senate on a 28-to-8 vote last month, and it passed the House by a 60-to-37 vote last week.<\/p>\n<h2>SEE ALSO:\u00a0<a href=\"https:\/\/www.gunsamerica.com\/south-dakota-constitutional-carry\/\" target=\"_blank\" class=\"clickTracking\" campaign=\"kentucky-constitutional-carry\" title=\"Kentucky Becomes 17th Constitutional Carry State with Signature from Governor\" rel=\"bookmark\">South Dakota Headed for Constitutional Carry with Senate Win<\/a><\/h2>\n<p>Supporters also argued that since the state already allows for open carry without a permit or training, constitutional carry won\u2019t change the status quo.<\/p>\n<p>\u201cThis bill decriminalizes wearing a coat in the state of Kentucky,\u201d National Rifle Association state director Art Thomm said <a href=\"https:\/\/www.kentucky.com\/news\/politics-government\/article226259470.html\" target=\"_blank\" class=\"clickTracking\" campaign=\"kentucky-constitutional-carry\" title=\"Kentucky Becomes 17th Constitutional Carry State with Signature from Governor\">in a committee hearing<\/a>.<\/p>\n<p>Firearms instructors weren\u2019t so supportive.<\/p>\n<p>&#8220;Without proper training, carrying a gun close to your body like that, I just don&#8217;t see any good coming from it,&#8221; Latreese Cannon, a certified firearms instructor for the state, told <a href=\"https:\/\/www.wkyt.com\/content\/news\/Concealed-carry-instructor-concerned-about-permitless-carry-bill--506675661.html\" target=\"_blank\" class=\"clickTracking\" campaign=\"kentucky-constitutional-carry\" title=\"Kentucky Becomes 17th Constitutional Carry State with Signature from Governor\">local media<\/a>. &#8220;&#8230; Basically just giving them a license to carry to kill. It&#8217;s kind of scary.&#8221;<\/p>\n<p>&#8220;If you have to use it, you need to know how to disarm it. You need to know how to operate it. You need to know how your weapon works,&#8221; Cannon continued. &#8220;Just carrying around a gun and knowing nothing about it &#8211; detrimental.&#8221;<\/p>\n<p>The Kentucky State Fraternal Order of Police also worried that armed and untrained residents won\u2019t know how to act when stopped by law enforcement. Mary Fallin Vetoes Constitutional Carry<\/a><\/h2>\n<p>They encourage anyone stopped by police to follow the acronym FOP: \u201cFirearm \u2013 let us know if you have a firearm and don&#8217;t reach for it, Obey \u2013 do what the officer asks of you, Precision \u2013 make all moves very direct and tell us what you are doing.\u201d<\/p>\n<p>Out-of-state activists weighed in as well.<\/p>\n<p>Fred Guttenberg, whose daughter was killed in the Parkland massacre, <a href=\"https:\/\/www.newsweek.com\/parkland-father-nra-bill-guns-kentucky-1349811\" target=\"_blank\" class=\"clickTracking\" campaign=\"kentucky-constitutional-carry\" title=\"Kentucky Becomes 17th Constitutional Carry State with Signature from Governor\">described<\/a> the bill as a \u201cmajor setback\u201d in an interview with Newsweek.<\/p>\n<p>\u201cThis bill has nothing to do with public safety and is simply going to make it easier to sell more guns,\u201d Guttenberg said. \u201cShame on the legislators who have given up on their responsibility to defend the right to life of Kentucky citizens and to take steps to keep them free of gun violence.
