Miller<\/em><\/a>, 307 U.S. 174 (1939).<\/li>\n<li>In 2008, the U.S. Supreme Court recognized an individual right to possess firearms in\u00a0<a href=\"https:\/\/www.law.cornell.edu\/supremecourt\/text\/554\/570\" target=\"_blank\" class=\"clickTracking\" campaign=\"hawaii-senate-repeal-2a\" title=\"Hawaii Introduces Senate Resolution Calling for Repeal of 2A as 'Individual Right'\"><em>District of Columbia v. Heller<\/em><\/a>, 554 U.S. 570 (2008).<\/li>\n<li>When it decided\u00a0<em>Heller<\/em>, the U.S. Supreme Court &#8220;revitalized the discussion of whether the Second Amendment is a collective or individual constitutional right.&#8221;<\/li>\n<li>There have been &#8220;numerous tragic mass shootings at schools, workplaces, and public events [and so] it is necessary to repeal or amend the Second Amendment of the United States Constitution.<\/li>\n<\/ul>\n<p>The five senators who introduced SCR42 are:<\/p>\n<ol>\n<li>Senator Stanley Chang, Senate District 9;<\/li>\n<li>Senator Karl Rhoads, Senate District 13;<\/li>\n<li>Senator Rosalyn H. Baker, Senate District 6;<\/li>\n<li>Senator Dru Mamo Kanuha, Senate District 3; and<\/li>\n<li>Senator Laura H. Thielen, Senate District 25.<\/li>\n<\/ol>\n<p><span data-mce-type=\"bookmark\" style=\"width: 0px;overflow: hidden;line-height: 0\" class=\"mce_SELRES_start\">\ufeff<\/span><\/p>\n<p>This is the second time in as many years that Hawaii has introduced such a measure. In 2018, The House introduced <a href=\"https:\/\/www.capitol.hawaii.gov\/session2018\/bills\/HR167_.htm\" target=\"_blank\" class=\"clickTracking\" campaign=\"hawaii-senate-repeal-2a\" title=\"Hawaii Introduces Senate Resolution Calling for Repeal of 2A as 'Individual Right'\">HR167<\/a>, a resolution virtually identical to SCR42.
